Brief summary of the activities conducted during Observance of Vigilance Awareness Week
in Rail Wheel Factory, Banglaore – 560 064 is as under:-
I) Organisational Activites:-
1. Administration of Integrity Pledge (29/10/2018)
Shri Margoob Hussain, General Manager administered the Integrity pledge in English
followed by Smt. Rita Sahu, Principal Chief Electrical Engineer in Hindi and by Dr. Chandra
Kumar, ACMS,RH/Medical in Kannada to all the Officers, Supervisors and staff of Railway
Wheel Factory assembled near the Admin Portico, Rail Wheel Factory, at 1030 hrs on
29/10/2018.
2. Street Play (29/10/2018)
As part of Vigilance Awareness Week, a Kannada street play “Lunchadha Sampathu Luck
Ella Aaapathu” (Corrupt wealth is not sheer luck but mere danger) depicts the story of a
greedy officer who accumulates wealth by way of taking bribe ultimately lands in the
Vigilance net for his misdeed was enacted near the Admin Portico for Officers, supervisors
and staff. The street play performed by RWF Employees Artist Troupe drew lot of applause
and attention from all audience.
3. Essay Competition
Essay competition on the topic “Eradicate Corruption – Build a New India” was held for
employees of RWF on 06/10/2018. 23 employees took part in the competition. 6 in
Hindi, 5 in Kannada and 12 in English entries were received.
4. Quiz Competition (30/10/2018)
Preliminary round of quiz was conducted on 09/10/2018. 48 employees from all the
departments of RWF took part in the competition. Out of which, 16 were selected based
on merit to make a team of 4 (each team containing 4 members) for the final quiz round.
The final quiz covering departmental rules, Schedule of Power matters, Disciplinary and
Appeal Rules, General Knowledge and other matters related to RWF production was held
on 30/10/2018.
5. Lecture on Decanting and Accountal of HSD oil through Road tankers (30/10/2018)
Shri Avijit Bajpai, Assistant Manager, Indian Oil Corporation Limited, Bangalore
delivered talk along-with presentation on the topic “Decanting and Accountal of HSD
oil”. The speaker covered various aspects like product specification of HSD, mode of
receipt of product through road, gauging and sampling, types of samples, adoption of
correct sampling procedure, record of sample retained, safety measures and deployment
of trained staff, importance of training, finding of oil adulteration and usage of GPS

tracking device to trace the movement of vehicle to avoid oil pilferage. The program
was followed by interactive session with all the participants from different levels. The
lecture was lively and useful.
6. Lecture on Prevention of Corruption (31/10/2018)
A sensitization talk by Shri V.N. Raju, Dy Superintendent of Police/Central Bureau of
Investigation, Anti Corruption Cell, Bangalore and his interaction with officers of RWF
was centric to the theme of this year. The speaker emphasized on the social aspects of
corruption and the need for eradicating corruption, bringing in transparency and integrity
in all spheres of activities. The speaker shared his experience with the audience and
narrated a few cases from his service experience in this regard. The program evoked a lot
of interest from the audience and was widely appreciated.
7. Lecture on Cyber Crime (02/11/2018)
Shri K.Venkatesh Murthy, Dy Director, Data Security Council of India, Bangalore who
was invited to deliver a lecture on “Cyber Crime” on 02/11/2018. The speaker covered
various aspects of cyber crimes (hacking, phishing, spamming etc), how to prevent cyber
crimes, measures required to be adopted for avoiding those crimes and cyber crime laws,
and suggested ways of approaching Cyber crime branch for making complaint. He also
cited few recent cases about online banking fraud and theft information, identity theft,
online predatory crimes and unauthorized computer access. The subject was interesting
and drew a lot of enthusiasm and participation from audience.
8. Validictory Function (03/11/2018)
The concluding event of the Vigilance Awareness Week – 2018 was observed at
Conference Hall, Technical Training Centre, Rail Wheel Factory, Yelahanka. Shri
Margoob Hussain, General Manger/RWF was invited as a Chief Guest, who graced the
occasion.
GM honoured the Principals, lecturers and teachers with trophy, mementos and
certificates in appreciation of their active participation and co-operation in conducting
events in their respective colleges and schools.
Winners of various competitions held at Rail Wheel Factory, Colleges and Schools were
suitably awarded with trophies, prize money, and certificates by GM, PCEE, PCME and
CVO. All the artists of Street Play were also honoured with mementoes and certificates
during the occasion.
i) Releasing of Vigilance Bulletin - 2018
During the Valedictory day function itself, RWF Vigilance Bulletin – 2018 containing
Dos’ & Don’ts’, important CVC & Railway Board circulars, system improvements
suggested and articles, poems and cartoons contributed by employees of RWF, was

released by General Manager. First copy of the bulletin was received by Smt. Rita Sahu,
Principal Chief Electrical Engineer/RWF. Copies of the bulletin were also distributed to
those who were present on the Dias.
ii) Concluding address
Shri N.K.Barnwal, Chief Vigilance Officer welcomed the gathering by giving
short speech on the importance and significance of observing Vigilance
Awareness Week. He mentioned factors like delay in decision making, non-
defined responsibilities, lack of transparency, ambiguous rules/procedures,
communication gap among different departments and lack of awareness, which
provide fertile ground for corruption. He also talked about new challenges and
opportunities in Vigilance administration due to advancement of technology. He
complimented all the school and college principals, lecturers and teachers as well
as all officers and staff of RWF for their enthusiastic participation in the
Vigilance Awareness Week function.
At the end of event, GM made a remarkable speech about eradiation of
corruption. While addressing, GM expressed his serious view point about
corruption and urged the audience on this occasion to join hands in achieving
corrupt free India. He advised the need to make the decision making process
transparent by clearly spelling out the thought process in the Speaking Order
behind a particular decision in the Speaking Orde. General Manager also lauded
the principals and teachers for their active participation in various events. GM
also commended Vigilance team for their sincere, hard and dedicated work in
making the event successful.
9. E- Pledge
All the Officers, supervisors and employees were encouraged to take e-pledge by
visiting CVC website during the week. Similar arrangement was also made at
Kendriya Vidyalaya School, RWF to enable all the teaching, non-teaching and
students to take Integrity pledge.
10. Posters and Banners
Posters and banners in trilingual were displayed at prominent places in and around
Rail Wheel Factory to spread the message against corruption. Banners showing
date-wise programmes were also made available at the entrance of Admin Portico
and inside factory for drawing crowd for all the events.
II) Outreach activities
In an endeavor to spread the message outside office, RWF organized visits to nearby
schools and college, and various activities like elocution, drawing and essay writing
competitions were organized in 2 schools and 3 colleges in and around Yelahanka to
create awareness of the ill-effects of corruption among the younger generation. Main

topics for the competitions were “Eradicate Corruption – Build New India” (for Essay
Writing), “Moral Values”, “Ethics and Good Governance Practices” (for
Cartoon/Drawing) and “Ill effects and eradication of corruption – can only be achieved
by enforcing law, or by creating awareness amongst citizens” (for Elocution).
i) Administration of Integrity Pledge The main attraction of the year was of more than 2500 people (including lecturers
& students) taking the Integrity pledge at Government PU College, Yelahanka on
29/10/2018. More than 300 people (including students and teachers) took
Integrity pledge at Jnana Jyothi PU College, Yelhanka on 30/10/2018. Nearly,
300 people took Integrity Pledge in BEL Composite PU College, Jalahalli
Bangalore on 29/10/2018. All Colleges and schools evinced keen interest in
conducting the above events against corruption, gave an overwhelming response
and showed active participation during all the events.
A Kannada Street Play called “Lunchadha Sampathu Luck Ella Aapathu” was
performed in the afternoon on 29/10/2018 by RWF Employees Artists Troupe at
Government PU College, Yelahanka, Bangalore for the lecturers, students and
General Public. The play drew lot of applause and enthusiasm from all quarters

The valedictory function on 03/11/2018 at RWF TTC Conference Hall was covered by
Doordarshan DD1 (Chandana) also, and the event was telecast in the evening news on the
same day. The VAW functions of RWF were covered by Print media also. A few
