Participants identified a lack of affordable housing as a problem for Pennington County. Allow multi-family residential along major road corridors.

Work with cities to allow more multi-family residential.

Allow a range of housing densities in the County.

Encourage development of "starter" homes in and near communities.

Poorly maintained roads can be hazardous for drivers, disrupt traffic flow, and hinder emergency response vehicles. These effects can dissuade new employers from locating to the region, especially when they are dependent on a reliable transportation system. Form a partnership with established road districts to improve roadway

conditions.

Provide educational materials to the public regarding road district requirements.

Identify funding to expand annual road maintenance in the County.

Help ensure road districts are fiscally sound.

Places that have large tourist industries often experience a lack of year-round jobs, which can lead to an unbalanced economy and residents seeking work outside of the county.

Support existing industry, such as tourism, by expanding commercial uses by highways and urban centers.

Support existing economic drivers, such as Ellsworth AFB and Rapid City Regional Airport, by providing Open Space or Agriculture buffers.

Expand industrial based job opportunities by expanding Heavy Industrial land uses.

Create incentives for drawing in new industry.

Develop business retention programs.

Guidelines for "farm" animal keeping should be modified to have more clear standards for the types and quantities of animals being kept on residential properties. Require zoning to be updated to specify limits based on zoning district and

lot size.

Eliminate animal keeping on lots less than ___ acres.

There are currently no building codes that are codified in Pennington County. Building codes set construction practices for structures to maintain structural integrity and safety. Create building codes that are specific to the County.

Adopt the 2015 International Building Code.

Require building inspections for residential and commercial structures.

A l t e r n a t i v e C h o i c e sF. Mining Activities Occur in Both Agricultural and Industrial Areas

Mining is a prominent industry in the county; however, due to the sensitive natural areas in Pennington County, it is important to ensure that mining activities are balanced with natural open spaces. Require Zoning Ordinance to be updated to allow mining in one zoning

district instead of two.

Require an overlay district for specific mining uses in the Zoning Ordinance.

Tourism is already a significant part of Pennington County’s economy, but there may be other opportunities to pursue. Create Tourist Commercial designation allowing more flexibility.

Support agri-tourism industries.

Work with DOT and USFS to expand bikeways and trails.

Expand tourism opportunities in Eastern Plains.

Evaluate potential for use of tiny homes or similar.

As part of public input, discussion arose over the need to regulate signage, especially off-site signage. Place additional restrictions on placement, size, spacing, and number.

Ellsworth AFB is one of the largest employers in the county and the Regional Airport provides the only commercial flights into the region. It is important to protect these facilities in the future. Add recommendations from Ellsworth JLUS.

Work with Ellsworth AFB an SDEDA to protect and expand missions.

Promote opportunities to attract industries that support military or aviation (PPP, incubators, etc.).

Concerns raised relative to additional guidance that should be provided, to the extent applicable, for mining and timber harvesting. Provide better controls on traffic.

Require better bonding to ensure effective reclamation.
