The Barnes County Commission metin regular session on Tuesday, June16, 2020 with Cindy Schwehr, VickyLovell, Bill Carlblom, John Froelich,and Shawn Olauson present. Chair-man Carlblom called the meeting toorder at 8:00 a.m., the Pledge of Alle-giance was recited, and the Agendawas reviewed.

US Fish & Wildlife ServicePotential Land Acquisition

Kurt Tompkins, US Fish & WildlifeService District Manager, presentedinformation about a 160-acre prop-erty in Thordenskjold Township (4-137-57) that has been offered for saleas a potential US Fish & Wildlife Ser-vice land acquisition. Cindy Schwehrmoved to allow US Fish & WildlifeService to pursue the purchase, aslong as there is adequate fencing, ifpastured; Shawn Olauson secondedthe motion. Motion carried upon roll-call vote, with all members voting“yes”.

Planning & Zoning – Variances &Replat of Subdivision

Jessica Jenrich, Planning & ZoningCoordinator, presented an applica-tion for a Variance – Setback 115’from center of road from Kerry DOlson (Oriska Township, SE ¼ 17-140-56). Cindy Schwehr moved to ap-prove the application; Vicky Lovellseconded the motion. Motion carriedupon roll-call vote, with all membersvoting “yes”. Ms. Jenrich presentedan appl icat ion for a Replat ofVeteran’s Subdivision from MikeHeinze (Sibley Trail Township, NE ¼13-143-58). Cindy Schwehr moved toapprove the application; John Froe-lich seconded the motion. Motion car-ried upon roll-call vote, with all mem-bers voting “yes”. Ms. Jenrich presen-ted an application for a Variance –Tile crossing in road right-of-way fromJohn H Triebold (Hobart Township,Sections 3, 4 & 9 – 140-59). CindySchwehr moved to table a decisionuntil after it is acted upon by the Wa-ter Board; Vicky Lovell seconded themotion. Motion carried upon roll-callvote, with all members voting “yes”.Ms. Jenrich presented an applicationfor a Variance – Tile outlet crossingfrom Fred Schroeder (Weimer Town-ship, 31-141-56). Cindy Schwehrmoved to table a decision until after itis acted upon by the Water Board;Shawn Olauson seconded the mo-tion. Motion carried upon roll-callvote, with all members voting “yes”.Ms. Jenrich presented an applicationfor a Variance – Setback 15’ fromNorth property line from Bob Eichten(Marsh Township, NE ¼ 9-139-58).Vicky Lovell moved to approve thea p p l i c a t i o n ; S h a w n O l a u s o nseconded the motion. Motion carriedupon roll-call vote, with all membersvoting “yes”.

Highway Department – DitchCleaning & Approach Applications

/ Accident (Equipment Loss)Kerry Johnson, Road Superintendent,presented a Drainage/Ditch CleaningPermit Application from VaughnZacharias for a ditch located at 14-137-57. Shawn Olauson moved todeny the Application; Cindy Schwehrseconded the motion. Motion carriedupon roll-call vote, with all membersvoting “yes”. Mr. Johnson presentedan Approach Application from DanielLund for an approach located at SW¼ 14-137-57 for approval. CindySchwehr moved to approve the Ap-plication; Bill Carlblom seconded themotion. Motion carried upon roll-callvote, with all members voting “yes”.Mr. Johnson apprised the Commis-sion on the status of the recent truckaccident/equipment loss. CountyRoad #21 (Kathryn) culverts havebeen delivered to the constructionsite. Work will begin soon; CountyRoad 22 safety project (Hobart Lake)is moving forward, taking out the ex-isting riprap; Meadow Lake erosioncontrol project is completed. MattLang, Kadrmas, Lee & Jackson,provided project updates on theemergency grade raise on CountyRoad #11 south of Sanborn nearLitchville: Scherbenske INC. was thelow bid at $337,141. Installation of abypass lane on County Road #21near the Sheyenne River erosion sitewill be complete next week.

Sheriff – Portable RadiosRandy McClaflin, Sheriff, requestedapproval to purchase seven portableradios and programming from Mid-States Wireless at a total cost of$44,743.23, which was included inthe budget. Cindy Schwehr moved toapprove the request; John Froelichseconded the motion. Motion carriedupon roll-call vote, with all membersvoting “yes”. Grant funds of $1,500per radio will be coming as a partialreimbursement.

Auditor – MinutesShawn Olauson moved to approvethe June 2, 2020 minutes; John Froe-lich seconded the motion. Motion car-ried.

Commission DiscussionWomen’s Suffrage marker has beeninstalled and will be dedicated laterthis summer. The Pre-bid conferencefor the jail project went well; bids willbe coming in for opening after 2 pmon the 25th, with the Commission tovote on the 7th. Sidewalks are beingrepaired. Other discussion includedfuture bills for the Hobart Lake Drain,the 10-mile Lake project, Little Dam,Kathryn Dam, South Central DakotaRegional Council, Library and SocialServices. Cindy Schwehr made a mo-tion that Barnes County take posses-sion of the Social Service vehicles, asthe newly formed Zone does not payfor the vehicle expenses; CindySchwehr retracted the motion. Theconsensus of the board was to holdoff on public meetings, other than therequired meetings, for the time being.With no further business, ShawnOlauson made a motion, seconded byJohn Froelich, to adjourn the meeting.Motion carried unanimously, and themeeting was adjourned at 9:47 a.m.Bill Carlblom, ChairmanBarnes County CommissionBeth M DidierBarnes County Auditor
