•Beau Vallon beach is one of the most commonly used on Mahe not only by locals but also by tourists. •With recent developments along the Beau Vallon beach there is a need to properly control and guide the proposed and ongoing developments such as the Savoy Hotel so that the reputation and aesthetics of this area is maintained. •This proposal aims at improving and bettering the Beau Vallon foreshore developments and promote the leisure activities which are traditionally held there such as REGATTA,BAZAR LABRIN and the SUBIOS festival.

PROPOSED BEACH PROMENADE
The proposed beach promenade will extend from the Savoy hotel up the La Plage Restaurant and it will be restricted to pedestrian flow. Only during emergency cases will vehicular access be permitted. Two major public parking spaces will be available at both ends of the promenade to accommodate the vehicles of the general public who wishes to access the beach.

The existing site where the promenade is being proposed is poorly being maintained. The existing road is not properly paved, no adequate public amenities such as bins and benches and lights. The sand dune along the seaward side of the existing road is undergoing constant erosion due to the number of vehicles which are being parked on the sand dunes daily.

The proposed redevelopment of the Beau Vallon beach front opposite the Savoy Hotel will be the starting point in converting and upgrading the Beau Vallon beach promenade up to La Plage Restaurant . The promenade will be used for pedestrian access only. Timber decking will be placed at intervals from the promenade to provide access to the beach and limiting public access to the sand dunes. The sand dune areas will be rehabilitated with the appropriate coastal vegetation as recommended by the Landscaping and Waste Management Agency.

The proposed promenade will have a width of 6m of which 1.5m on both sides will be of concrete which will facilitate the circulation of bicycles and skateboards. The central lane will have a width of 3m and will be of paving bricks and this lane will be mostly used by pedestrians.

Such will limit the publics access to the sand dunes which are being eroded at a fast rate. Coastal Beach front is to be comprised of vegetation such as Pandanus, Vouloutier, Bois Blanc, Bois de rose, Bois Cassant Bord Mer, Cuban Royal, Bois chapelet, Cocos nucifera ( native species).

Solar Street lights are suggested along pathways and in other key areas.
Benches & picnic tables will be placed all along coastal area, opposite kiosk, Children’s play ground and the court field areas. .

•Landscaping will be simplistic but also introduce flowering plants for eye pleasing value for tourists and members of the public visiting the park. •Large eroded areas need to be backfilled and re-leveled to same level of adjacent proposed walkways. •It proposed that an effective drainage system is applied on the contours of the walkways and parking areas. •We propose Terracotta coloured concrete walkways (using stamping techniques) instead of bricks, this is to avoid weed growth in-between the bricks. •Since the Park already has a vast amount of Established trees, different species of palm trees will be used to amplify the Landscape.

•Bamboo Hedge to block access from parking to walkway. •Other species to be used to beautify the areas - Bougainvilleas, Ixora, Bottle Palm, Plumeria, Pritchardia pacifica, Bamboo species, Cocos rouge, Cordia, Allamanda, Thunbergia.

The existing car park close to La Plage restaurant will be maintained and properly resurfaced and an additional parking space will be provided where the existing basketball court is located. In total the proposed parking will accommodate approximately 110 vehicles. Two beach volleyball courts are being proposed and a public toilet close to the vicinity of the car park. A water feature is being proposed at the main entrance so as to give the park a welcoming feel.

Extra parking space will be provided for vehicles within the green space of the park so as to cater for larger number of vehicles during major activities to be held in the park such as the REGATTA. Thus the general public will have a lesser need to park along the main road.

A beach volleyball, petanque and two multi purpose courts are bein proposed. The multipurpose courts will comprise of basketball and voleybal.

The proposed kiosks will be located along the proposed walkways and they will be made of timber. The proposed Regatta stage will be located in a central location over a proposed water feature and made accessible by two bridges at both ends. The proposed water feature will run across the park where bridges will be placed at intervals where the proposed stream crosses the walkways.

The proposed children's corner will be located on the fringe of the proposed fun park adjacent to the Savoy Hotel. Such will comprise of a small pool (water jets) for kids and a play ground. A proposed public toilet is also being proposed in the area on the landward side. A green buffer is being proposed between the proposed fun park and the Hotel so as to mitigate the propagation of noise and also act as a physical barrier to prevent direct visual from the park.

A catchment area will be build alongside the river to accumulate sufficient water which will run through the park. Such may require mechanical controls as suggested by consultants from the Ministry of Environment. The proposed diversion of the river may also help to reduce the level of flooding in the area during the rainy season.

The proposed police station and the fire brigade headquarters will be located on the landward side of the proposed fun park adjacent to the river and will comprise of two separate buildings. A main entrance will be provided from the main road to serve both places. The proposed station should be raised to at least 1m above the height of the river bank as this area is prone to flooding. Thus emergency vehicles will be on the ground floor and the upper floors will accommodate offices and other facilities.

A proposed timber decking is being proposed along the main road and over the marsh close to the Baobab Pizzeria so as to facilitate the movement of pedestrians along that stretch of road. The proposed decking will extend at full length up to beach front of Mike Bambouche Shop.
