Background

TheintegrationofUniversalHealthCoverage(UHC)intheSustainableDevelopmentGoals(SDGs)providesanopportunitytopromoteacomprehensiveandcoherentapproachtohealth,focusingonhowthehealthsystemdeliversintegrated,people-centredhealthservicesandensuresfinancialriskprotection.TheUHCfocusalignswiththeuniversalismoftheSDGsandtheirgoalsandtargetswhicharerelevantacrossallcountries.

ThetransformationofIHP+intotheInternationalHealthPartnershipforUHC2030(UHC2030inshort)respondstotheglobaldemandandopportunitiesforbettercoordinationofeffortstostrengthenhealthsystemsasameanstoaccelerateprogresstowardsUHC,improveglobalhealthsecurityandachievetheSDGs.UHC2030reflectstheimportanceofmulti-stakeholdercollaborationonhealthsystemsstrengtheningtomakeprogresstowardsUHC,offeringaconveningplatformforabroadrangeofpartners.UHC2030acknowledgesthepoliticalnatureofUHCreformsandtheneedtofocusonwhobenefitsandwhoisleftbehindonpathwaystoachieveUHC.UHC2030alsocarriesforwardstheunfinishedmandateoftheIHP+toimprovedevelopmentcooperationinhealth.

TheestablishmentofUHC2030iswellunderway.Tomarkthelaunchofthetransformation,theIHP+organizedamulti-stakeholderconsultationon22-23JuneinGenevatogetabroaderrangeofviewsonhowtooperationalizetheobjectivesofUHC2030.TheWHODirectorGeneralannouncedtheestablishmentofUHC2030duringasideeventinthemarginsoftheUNGAhostedattheRockefellerFoundationon22September.On12December,atransitionalSteeringCommitteeforUHC2030willmeettodecideonthegovernancearrangementsand2017workplanforthePartnership.

Aspartofthistransformation,UHC2030ishostingameetingon12-13December,tofosterproductiveexchangebetweenthevarioushealthsystemspartnershipsandactors/agencies,buildawarenessofUHC2030andexplorehowthePartnershipcanimprovecollaboration.ThismeetingprimarilyfocusesonthefirsttwoobjectivesofUHC2030,onhealthsystemscoordinationatglobalandcountrylevels,engagingarangeofstakeholderswithparticularinclusionofhealthsystemrelatedpartnerships,networksandalliances.Itisenvisagedthatinthefuture,UHC2030couldconveneanannualmeeting,engagingthefullrangeofUHC2030stakeholders,particularlycountries,toprovideaforumformutualaccountability.

Objectivesofthemeeting

• TopresentUHC2030astheconveningglobalhealthsystemscoordinationplatform,providingspaceforexchangeandexploremutuallysupportiveactionsamongstvarioushealthsystemsnetworksandcollaborativeinitiatives.

• Topromoteasharedvisionforhealthsystemstrengthening.• ToidentifyhoweachparticipatingnetworkorinitiativecancontributetotheUHC2030agenda

andupdatetheirworkaccordingly.• ToexplorehowUHC2030canfacilitatebettercollaborationandcoordinationacrossthedifferent

partnerships,networksandinitiatives.• TocelebrateUHCDayon12December.

AgendadescriptionInordertoliveuptotheexpectationsembeddedintheSDGs,andtoovercomepersistentbarriersontheroadtoUHC,creativecollaborationamongvariouspartnerships,networksandinitiatives(referredtoasrelatedinitiatives)thataimtostrengthenhealthsystemsishighlywarranted.Inthistwo-dayeventwewilltrytomobilizesomeoftheconstructiveenergywhichexistsinvariousinitiativesandexplorehowtogetherwecanmakegenuineprogressontheroadtowardsUHC.Besidesgivingroomfordifferentinitiatives’ownmeetingsduringDay1toreflectonhowtheycanengageinUHC2030,wewillfacilitatedialogueandinteractivedynamicsthroughoutthetwodaysofthemeeting.

Day1willstartwithashortopeningsessiontoexplaintheobjectivesofthemeetingandclarifyexpectationsoftheparticipantsrepresentingarangeofpartnersengagedinthedifferenthealthsystemspartnerships.Participantswillthenattendpartnerships’specificmeetingsrunninginparallelaimingtoidentifyhowtobuildbridgesbeforereconveninginajointinteractivesessionthatwillprovideanopportunitytogetabetterunderstandingofwhodoeswhat.IntheeveningofDay1,therewillbeapubliceventtocelebrateUHCdayfollowedbyareception.

Day2willbringallparticipantstogetherandfocusonhowtoworktogetherinstrengtheninghealthsystems.ItwillstartwithSession1tosetthescene,focusingoncountryperspectives.Session2willprovidetheopportunitytoreflectonthevalueaddedofhavingasharedvisionforhealthsystemsstrengtheningandhowglobalinitiativescanberelevantforcountriesintakingforwardtheirownagenda.Groupworkwillenableparticipantstoexplorepriorityareasandpracticalwaysofenhancingcollaboration.AclosingministerialsessionwillprovidegivetheopportunitytogetpoliticalbackingforcollaborationenvisagedwithinUHC2030.

ThetransitionalUHC2030SteeringCommittee(includingcurrentmembersandsomerepresentativesofpartnerspotentiallyinterestedtojoin)willmeeton12Decembertoapprove:governancearrangementsandaworkplanfor2017reflectingtheexpandedmandate.Theworkplanfor2017providesflexibilityforareasofworktobetakenforwardinacollaborativewayasspecificdeliverablesstillneedtobedefined,withopportunitiesfordifferentinitiativestocontribute.
