Background The new Club Leadership Development Programme will give the principal officers in
GAA Clubs an opportunity to acquire the necessary knowledge and skills to fulfil their
roles in a confident and competent manner.
The programme builds on the comprehensive work previously done and progress
made through programmes as the ‘Comhairle Programme’ and will support the
delivery of the GAA’s Learning Programme for coaches, administrators, referees and
players.
Continuous support for Club and County Officers is a strategic priority for the GAA and
in his annual report to Congress in 2015, Ard-Stiúrthóir CLG, Páraic Duffy highlighted
that a key challenge facing the Association is the recruitment and training of officers
at club level. Upon election as Uachtarán CLG in April 2015, Aogán Ó Fearghail
appointed the current National Officer Development Committee (NODC) which is
comprised of individuals with experience in Club and County Officer roles and people
with expertise in developing and delivering leadership development programmes.
The members of the committee are as follows:

At the outset, the committee completed a training needs analysis with officers and
subsequently devised a three year strategic plan to set out a vision, together with the
related strategic objectives outlined in the GAA’s Strategic Plan 2015-17, for all
activities of the NODC over the course of the next three years.
The development of the Club Leadership Development Programme and Leadership
Associate Team are the most significant elements of the initial phase of the
committee’s strategy. It is envisioned that these undertakings will have a meaningful
impact on the Association in the spring of 2016 as they will not only transfer knowledge
but develop leadership, management and communication skills among our club
administrators.
It must be remembered that a core value of the GAA is teamwork and that effective
teamwork on and off the field is the cornerstone of our Association. Delivery of the
programmes detailed in this brochure by our Leadership Associate Team represents
the start of a long-term plan to improve support for our volunteer leaders and
leadership teams.

Programmes Available In 2016, Club officers in 16 Counties will have the opportunity to attend a series of new
and exciting modules to acquire the knowledge, skills and competences necessary
to fulfil their roles. An outline of each module is listed below.

Optional Modules The training needs analysis with officers identified many areas where officers require
assistance. While the National Officer Development Committee does not have the
capacity to address all areas, it is intended that the modules listed below will be run
on a first come, first served basis in county or provincial venues.
Insurance and the Injury Benefit Fund
This module will aim to help Club officers understand how the GAA’s property and
liability insurance schemes work. It will also cover the Association’s injury benefit
fund.
Capital Projects and Club Property
This module will be of assistance to Clubs that require assistance with the development
of capital projects and the arrangements to be made for the vesting of property and
the appointment of Trustees.
Disciplinary Procedures
This module will aim to impart knowledge to officers on disciplinary procedures and
player transfers.
Office 365 & the GAA Management System
The IT & Communications (ITC) Committee has overall responsibility for training in
relation to Office 365 and the GAA Management System which is used for member
registrations, online transfers, communication, club and team affiliations and injury
fund subscription amongst other activities. If required, the Officer Development
Committee will assist the ITC Committee to develop a training structure.
Online Learning Research has indicated that the time required is a primary reason why people do not
volunteer in Gaelic games. The advent of online learning, however, has shown that
whether members are in Ballyhaunis, Barcelona or Buenos Aries, they can access
online learning designed to meet their needs.
Through the GAA’s Learning and Development Portal, members will have an
opportunity to develop their skills, take online learning courses and achieve
certification for their learning. By the end of March 2016, Online Leadership
Development Programmes will be available for:

Programme Delivery
Leadership Associate Programme The Club Leadership Development Programme will be delivered by a team of 50
nationwide Leadership Associates. A Leadership Associate is an experienced GAA
official who has a deep commitment to the mission, vision and values of the
Association. An Associate will:
Facilitate face-to-face leadership development programmes for GAA Club
Officers
Advise on the content and structure of programmes
Advocate the officer development activities and programmes of the GAA
Present for relevant and appropriate professional preparation training
Offer services on a voluntary basis for a minimum of six events per year
All Associates will be provided with a comprehensive three-day training programme
in advance of delivering the workshops. The training programme will focus on
developing presentation and facilitation skills, and also on transferring knowledge
regarding the key content areas that are covered in the modules.
Our Leadership Associates will play a central role in providing much needed support
for our volunteers throughout this island and beyond.
