NEPAD and NPCA
NEPAD stands for New Partnership for African Development
It has been adopted by the Heads of States and Governments
in 2001,Lusaka ,Zambia
In February 2010, NEPAD has been integrated into the
structures and processes of the AU. This included the
establishment of the NEPAD Planning and Coordinating Agency
(NPCA) as an implementing body of the AU to replace the
NEPAD Secretariat
What is Bioenergy?
According to IEA ,
Bioenergy is energy derived from the
conversion of biomass which includes any
decomposing matter drawn from plants or
animals that is available on a renewable basis,
such as wood, agricultural crops, municipal
organic wastes and manure.
It may be used directly as fuel (Cogeneration),
or processed into liquids (ethanol and biodiesel )
and gases.(methane)

Energy Overview in West Africa Demand far exceeds supply Access to modern energy sources is very low (20% on average) Power shortage costs national economy 1-2% of gross per year Demand is growing at 5-10 % by 2030 , demand will increase by five folds
80% of total energy consumption comes from
biomass
Close to 90% of the West African Population
relay on traditional biomass (firewood ,charcoal)
in meeting their energy needs . The majority are
in rural areas
Transport relays heavily on imported fossil fuel.
For certain countries ,oil bill represents more
than 50% of their export earning

In infancy stage ,in general, but undergoing

Demand for biofuel is driven by import
substitution of fossil fuel ,blending of
gasoline by ethanol , and the need for
diversification of energy resources (energy
security)
Bio-energy Policy and Regulations in West
Africa
At varied degrees of development
among ECOWAS Countries
Ghana developed bioenergy policy
Senegal is working with Brazil, the
United States, and UNEP to assess
the country’s bioenergy potential
Mali established its National Biofuels Development
Agency (ANADEB)
Sierra Leone is collaborating with the UN FAO and
has established governmental working groups that
are developing national policies
ECREEE and UEMOA with assistance from
partners are working to assist national
government to develop policies for sustainable
bioenergy
Examples of Bioenergy potential in west Africa
The region is the largest producer and
exporter of cacao and coffee in the world
(Ivory Cost and Ghana)
But the majority of the husks are disposed
and not utilized
Each ton of Cacoa produces about 6 tons of husk!
Nigeria is the world leading producer of
cassava (peels good source bioenergy)
The large scale production of cotton,
groundnuts, sorghum in the Sahel
enables the use of the residues for energy
generation
Rice straw and aquatic plants(typha)
Senegal, Niger, Gambia, Volta
Residues from Shea butter Processing
(Burkina Faso, Togo, Mali)----and so on
