NATIONAL DISASTER MANAGEMENT AUTHORITY (NDMA)
The prime Minister of India is the Chairman of National Disaster Management Authority, HQ New Delhi.
NDMA, as the apex body, is mandated to lay down the policies, plans and guidelines for Disaster Management to ensure timely and effective response to disasters.
FUNCTION AND RESPOSIBILITY OF NDMA
Lay down policies on disaster management ;Approve the National Plan;Approve plans prepared by the Ministries or
Departments of the Government of India in accordance with the National Plan;
Lay down guidelines to be followed by the State Authorities in drawing up the State Plan;
Lay down guidelines to be followed by the different Ministries or Departments of the Government of India for the Purpose of integrating the measures for prevention of disaster or the mitigation of its effects in their development plans and projects;
FUNCTION AND RESPONSIBILITY OF NDMA
Coordinate the enforcement and implementation of the policy and plans for disaster management;
Recommend provision of funds for the purpose of mitigation;
Provide such support to other countries affected by major disasters as may be determined by the Central Government;
Take such other measures for the prevention of disaster, or the mitigation, or preparedness and capacity building for dealing with threatening disaster situations or disasters as it may consider necessary;
Lay down broad policies and guidelines for the functioning of the National Institute of Disaster Management.
NATIONAL DISASTER RESPONSE FORCE (NDRF)
The DM Act 2005, has made the statutory provisions for constitution of National Disaster Response Force (NDRF) for the purpose of specialized response to natural and man-made disasters. Presently NDRF is constituted with 12 Bns (03 Bn each from BSF & CRPF and 02 Bn each from ITBP,SSB and CISF). Each NDRF Bn consists of 1149 personnel including 18 teams and each team consist 45 personnel of well trained rescuers, Doctors, paramedics, communication, engineers ele/civ, dog squad and deep divers.

RAISED ON 26/07/2012 as 58th BN SSB IN GIRJAPURI UNDER FTR LUCKNOW, SSB.
SSB DEPLOYMENT- GIRJAPURI (UTTAR PRADESH).
ON 01/07/2015 58TH BN OF SSB APPROVED FOR INDUCTION INTO NATIONAL DISASTER RESPONSE FORCE (NDRF) AS 11TH BN AT VARANASI (UTTAR PRADESH).

The area of responsibility of 11th NDRF 1. UTTAR PRADESH 2. MADHYA PRADESH

As the area of responsibility of 11th NDRF is UP & MP
there are some places in both states where a well equipped full strength team is deployed for prompt response in different places of these states.

ROLE AND TASK OF NDRF
NDRF is a highly specialized force and it plays varied roles during different times. Some of its major roles and task include the following
During disaster:- specialized response Impending Disaster:- Proactive deployement during impending disaster
situations Non-disaster period:- Acquire new skills and upgrade existing ones through
continuous training. To impart basic and operational level training of State
Disaster Response Forces (police, Civil Defence and Home Guard)
Assist in community training and preparedness Liaison, reconnaissance, rehearsals and mock drills.
RAILWAY DISASTER
“Railway Disaster is a serious train accident or an untoward event of grave nature, either on railway premises or arising out of railway activity, due to natural or man-made causes, that may lead to loss of many lives and/or grievous injuries to a large number of people, and/or severe disruption of traffic etc, necessitating large scale help from other Government/Non-government and Private Organizations.”

1. The Indian Railways is the world's largest railway system under a single management; with about 63,000-km route network that operates over 11,000 trains every day. There have been many railway accidents which could be considered as disasters.

2. Therefore, it is not possible to locate rescue & relief equipment and manpower at each and every station. Presently, there are 174 Accident Relief Medical Vans (ARMVs), and 185 Accident Relief Trains (A Class, B class & self propelled ARTs) stationed at strategic locations over BG & MG network in the Indian Railway system. Each ARMV has to service on an average an area covering a radial distance of over 150 kms. The set norms are, that the ARMV must leave within 20 minutes of receiving information of an accident.

3. Therefore, in a remotely located accident, the relief train may take anything between one to four hours to reach the accident site, considering time taken to cover the distance and organising men and material. Further, in major accident involving heavy casualties, one or two ARMVs may not be able to cope up with the pressure of immediate relief.

DECISION OF DEPLOYMENT
SAR team(s) of NDRF shall be mobilized:On the request of the affected States/UT
Govts, or On directions of Central Govt Authorities
(PMO, NEC, NDMA) On the request of DRM and CSO of
railways.
PROCEDURE OF REQUISITION OF NDRF TEAM
The State Govt. is required to make a telephonic request to Control Room, HQ NDRF for sending SAR Team(s) for disaster response followed by a written requisition through fax/email/dak on the prescribed Performa duly filled up in all respects to the HQ, NDRF-New Delhi.
Under exigencies, on getting the direct request from the State Authority, Commandant of the local BN after due appreciation of the situation shall mobilize his SAR Team(s) for the Rail accident disaster response without wastage of time and simultaneously seek formal approval from the HQ, NDRF-New Delhi.
PROCEDURE OF REQUISITION OF NDRF TEAM
In case, the Govt. of the disaster affected State/UT makes a direct requisition to the Central authorities (PMO, NEC, NDMA), the SAR Team(s) of NDRF will be mobilized by the DG, NDRF as per the directions of Central authorities.
Following authorities of the State Govts./UTs can place requisitions for the Team (s) of the NDRF during disaster:
RESCUE PROCEDURES
Triage/stabilization of victim according to priorities of trapped/surface victims
Extrication of victims.Ensure no further operation required.Demobilization.
CUTTING & PENETRATING
For AC coaches: -i. Use emergency windows.ii. Breaking glass -
a. Use centre punch tool.b. Remove rubber casing & pullout the window
glass.iii. Door approach -
a. Cut the supporting bars of door from top & bottom.
b. Ensure no passengers are trapped behind door.iv. If possible, approach through coaches
interconnecting doors which is easy to break
CUTTING & PENETRATING
For sleeper & general coaches: -i. Locate & enter through emergency window.ii. Window approach -
a. Locate window in which both metal & glass lid are open.
b. Cut the window bars form centre & spread out the bars.
iii. Door approach -a. Cut the supporting bars of door from top &
bottom.b. Ensure that no passengers are trapped
behind the door.
CUTTING & PENETRATING
For sleeper & general coaches: -iv. In case of general coaches when doors & window approach are difficult approach through the rear or front interlacing wall side (wall thickness is 2-3 mm).
KEY POINTS TO BE KEPT IN MIND
Past railway disaster have revealed that a lot many cases of theft & looting is done by local peoples, hence it is advised to ensure that GRP/RPF/local police is present at the incident site before operation is commenced by NDRF so that the onus of looting & theft does not fall on NDRF pers.
Where as NDRF is trained to operate various CSSR ops it is to be noted that railway disaster response requires lots of cutting and breaching equipments, hence while responding all available cutting , breaching equipments should be carried as well as blades & saws should be catered for with sufficient nos.
