PREAMBLE
1. Pondicherry Engineering College is an institution promoted and fully
funded by the Government of Pondicherry and it was started in the academic
year 1985-86 under the seventh plan. It is an autonomous institution for the
purposes of Administration, Development, Staff Recruitment and Procurement
of Equipment. It is administered by Board of Governors with the Chief Secretary
to the Government of Pondicherry as its Chairman.
Initially, the college offered only Under Graduate programmes (B.Tech.)
in four branches viz., Civil Engineering, Mechanical Engineering, Electronics and
Communication Engineering and Computer Science and Engineering, with a
intake of 30 in each branch. The college, at the time of starting was affiliated
to the University of Madras. From the second batch of students onwards, all the
programmes have been affiliated to the Pondicherry University. Over the years,
the college has grown from strength to strength, and now the college offers
B.Tech programme in eight branches of Engineering (Civil Engineering,
Mechanical Engineering, Electronics and Communication Engineering,
Computer Science and Engineering, Electrical and Electronics Engineering,
Electronics and Instrumentation Engineering, Chemical Engineering and
Information Technology) with an overall intake of 450 students. The college also
offers eight Post Graduate programmes (M.Tech) viz., Structural Engineering
,Energy Technology and Electronics and Communication Engineering with an
intake of 17 students each, M.Tech in Distributed Computing Systems, M.Tech in
Electrical Drives and Controls with an intake of 25 each, M.Tech in
Environmental Engineering with an intake of 18, M.Tech Wireless
Communication, Information Security, Information Technology, Instrumentation

Engineering and Product Design and Manufacturing with an intake of 18
students in each, MCA with 30 students and M.Sc (Material Science and
Technology) with 10 students.
Pondicherry Engineering College is the only college affiliated to
Pondicherry University that offers Post Graduate Programmes in Engineering
that are run under Choice Based Credit System (CBCS). For these programmes
the college itself frames the curriculum / syllabi, conducts examination,
arranges for evaluation, and then sends recommendations to the University for
the award of degrees. This has given rich experience to the college in the
complete planning, management and development of academic
programmes.
Admission to the Under Graduate programmes is done through an
Entrance Test conducted by Centralized Admission Committee (CENTAC)
constituted by the Government of Pondicherry. The students to these
programmes are selected based on their performance in both the qualifying
Higher Secondary Examination and the Joint Entrance Test conducted by the
CENTAC.
The office of the CENTAC is also located in the college premises and the
college staff is involved in the organization and conduct of the Entrance Test
and admission of students to the Under Graduate Programme.
For the M.Tech., programme, the admission is based on either the GATE
score or the Entrance Test conducted by the college separately for each
branch. Admission to MCA and MSc (Material Science and Technology)
programmes are also regulated through entrance tests. Majority of the initially

started Engineering and Science departments in the college have been
recognized by the Pondicherry University for offering M.Phil and Ph.D
programmes.
The college, which is located in 220 acres of land, has a built up area of
around 64837 sq.m. Each department has its own building with all
infrastructural facilities. The college library building is a very spacious one with
congenial atmosphere for students to read and refer to materials for higher
academic excellence. The administrative block is an imposing building with all
amenities. All the entire departments have fully equipped laboratories. The
college has 146 highly qualified and experienced faculty members and 53 of
them are Ph.D degree holders from reputed institutions. Well qualified and
trained Workshop Superintendent, Foremen, Programmers, Instructors,
Mechanics and Laboratory Attenders man the laboratories, Central Workshop
and Computer Centre. There are 86 technical supporting staff and 236 non-
teaching staff working in various departments and sections.
The curriculum and syllabi of all the programmes are revised at regular
intervals to keep pace with the latest developments in the respective areas of
specialization and they are vetted by the practicing professionals from reputed
industries in and around Pondicherry.

From its inception Pondicherry Engineering College has remained the first
choice of meritorious students from the Union Territory of Pondicherry and
neighbouring states of Tamil Nadu, Andhra Pradesh and Kerala. Students from
some of the foreign countries also prefer this college. Because of the excellent
training imparted to them, they excel in their curricular and co-curricular
activities.

INTERACTION WITH OTHER AGENCIES
5. The college maintains a fruitful interaction with industries and the banking
sectors. As a result of that, Indian Bank, Canara Bank, Syndicate and Indian
Overseas Bank have sponsored annual endowment lectures given by experts in
different fields of Engineering. The departments concerned organize these
endowment lectures. VSNL has sponsored an annual Panel Discussion
Programme in the area of telecommunication.

TRAINING AND PLACEMENT
6. In the academic year 2016-2017, 440 PG & UG students were registered
for placement. Among the registered, 233 students of various branches were
placed in the leading companies such as TCS, TCS (Digital), Sapient, Renault
Nisan, MRF, L&T (Infotech), Tech Manhindra, Mbit, Sony, HCL, etc.
Training Programs
Training and Placement Cell conducted two Zero credit course (General
Communication and General Aptitude) for pre-final year PG & UG
students. 80 students from PG and 396 students from UG have
participated in the course. Test has been conducted to the PG & UG
students and results have been published.

COLLEGE AREA
7. The college has spared around 21 acres of its land to locate the
Information Technology Park, Pondy Technopolis, which is promoted by the
Pondicherry Industrial Promotion, Development and Investment Corporation
(PIPDIC), in the college campus. This Information Technology Park provides
ample opportunities to the students to get first hand knowledge on the latest
tools, the market trend and scope and will also provide internet connectivity to
the college.
The academic committee of the college has approved creation of
Centres of Excellence in the following areas and they would be established in
due course. Centre of Excellence in Disaster Management in the Department
of Civil Engineering. Centre of Excellence in Non-conventional Energy
Centre of Excellence in Information Technology.

12. AIM
The primary goal of the Institution is to develop a strong integrated
curriculum leading to under-graduate and post-graduate degrees in various
branches of engineering and to turn out well trained and dedicated young
Engineering Citizens.
13. FACILITIES
Ever since its inception, the College has registered speedy progress
and it now offers eight undergraduate and twelve post-graduate courses,
apart from M.Pill and Ph.D, PROGRAMMES. The post-graduate programmes
are under the choice based credit system. The college is approved by all India
Council for Technical Education (AICTE), New Delhi and affiliated to
Pondicherry University. The National Board of Accreditation (NBA) of AICTE has
accredited 8 under graduate courses. The various departments has a team of
highly qualified, dedicated and motivated faculty and well equipped
laboratories with facilities for advanced study and research. A central modern
library with over 45000 books, 300 Journals and 30 periodicals is available for
the use of staff and students, Pondicherry Engineering College is one of the few

Engineering colleges in the country to which (Indian National Digital Library for
Science and Technology) INDEST facility has been extended by MHRD. A
centralized workshop with state-of-the –art machinery is also available. The first
batch of under – graduate students in various branches left the portals of this
institution in June 1989.
The college campus is situated at Pillaichavady about 12 kms from
Puducherry Town. It is 150 kms south of Chennai on the shores of the Bay of
Bengal. The scenically beautiful campus forms an excellent setting for the
pursuit of learning. The campus also boasts of a heterogeneous. Pan-India
character, with students infrastructure from various regions of the country.
INFRASTRUCTURE
14. The campus, spread over an area of 210, provides excellent residential
facilities for students and staff. A total of about 550 students are
accommodated in two gents hostels of UG students, one gents hostel for PG
students and one ladies hostel. There are 55 staff quarters for faculty members
and 41 staff quarters for the supporting staff in the campus with all the
necessary infrastructural facilities required for a comfortable living. Besides
these, a well furnished guest houses is available for the accommodation of
college guest and parents of hostel students. The college provides transport
facilities for day scholars and staff residing in the town by plying 2 college
owned buses and 10 chartered private buses. A well equipped dispensary,
with a Resident Medical Officer and two staff nurses, is available to look after
the medical needs of the staff and students.

A Canara Bank branch is functioning in the Administrative Block of the
college provides banking service on the campus. The Canara Bank ATM facility
is also available. The campus also housed a canteen, shopping complex & Co-
operative stores to cater to the general requirement of the students, hostellers
and residents of the college.
Sports
SPORTS AND EXTRA CURRICULAR ACTIVITES
15. The campus provides an excellent sports and recreational faculties for
the residents in the from of play fields, gym centers and an open air theatre.
The college has an air conditioned auditorium complex which has main hall
with a seating capacity of 702 and a seminar hall which can seat 120 persons.
The complex with an aesthetic design has all necessary infrastructure and
facilities required to hold international seminars and conference. The College
provides the students with ample opportunities for their all round personality
development by organizing national level sports meet “ PECOJEUX” and
cultural meet “PECOFES”. To secure placement for the students passing out of
this college, a Training and Placement Cell headed by a Professor is involved
in conducting campus interviews by reputed industrial establishment. This cell
also arranges industrial training for students during summer vacation. A
Counseling and Career Guidance Centre (CCGC)is functioning in the college
to provide career guidance as well as personal counseling to students.

FINANCIAL AID AND PRIZES
16. Financial aid in the form of scholarships, stipends, loans and grants are
given to deserving students. Meritorious students are awarded prizes and
Medals every year during the College Day. The scholarship and awards are
usually awarded on the basic of academic and extra-curricular achievements
,financial need and status.
STUDENT’S WELFARE FUNDS
17. The College operates a Student’s Welfare Fund with contributions form
the college and the students. The Fund shall be utilized for giving financial aid
to poor and meritorious students. In case of emergency, when medical or other
aid becomes necessary, the students shall be helped from this funds.
ANTI RAGGING SQUAD
18. Anti Ragging Squad in Pondicherry Engineering College (PEC), totally
prohibits ragging in any form, in any place of time. Ragging is a cognizable
offence that will attract severe punishment including summary expulsion from
the college/ Institution/ University.
Ragging is a cognizable offence under the law and hence is banned in
all its forms in the campus. Violation will invite disciplinary action under Campus
Rules and Code of Conduct for students and appropriate Act/ Regulations/
Orders of Pondicherry University/UGC/AICTE and Supreme Court of India.

IMPLEMENTATION OF AUTONOMOUS PROCESS
20. The Governing Body approved the implementation of autonomous status
from the academic year 2014-15.
02. Pondicherry Engineering College had applied for Autonomous status to
the University Grants Commission (UGC) through Pondicherry University during
February 2012 after getting approval from the Government of UT of
Puducherry (G.O.Ms.No.9 dated 09.02.2012.
03. The UGC had appointed an Expert Committee vide D.O.No.F.2-34/2013
(AC) dated 23.10.2013. The UGC vide F.No.3-1/2014 AC (UGC-SERO/US) dated
March 2014 informed the visit of the Expert Committee for conferment of Fresh
Autonomous Status to PEC .
04. The Expert Committee visited PEC from 17th April 2014 to 18th April 2014.
Based on the recommendations of the Expert Committee the UGC has
granted fresh autonomous status to Pondicherry Engineering College under
the UGC autonomous colleges scheme for a period of six years w.e.f. the
academic year 2014-2015 to 2019-2020.
05. A letter no.F.22-1/2014(AC) dated 19.06.2014 was received from Dr.Manju
Singh, Joint Secretary, UGC, New Delhi conferring Fresh Autonomous Status to
Pondicherry Engineering College.
06. The UGC has requested Pondicherry University to issue necessary orders
to PEC for grant of autonomous status for a period of six year from the
academic year 2014-15. In this regard, Pondicherry University has granted
autonomous status to PEC for a – period of six years from 2014-15 to 2019-2020
07. Recently the MHRD and UGC have in principle approved to promote the
college to a Technical University.

TECHNICAL EDUCATION QUALITY IMPROVEMENT PROGRAME (TEQIP-II)
22. As an outcome of the initiatives taken up by the Government of
Puducherry, MHRD, Government of India has selected Pondicherry Engineering
College for the implementation of TEQIP – II Project. In continuation of this
selection, a grant-in aid of Rs.5.00 Crores (being provided by Government of
India and Government of Puducherry in the ratio 75:25) has been provided to
Pondicherry Engineering College as the first and second installment (2 Crore
and 3 Crore respectively) out of the total grant of Rs.10.00 Crores earmarked by
MHRD for the college under this project.
2. The National Project Implementation Unit (NPIU), the unit for overseeing
the implementation of the TEQIP Project under the auspices of MHRD, has
issued guidelines for spending the grant to different activities. It is noted that
procurement of goods (devices, machineries, equipment, books, and other
learning materials) besides refurbishment and repair works of class rooms,
laboratories, workshops etc. is one of the activities to be undertaken under the
project.
3. Procurement of goods and refurbishment of selected class rooms and
administrative office with 91 packages was initiated in the second phase of
procurement plan.
4. Quotations were invited in accordance with the guidelines given by
MHRD and comparison of quotations for respective items (67 successful
packages out of 91 packages initiated) was made item-wise by departments
concerned with the items to be procured. Selection of items has also been
made with due justification in conformity with specification, quality and quoted
price for respective items. It is informed that the total cost of procurement was
about Rs.3.78 Crore (rounded off).

Puducherry to participate as Mentor Institute under Sub Component 1.3
of TEQIP-III by NPIU and MHRD.

23. a. WOMEN CELL
World is changing rapidly, so are women. With changing times, a women role
has evolved and continues to evolve. Education, awareness and knowledge
have largely been responsible for it. The women’s development cell of
Pondicherry Engineering College undertakes a variety of activities to promote
Women’s empowerment and awareness. The women cell is running in our
college since 2014, It organize seminars, health check ups, and orientation of
student, teachers and non-teaching staff for their active and sustained
participation in the activities of cell.
It helps them in knowing the importance of good health and nutrition
and facilitates available for them
It moulds the potential women force in the campus to active thriving
mile stones of success.
It helps them to enhance self esteem and to attain emotional,
physical and mental freedom to withstand changing phase of their
life.

b. INCUBATOR AND ENTREPRENEURSHIP DEVELOPMENT CELL
The incubator and Entrepreneurship Development Cell of Pondicherry
Engineering College was initiated to provide a platform to assist and enable
young entrepreneurs to initiate technology startup companies for commercial
exploitation to technologies developed by them. The IEDC of Pondicherry
Engineering College also enable the budding entrepreneurs to showcase and
test their abilities to run a start up business. The cell proves a range of resources
that enables it to. Empower students, faculty and staff to pursue
entrepreneurial achievements that improve people’s lives drive the economy
and help innovation bridge the gap between inventor and venture capitalist.
Connect current students with Engineering alumni who work in the start-up
community. Provide grants for students to pursue their own ideas for companies
and products. Support, simplify and clarify student intellectual property
transfer processes for students and the broader community. Development and
maintain and entrepreneurship certificate program so that engineering
students can take courses innovation and business from experts in
entrepreneurial community.
Entrepreneurship and innovation are critical for the growth of any economy, in
an increasingly competitive world. The become even more critical for Indian
as its demographic dividend can only be realized with rapid creation of
employment and income generation opportunities. Global experience shows
that, apart from creating wealth and boosting the economy, new business also
create disproportionately more jobs than established ones.

interactive sessions to promote Entrepreneurship in the institute.

c. INTERNAL QUALITY ASSURANCE CELL
In pursuance of the UGC 12th Plan guidelines for Established & Monitoring of
the IQACs in College for performance evaluation, assessment and
accreditation and quality up-gradation of institution of higher education, the
NAAC proposes that every accredited institution establish an Internal Quality
Assurance Cell (IQAC). Since quality enhancement is a continuous process, the
IQAC will become a part of an institution’s system and work towards realizing
the goals of quality enhancement and sustenance. The prime task of the
IQAC is to develop a system for conscious, consistent and catalytic
improvement in the performance fo institution. The IQAC is meant for planning,
guiding and monitoring Quality Assurance (QA) and Quality Enhancement
(QE) activities of the college and aims to make significant and meaningful
contribution in this direction.

d. NATIONAL PROGRAMME ENHANCED LEARING
National Programme on Technology Enhanced Learning local chapter
was established in Pondicherry Engineering College on 23rd November
2015 which was another milestone in the history of Pondicherry Engineering
College. NPTEL has a largest repository of courses in Engineering, Science and
Humanities from India’s best institutes.
The National Programme on Technology Enhanced Learning (NPTEL) was
initiated by seven Indian Institutes of Technology (Bombay, Delhi, Kanpur,
Kharagpur, Roorkee, Guwahati and Madras) along with Indian Institute of
Science, Bangalore. It is a programme under the Ministry of Human Resources
Development, Govt. of India, initiated in 2003 for the creation of web and
video courses in various disciplines of engineering, basic sciences,
management and humanities. Currently more than 940 + courses are available
on the web portal http://nptel.ac.in for viewing and download at no cost.
NPTEL has initiated open online courses with certification for full semester
(40 hr- 12 week) courses and for courses offered on the model of Moocs (20 hr –
8 weeks) and (10 hr – 4 weeks) on its online courses portal
http//onlinecourses.nptel.ac.in. The enrollment to the courses is free and the
learning involves no cost while the certification exam involves an exam fee. The
objective of enabling students to obtain certificates from courses is to make

students employable in the industry or pursue a suitable higher education
programme.
Through the Single Point of Contact Coordinator (SPOC-NPTEL) and twelve
Faculty coordinators from various departments students were encouraged to
join the certification courses. Total 338 students registered for 20 hour course
and 27 students registered for 40 hour course. The Students were also guided by
NPTEL mentors in their respective departments. The 20 hr course was successfully
completed by the student which was of 8 weeks of duration and the
certification examination was taken on 27th March 2016. The 40 hr Examination
is scheduled on 24th April 2016.
e. GRIEVENCE REDRESSAL CELL
In order to comply with the AICTE Regulations for addressing students’
grievances, a “Grievance Redressal Cell” has been constituted in Pondicherry
Engineering College with the following objectives
1. To provide a support system for the students to express their grievances.
2. To initiate proactive measures to redress the grievances of the students.
3. To examine and scrutinize the complaints and representations of
aggrieved students and to take up these matters with the appropriate
authorities for redressal.
The Grievance Redressal Cell comprising of the following faculty at different
positions will enquire the nature and the extent of the grievances and suggest
the final action to be initiated at the institutional level for the redressal of the
same.Any student may approach the following Committee Members if they
have any grievance and the Committee will take up necessary action.

g. INNOVATION CLUB
Innovation club in association with the Counselling and Career Guidance
Cell organised a Workshop on “Innovation Strategy” on 20th February 2017.
Mr.Haja Mohideen, Founder of Rocheston , New york USA conducted the
workshop for third and final year B.Tech Students of PEC.
Innovation club was initiative in selecting students of PEC for the Smart
India Hackathon 2017 program where 10000 engineering college students all
over India participated and presented innovative solution for social problems in
the form of mobile/computer applications and software programmes. The
issues included geo-fencing of airports, online toll collection, smart/intelligent
traffic management, cyber attacks, real-time monitoring of teachers’
attendance and of cyber-attacks, smart drones to make airspace safer and
title recognition system for marine animals.
h. COUNSELLING AND CAREER GUIDANCE CELL
In addition to the regular Counselling activities, CCGC organized a three
day Orientation programme for the B.Tech regular first year students. A
motivational lecture was arranged for the Lateral Entry student of second year.
Sessions on ‘Coping with Adolescence’ were organized for all the first year
B.Tech students. A series of Career Guidance programmes for 2nd, 3rd and final
year B.Tech students was arranged in association with Le Banyan. Talks on
‘Higher studies and employment in the US’, ‘Preparing for Civil Services’ and
‘How to become an Entrepreneur’ were given by PEC alumni.

i. GENDER CHAMPIONS CLUB
The GCC was formed in PEC with 25 students from all the departments
and all years. The club organized a banner / poster competition to create
awareness and sensitize students on gender equality.
j. QEEE - PEC ON MHRD’S NATIONAL ACADEMIC GRID
PEC is the only college in this region to participate in Quality Enhancement in
Engineering Education (QEEE), an interactive and virtual classroom piloted by IIT
Madras since 2014. About 150 TEQIP and Non-TEQIP institutions in different parts
of the nation subscribe to the live class teaching by eminent professors of IITs.
Prof. Ashok Jhunjhunwala, the mentor of this programme has highly
commended our institution for the active participation in all the phases and
PEC has been recognized as ‘PARTNER INSTITUTE’ which is the top most ranking
given to the participating institutes.
During the Phase-VI held in the odd semester about 700 students registered for
various live classes, out of which 30% of them received Certificate of Excellence
and 60% received Certificate of Participation. This achievement is made
possible by the sincere commitment shown by the local faculty moderators of
our college.

In this Phase-VII, students belonging to CSE, ME, ECE, EIE, EEE, IT and Civil Engg.
benefitted by participating in the live classes. For the first time in QEEE
experience, the first year B.Tech. students have been inducted to attend a
course on ‘C Programming – Pointers’.
Under the aegis of the TEQIP funding, the college could facilitate provisioning of
virtual class environments with the required infrastructure in every department
of this college. Creation of such independent classroom facilities enabled the
QEEE team this year to conduct parallel sessions at a time for the students on
different topics.
Apart from participation in QEEE live classes, the students have also
participated in CII sponsored INDUSTRY BRIDGE programmes lively and
interacted with speakers from industries.
About 50 students belonging to various departments also attended Vernacular
Spoken Tutorial: Java Programming in Tamil organized by QEEE in association
with GUVI- IIT-M’s Rural Technology and Business Incubator's incubated
company.
