Policy-based Data Management SystemsInterpretation of a newly assembled collection may rely upon tacit knowledge of the team that assembled the data. When the data is shared with other institutions, say, to build a data grid, a new context will be created to implement sharing policies and provide semantic terms for local tacit knowledge. Data processing pipelines and services for data analysis may also be included with the collection. Later, the collection may be formally published in a digital library to support the semantics and formats of an entire discipline. Finally, data may be included in a reference collection for future research. As the user community broadens at each stage, the required context (semantic, control policies, administrative procedures) will become more extensive. Integrated Rule Oriented Data System (iRODS) software supports all phases of the data life cycle by managing the evolution of the policies and procedures. The iRODS data grid supports internationally distributed, massive data collections –petabytes of data and hundreds of millions of files. iRODS user organizations include the NASA Center for Climate Simulations, and the Australian Research Collaboration Service.

Dr. Moore is the Director of the Data Intensive Cyber Environments Center at the University of North Carolina at Chapel Hill, professor in the School of Information and Library Science, and Chief Scientist at the Renaissance Computing Institute. He coordinates research efforts to develop policy-based data management systems used to support data grids, digital libraries, processing pipelines and persistent archives. Moore is the principal investigator for the development of the integrated Rule Oriented Data System (iRODS).
