Consortium on Electoral Reforms (CER), as a member of the Pera at Pulitika (PAP) working group, participated in monitoring the campaign financing in the 2007 elections

This 2010, CER will again undertake monitoring of campaign expenditure particularly on the ground level

The monitoring work will focus on the campaign expenditures of four (4) presidential candidates only.

The monitoring work will concentrate on the campaign expenditures on:

Stickers

Hand-outs

Banderitas

Billboards

Caucus meetings

Press conferences

Sectoral meetings

Geographically, field monitoring will be done in ten (10) cities.

The monitoring work will cover the official duration of the campaign period only.

Thus, the CER-PAP group’s monitoring work will start on February 9, 2010 and will end on May 8, 2010.

In addition, items that will be monitored are limited to expenses that can be receipted.

Contrary to what is expected, there are not much propaganda materials posted in the streets of major cities on the opening day of the official campaign period.

However, volunteers observed that the number of propaganda materials are increasing.

Among the candidates, it is Manny Villar who has the most propaganda materials posted.

Also, local candidates are doing pre-campaigning by putting their faces and names on the campaign materials of presidential candidates.

Candidates are now making use of buses for campaign. COMELEC still has to make a rule regarding this.
