The economy is one of the three dimensions to sustainable development, the others being social and environmental. Consequently the planning system needs to perform a number of roles and these are set out in the National Planning Policy Framework (NPPF):
an economic role – contributing to building a strong,
responsive and competitive economy, by ensuring
that sufficient land of the right type is available in the
right places and at the right time to support growth
and innovation; and by identifying and coordinating
development requirements, including the provision
of infrastructure;
a social role – supporting strong, vibrant and
healthy communities, by providing the supply of
housing required to meet the needs of present and
future generations; and by creating a high quality
built environment, with accessible local services
that reflect the community’s needs and support its
health, social and cultural well-being; and
an environmental role – contributing to protecting
and enhancing our natural, built and historic
environment; and, as part of this, helping to improve
biodiversity, use natural resources prudently,
minimise waste and pollution, and mitigate and adapt
to climate change including moving to a low carbon

Economic intelligence is therefore a key input at
all stages of the planning process, e.g. promoting
sites through the development plan process and the
preparation of planning applications. Our economic
work supports site promotion and allocation and
provides evidence for planning applications and
Environmental Impact Assessments. We can also
provide expert witness capabilities for Section 78
appeals and Local Plan Examinations.

Pegasus Group have developed a housing market
intelligence service which identifies the further
housing needs of local areas. Our work analyses
the balance between housing need and housing
supply, particularly over the next five year period.
It is crucial that future housing need is met to help
deliver economic growth.
Utilising up to date national projections, market
indicators and local economic forecasts, our team
uses the reputable Chelmer model to consider
future housing needs. Our assessments then identify
whether Local Authorities have a supply of housing
land to meet their own housing needs.
Reports and Assessments that we prepare (amongst
other bespoke analysis) include the following:
Analysis of Population and Household Projections
We regularly provide analysis and bulletins on
the latest ONS population and DCLG household
projections.
Using the population projections we have done some
work looking at the breakdown for the older age
groups in the 2014 SNPP compared with the 2012
SNPP for every Local Authority in England.
Interrogation and critique of evidence prepared by
Local Planning Authorities
• Analysis of Housing and Economic Development Needs Assessments including Strategic Housing Market Assessments
We provide the opportunity to review and critique
the Strategic Housing Market Assessments (SHMAs)
prepared as part of the evidence base that underpins
the preparation of development plans.
• Analysis of Strategic Housing and Economic Land Availability Assessments
• Analysis of SHELAA and site promotion
• Analysis and critique of five year housing land supply
To boost the supply of housing the National Planning
Policy Framework requires Local Authorities to
identify a five year supply of deliverable housing land.
Our team specialise in the intricacies of five year
housing land supply.
In addition we have vast experience of providing
evidence on housing supply for planning appeals,
including expert witness, with an admirable track
record in successfully challenging the housing land
supply position of numerous Local Authorities.
• Consideration of housing mix and affordable housing needs
• Some Local Authorities require an assessment of local housing needs to demonstrate that development proposals are appropriate for the area, including in terms of mix and tenure. We have expertise in producing such assessments to demonstrate that proposals reflect local needs
• Housing Need Assessment
In line with national guidance it is imperative
that Local Plans seek to meet the full objectively
assessed needs housing in their local areas.
Pegasus Group offer a housing market intelligence
service that can assist in undertaking a full,
objective assessment of housing need for a
particular Local Authority area.
Preparation of alternative evidence on planning,
housing land supply and objectively assessed
housing need
• Chelmer Model
Identifying the full, objectively assessed need for
housing, utilising the Chelmer model, in considering
future demographic and economic needs.
Our expertise has been successful in challenging and
informing the housing requirements in Local Plans
and also in supporting cases at planning appeals.
Alternative evidence using the Chelmer model
can be prepared which uses nationally recognised
data including the most up to date population and
household projections that are considered by the
Government to be ‘the starting point’ for assessing
future housing needs.
Using the modelling facilities, the housing
implications arising from the economic/job growth
projections can be explored, which can provide
powerful evidence to identify whether housing
requirements are sufficient to provide for economic
growth.
Economic Benefits Statements
• As part of the application process, we are able to calculate the economic benefits created by housing schemes, looking at impacts such as construction jobs created; increased household expenditure; Council Tax income; and New Homes Bonus revenue
• Affordable Housing Need Assessment
As part of the full objective assessment of housing
need Local Authorities should also consider local
affordable housing needs. Pegasus Group offer a
service that considers and critiques the evidence on
affordable housing need prepared by Local Planning
Authorities in light of Government policy and
guidance.

builders: Redrow Homes, Bloor Homes, Persimmon
Homes, Taylor Wimpey, as well as regional and sub
regional local developers.
EMPLOYMENT/ COMMERCIAL
Reports and Assessments that we prepare include
the following:
1. Economic impact assessments – These can be
used to support planning applications by identifying
how many jobs a scheme will create, its contribution
to economic output (gross valued added) etc.;
highlight the impact of existing employers and
estimate visitor impacts. We can also calculate other
benefits associated with a development proposal,
including: contribution to business rates and the
skills profile of the jobs created by a scheme.
2. Labour market analysis – A detailed analysis
down to a local level for measures such as
population, employment, GVA, skills, commuting
patterns, deprivation, house prices, business start-
ups and more. This type of analysis will fit a number
of reports by providing context to an area or by
drilling down to a particular measure in as much
detail as possible.
3. Employment land demand – Calculation of
future land demand requirements in an area,
where we assess future job numbers by sector and
then identify what the land demand implications
would be. We can work with forecasting houses
here and running different growth scenarios to see
what demand could look like under a number of
circumstances.
4. Sectors – Go to any part of the country today and
certain sectors will consistently be mentioned, such
as: creative/digital; advanced manufacturing; and
financial/professional services to name a few. Our
research is able to drill down into detail and identify
where an area has a specialism in a particular sector
and how that sector has performed in the past and is
expect to perform in the future.

ASDA, Tatton Estate Management, Peel Holdings and
DB Symmetry on various economic reports to support
development proposals.
RETAIL
Pegasus Group offers a comprehensive planning
service to the retail industry from initial feasibility
studies to post determination negotiation of planning
conditions. Retail planning policy and its successful
interpretation can be complex. Targeting retail
development to existing centres and assessing
the impacts of retail development has been a long
standing policy requirement and our in-house
experts are well placed to assist here.
Retail and Leisure Impact Assessments – These
assessments are required for any proposals
above 2,500 sq m gross or a locally set floorspace
threshold. We can commission household shopping
surveys and obtain up to date expenditure data to
ensure the case associated with the economic need
for the development is maximised and the impacts
are limited.

Expenditure Growth Assessments in Internet
Spending – Coupled with Employment Land
Assessments, these assessments have been used
to demonstrate the growing demand for logistics
floorspace by virtue of the growth of online
spending and the rising demand for next-day/
same day deliveries. They can be tailored to specific
geographical areas including a borough, sub-region
or a drive time area around a specific site location.
In addition to this, we are able to undertake
town centre health checks and sequential site
assessments for clients.
