Teams can mutually agree to before the date the match is scheduled for at a location other than Rockford

If a team advances to group play of either State Cup or Presidents Cup there are scheduled at least 3 matches:
1 home team host games scheduled by May 6 and PLAYED NO LATER THAN MAY 12
2 games scheduled in Rockford. Again, for games scheduled in Rockford, teams can mutually agree to play prior to the scheduled date and time. All game change requests MUST BE RECEIVED NO Later than May 6.
Times are only listed in GotSoccer and now show either: Rockford: 12pm or Earlier Rockford: 12pm or Later
Because of the amount of games moved to different locations we will not be finalizing game times until May 8 once all game change requests are received.

Each team that advances to group play will have one game designated as a HOME TEAM HOST MATCH. The team listed first on the bracket is the home team and should host unless:
The teams agree to play at another location
The game requires significant travel and should be played at a midpoint. Illinois Youth Soccer has marked which games should be played at a midpoint location on the bracket Teams are responsible for any rental fees for midpoint matches

Fees & Refunds Based on feedback from teams Illinois Youth Soccer has changed its fee structure for the Cups. Now all teams pay a one-time fee of $925 that covers ALL costs for the event. Teams NO LONGER pay ref fees at the field or field rental fees or parking in Rockford. • Teams that do not advance to State Cup, Presidents Cup or Illinois Cup Gold group play
will received a refund of $550 • Teams that are only playing 2 group play games will receive a refund of $130 • Teams that submit game change requests by MAY 6 for group play games scheduled
for May 18-19 that are approved will be refunded $50 per game

Referees
Teams are allowed to use any age eligible player from within their club that is registered with an Illinois Youth Soccer competitive league for tournament
play. Those leagues are: YSSL, IWSL, CIYSL, SLYSA or ILLOWA.
All players must have a US Youth Soccer/ IYSA Competitive league pass from and rostered thru one of the Illinois Youth Soccer member leagues
listed above.

Once a team plays their first Open Cup match their roster is frozen until all their Open Cup matches are complete.

A player can only be on ONE State Cup or Presidents Cup roster. DOES NOT MATTER IF PLAYING UP IN AGE Any player that played with a 15U or older team in the Fall is INELIGIBLE TO BE ON A STATE CUP or PRESIDENTS CUP ROSTER IN THE SPRING Player playing on a 12U Junior Cup team CAN also be rostered to a 13U State Cup or Presidents Cup team Players that play in the following are NOT eligible to be on a Presidents Cup roster: Midwest Conference Premier I, MWC Premier II or the US Youth Soccer National League. Any 2000 player, who may be in college, MUST be rostered to a club PRIOR to their 1st Cup match in order to be eligible for the US Youth Soccer Regional Championships

Player Eligibility
Teams are required to bring the following to all tournament Games:
1. Gamecard printed off GotSoccer
2. Player and Coaching Passes
3. Pinnies
ONLY 18 PLAYERS ARE ALLOWED TO DRESS ON GAMEDAYS. ALL PLAYERS NOT PLAYING SHOULD BE CROSS-OFF THE GAME CARD

Gameday
At the conclusion of the match the winning team (or home team if a draw in Group Play) should get BOTH game cards from the center.
1. For games played in Rockford, at the conclusion of the match a team representative is required to bring BOTH gamecard to the IYSA registration area to report the score
2. For matches held at a location other than Rockford, the winning team is required to scan or take a photo of BOTH gamecards and email them to katie@illinoisyouthsoccer.org no later than 48 hours after the conclusion of the match.
Teams that fail to report their result in a timely manor may be subject to a $50 fine
If a red card is issued during the match, the center will keep the gamecard to submit with the red card report. Any player or coach that is issued a red card (or 2 yellows) is REQUIRED TO SIT THE NEXT MATCH or longer, WHETHER OR NOT THE PLAYER IS CROSSED OFF ON THE GOTSOCCER GAMECARD. Teams that use a player that should be serving a red card suspension will FORFEIT THE MATCH.
Red Card Fines:
Players: $50. Must be paid prior to the player being eligible to return to Cup games
Coach: $250. Must be paid prior to coach be eligible to return to sidelines for a Cup game.
Any outstanding red card fines not paid at the conclusion of the tournament will be billed to the club.

After The Match
Group play will be based on the same scoring used at the US Youth Soccer Midwest Regionals:
• Win: 3 points
• Tie: 1 points
• Loss: 0 points
If group play ends in a tie, the following criteria will determine tie-breakers.
• 1st: Head-to-head
• 2nd: Most Wins
• 3rd: Goal Differential (4 goal max per game)
• 4th: Goals Allowed
• 5th: Penalty Kicks
