Project BackgroundOver the past year, Parks Victoria and Yarra Ranges Council have been working with the local community and broader communities to plan for the future of the former Olinda Golf Course site, and its connections to the Olinda township. The 34 ha site provides spectacular views towards Silvan and the Yarra Ranges. Its location between the Olinda Recreation Reserve, The National Rhododendron Gardens, the Olinda Pool and the Olinda Community House means it is has the potential to be a vital part of the local community, as well as being a park for all Victorians to visit and enjoy. Many people have contributed their time and local knowledge to help develop the draft

The Olinda Golf Course Precinct Plan will retain the qualities that contribute to the unique character of Olinda. The plan will strategically integrate open space connections and facilities within the precinct to support the needs of the Olinda and Hilltop community.
Key components of the plan include:
The Olinda GreenThe Olinda Green will take advantage of the flat upper area of the former golf course site, creating an open space for events, active recreation and junior sport. The Olinda Green will provide for a variety of uses which respects the landscape values, the environment and the history of the site. Sightlines and viewsheds will be maintained through the provision of minor visitor facilities. The Olinda Green will provide connections through the precinct to other areas including the Olinda Pool and the Recreation Reserve.
Nature PlayspaceA new all-abilities nature based playspace that caters for a range of ages will be introduced. This area will include a picnic shelter, tables and BBQs for families to enjoy the beautiful surrounds while also positioned
close to the main visitor node. A small scale commercial operation possibly operating from the former clubhouse is proposed. The nature based playspace actively seeks to engage children with nature through a series of subtle follies that not only invigorate but challenge the mind.
Lower Terraces The Olinda Lower Terraces will provide all abilities access to the lower precinct area for passive recreational offers including dog walking, picnic and BBQ, shelters for relaxation and quiet contemplation and, nature appreciation. The lower terraces will be accessed via a small driveway adjacent to the Rhododendron Gardens and a series of low scale pedestrian pathways. The Olinda Lower Terraces will provide vital pedestrian links to the Rhododendron Gardens, the RJ Hamer Arboretum, the Olinda Recreation Reserve and the wide Olinda Township.

plan that is summarised in this brochure. A drop-by information day was held in Olinda in March 2016 to seek initial ideas. Overwhelmingly, people sought to protect the green and open nature of the site and reinforce its role as part of the Dandenong Ranges National Park. From these ideas a draft Concept Plan was displayed in July 2016. Over 400 responses were received. This draft plan has been developed from that feedback, and represents the third and final stage of consultation. We now look forward to receiving your feedback on the draft plan. Details of how to submit are on the back page.
What We’ve Heard So Far Overall, we heard that people are seeking to keep the green openness of the site; there’s a need for additional area for sport locally; people want to be able to keep walking their dogs (and themselves!) there; want to see better use of existing buildings; want opportunities for kids and young adults to be active; and want to see better walking connections between the many community facilities and attractions. The draft precinct plan takes these important ideas on board and proposes a park that can cater for a range of uses, both sporting and informal. The plan consolidates existing buildings to create more of a “hub”, and proposes walkable linkages between the site and the other local community facilities and visitor attractions.
Town Walk
Walking is a popular activity within the area. Improved
trail connections will link community facilities as well as
making walking and cycling a more appealing alternative to
driving. The proposed actions build upon the work Council
is undertaking to improve connectivity in the Dandenong
Ranges.
Trail Linkages
Within the precinct there are a number of missing links,
which has an impact on community use and ease of access.
The creation of new linkages will provide additional activities
as well as providing improved access for people with limited
mobility.
New Entry Road
The National Rhododendron Gardens and RJ Hamer
Arboretum are significant destinations in Dandenong Ranges
for local residents and visitors. Establishing a main entry to
the Gardens from Olinda-Monbulk Road will improve the
visitor experience, improve traffic circulation and reduce the
impact on residential streets.
The Olinda Green
The flat upper section of the former golf course site has the
potential to provide for a simple sports field for training and
junior sport, as well as being a good space for community
events like markets and festivals. The provision of other
activities including dog walking, picnic and BBQ and other
passive forms of recreation will also be explored.
Nature Based Playspace
There is strong community support for a nature based play
space within the precinct. Such a play space would promote
a healthy and active lifestyle as well as the opportunity to
interact with nature.
Commercial Opportunity
Explore the possibility of relocating the Olinda Community
Hall to the Olinda Green precinct. This provides
opportunities for community based services together with a
small commercial operation.
Lower Terraces
Walking and dog walking are currently community activities
that take place on the former golf course. The current
facilities have not been designed with these uses in mind and
there is an opportunity to enhance facilities for existing users
as well as clarify areas for activities such as dog off leash.
Sports and Recreation Hub
At Olinda Recreation Reserve, additional netball courts will
be developed on space created by better car park layout and
moving the Olinda Hall to the centre of the precinct area.
Chalet Road Re-alignment
Realign a section of Chalet Road to improve connections
between Olinda Pool and the former golf course. The
proposed realignment should include consideration of
pedestrian connections.

circulation.• If Olinda Hall is relocated, upgrade the spaces between the
reserve and Olinda Monbulk Road• Construct disabled car parks near pavilion and ensure no net
loss of car parking as part of any upgrades.Refer to page 20 for additional information.
