Why BIRSAC slowed down…..

Partly due to traditional orientation many Departments were notenthusiastic about using this Technology & also due to failure of BIRSAC to market itself

Despite financial and material support from Dept. of Space, Hardware/ Software could not be maintained and updated in time due to indecision of Governing bodies, which adversely affected the capacity of BIRSAC to deliver

Lack of incentives and benefits at par with other similar Technical Institutions…… resulting in exodus of highly experienced manpower

Remote Sensing has its real value in timeliness……… due to vacillating approach the decision to procure Satellite data even from central agency could not be taken in time

The post of Project Director for Remote Sensing was never filled up and it was always managed as additional charge by people having different mandate

What needs to be done to revive BIRSAC….

Make BIRSAC a separate Autonomous Organization as in States like Orissa, U.P, Maharashtra, Jharkhand etc.

The Organization would be headed by a Senior Scientist (SF) of Remote Sensing/GIS field

A thoroughly computerized system of administration would be adopted

The Organization would function within a clearly set rules designed for timely project execution

The Organization would prepare Annual Action Plan keeping in view the data demand of user Departments

Performance – Incentive to be linked on the pattern of work centre of Department of Space

What BIRSAC can do ……

Prepare a current Surface Water Resource Map for preparation of effective DPRson Flood control, Drainage and Irrigation

Prepare a GIS map of current status of Forest

Prepare infrastructure maps like Road, Canal, Embankment network etc.

Prepare various Administrative Boundary maps like Block, Panchayat, Village and Police jurisdiction

Provide up-to-date maps of Wandering River Courses causing erosion

Provide detail maps of Urban areas for future planning

Assist Disaster Management Department in fighting natural calamities like flood and drought using satellite Images

Assist Mines and Geology Department in Mineral and Groundwater prospecting
