Welcome to the 2016 APA Poolplayer Championships! Congratulations on making it to Vegas! Over the next few days, your competitive spirit will be put to the test.

Our goal is to make your experience here memorable. In conjunction with our 8-Ball Classic and 9-Ball Shootout competitions, we’re also hosting the 8-Ball and 9-Ball Doubles, and Wheelchair Championships. We’re also offering nearly round-the-clock MiniMania tournaments open to all APA members.

World famous trick shot artists Tom “Dr. Cue” Rossman and Florian “Venom” Kohler will be here signing autographs, performing exhibitions, and interacting with fans. Be sure to join us poolside Friday night as we celebrate the event with our annual PoolAPAlooza party! We’ll have lots of games and giveaways!

We’re excited to have you here for our first ever Poolplayer Championships at the Westgate—we’ve found a great new home for our championship events here!

Please remember we have time-lines set in place in order to make the event run in a timely manner. Holding up matches to take smoke breaks not only delays your match, but all of the

matches following yours. We will not tolerate matches held up because teams/players are not in the arena due to taking smoke breaks. Players caught taking their scoresheets outside of the Tournament Room, or delaying their match for such breaks will result in a forfeiture of their match. Team Captains must be responsible for their players during match times.

Fire Marshall regulations do not allow scooters to be parked in the playing arena or walkways, whether the scooter user is sitting on the scooter or not. All scooters must be parked in the designated areas in the Tournament Room. Please seek the assistance of your fellow players and spectators to properly park and store your scooter.

SHOWDOWN SERIES RULES FOR PARTICIPATION1. You must have entered and paid the entry fee prior

to the deadline of March 14, 2016.

2. APA rules apply.

3. You must be at least 18 years of age to participate.

4. There is an enforced dress code. Any player that the APA considers inappropriately dressed will be asked to change.

5. Table fee is $1.00 per game.

6. All tournament participants must have a current valid Photo ID in the form of a state-issued Driver’s License or non-driver Identification Card from their state of residence, a Military ID, or a Passport. You must have your Photo ID with you at all times during the tournament and be able to present it before every match. You cannot play in any match if you do not have your Photo ID with you in-hand. You should present your Photo ID – without being asked – to your opponent before the start of your match. If you do not have your Photo ID, your match will be forfeited to your opponent. It is not acceptable that you do not have your Photo ID with you – that it was lost, left in your room, or that you need to go get it. Your individual match will be forfeited without right of protest or appeal. Additionally, anyone playing (whether intentionally, knowingly, or accidentally) an imposter or a player who cannot verify his/her identity is subject to immediate disqualification from the Event and indefinite suspension from further participation in the APA, in APA’s sole judgment and discretion. It is the responsibility of every player to verify that your opponent has current valid Photo IDs that positively identify them as being the person participating in your match. Do not assume a player is who they say they are. Do not assume that APA or another player has previously verified their identity. Please understand with the thousands of participants in the Tournament Event, it would not be possible for APA to verify the identity of each player. You are the first line of defense to ensure that your opponents are all who they say they are.

If an opposing player has not voluntarily presented his/her Photo ID for verification, it is your responsibility to request the opposing player present his Photo ID and be satisfied that with the opposing player’s identity prior to the lag. If you are not satisfied with the identity of an opposing player, you must immediately call over a Tournament Referee to examine the identity of the questioned player. If the Tournament Referee cannot readily verify the player’s identity from the player’s Photo ID, he may consult the APA Tournament Director. The determination of identity made by the APA Tournament Director, in his/her sole discretion and judgment, is final. If you have failed to verify each opposing player prior to the lag and an opposing player turns out to be an imposter or not have a valid ID, in APA’s sole judgment and discretion, you may be bound by the results of the match and you may not be granted any relief or remedy. It is good sportsmanship to present your Photo ID before you play each and every match at the event. It is not poor sportsmanship to question the identity and require a valid Photo ID of each and every opposing player.

7. In order to conduct a fair and equal tournament for all APA players, APA must ensure that all participants are playing at skill levels that are not below their true ability. Accordingly, the APA may disqualify any team if, in APA’s sole judgment and absolute discretion, one or more of its players are deemed by APA to be playing at a skill level below their true ability. The determination of whether a player is playing at a skill level below his or her true ability is necessarily subjective; APA is the sole judge of a player’s ability and may make such a determination in its absolute judgment and discretion.

8. Any player entering or participating under fraudulent circumstances will be disqualified.

9. APA has the absolute and final authority to make all rulings affecting participation in the APA Preregistered Championship programs, including player ability (i.e., correction of skill levels) and disqualification. Disqualification from this event for any reason will mean forfeiture of all titles, awards, prize money, and minimum two year suspension from the League. Disqualification can occur prior to, during, or after the event.

10. The APA has the authority, at its sole discretion, to make modifications to the rules, format or any other aspect of the Event.

11. Release of APA and Tournament Sponsors: I, the participant, being of lawful age, as inducement for and in consideration of the agreement by American Poolplayers Association, Inc. (APA), that I may take part in this Event, hereby covenant and agree that the APA and all other sponsors and their respective affiliates, directors, officers, employees and agents (collectively Releasees) shall not be liable for any damages arising from personal injuries, including death, and/or damage to property that I may sustain in any way which result from or arise out of my preparation for or any participation in the Event. I hereby fully and forever release and discharge and covenant not to sue Releasees from any and all claims, demands, damages, rights of action or causes of action, present or future, whether the same be known or unknown, anticipated, or unanticipated, resulting from or arising out of my preparation for or participation in the Event. I acknowledge and agree that participation in the Event may involve the risk of such personal injury, including death, and/or damage to property, and I hereby assume full responsibility for any risk of such personal injury, including death and damage to property. I warrant that I am in good health and have no physical condition that would prevent me from participating in the Event. I further agree for myself, my successors, heirs, assigns, executors and administrators to indemnify and hold Releasees harmless from and against all claims and suits for personal injuries, including death, and damage to property, real or personal, caused by my act or omission and arising out of my involvement in the Event, and from all judgments and costs recovered in said claims and suits, and from all expenses incurred in defending said claims or suits. This Release is intended to be as broad and inclusive as permitted by law, and if any portion is held invalid, the balance shall continue in full legal force and effect. This Release shall be binding on my heirs, executors, administrators and assigns. I have read and fully understand the above Release.

12. Graphic/Video/Audio/Media Appearance Release: In connection with my appearance at and participation in this Event and all related activities and my visit to Las Vegas, I give APA (and its licensees, designees and assigns) the full, unconditional and irrevocable right to (1) film, photograph, tape, record and edit me and to use my personal biographic information, including without limitation, my appearance, likeness, identity, name, nickname, behavior, actions, voice, and conversations at any time during the Event by use of any means, media or technology (collectively the “Appearance”), (2) use, broadcast, reproduce, distribute and exhibit my Appearance freely in any media or for any purpose, including for any and all advertising,

promotional and commercial purposes, (3) edit, modify, adapt, make derivative works from, copyright and otherwise use my Appearance as APA chooses. I recognize that content of my Appearance (including how the content is edited or any of us may be depicted or portrayed) may be viewed as favorable, positive, humorous, embarrassing, unfavorable, or negative, and I hereby waive any claim that I may have against APA or any employee, agent, assign or licensee relating to how our Appearance is edited, depicted or portrayed in any work that may be created. I expressly waive any claim of any right or interest in the Appearance and any compensation or other benefits for my Appearance in any media or distribution outlet. I acknowledge and agree that APA shall be the exclusive owner of all copyrights and other rights to and in connection with such Appearance and APA shall have full rights to license others to use them in any manner at APA’s discretion.

13. If this Event is cancelled for any reason, I understand that my only remedy is a refund of my entry fee.

14. Roster changes will not be accepted at the tournament site in Las Vegas.

8-BALL DOUBLES SUPPLEMENTAL RULES(in addition to General Rules)1. Teams entering this Event

can be any combination of men or women, with a total combined skill level limit of 10.

2. Players may only participate on one team.3. Players must be from the same League area.4. Players must have at least twenty 8-Ball scores

within the last two years by the entry deadline of March 14, 2016 to participate.

5. Players must be on an active (Spring Session) APA roster in the 8-Ball format in the League area the team represents.

6. Players cannot be 9-Ball Shootout participants.7. The Entry Fee is $100 per team. There will be

no refunds for no-shows or to entrants who are disqualified.

8. The Event is a modified single elimination tournament. Maximum field is 384. (Size of board will be based on number of entries.)

9. Matches are played according to an APA 8-Ball Doubles Championship Handicap Race Chart provided at the Event.

10. Players alternate shots, not turns.11. One coaching time-out per team, per game, is

allowed. If a player is not at the table shooting, the team members can converse freely. This is not considered coaching. It is also not considered coaching for a player to line up the next shot, prior to making their shot.

12. Shooting out of Rotation – During a match, it occasionally occurs that a team member shoots out of rotation. Although it is sportsmanlike for the sitting team to remind the shooter that he is about to foul by shooting out of rotation, it is not a requirement for him to do so. Once the shooter has shot out of rotation, the foul has occurred and the sitting team will receive ball-in-hand (if the 8-Ball is pocketed during the shot – this foul results in loss of game). The sitting team must call the foul before another shot is taken in the match. If the sitting team does not call a foul before the next shot is taken, no penalty may be assessed, and the team that shot out of rotation will assume the new rotation for the remainder of the match. Before any foul has occurred, the shooting team may avoid penalty by asking the sitting team which player’s turn it is in the rotation. The sitting team must tell them the truth.

WHEELCHAIR CHAMPIONSHIP SUPPLEMENTAL RULES(in addition to General Rules)1. Players must have at least twenty 8-Ball scores by

the entry deadline of March 14, 2016 to participate.2. Players must be on an active (Spring Session) APA

roster in the 8-Ball format in the League area the player represents.

3. In order to be eligible to compete in this event a player must generally have at least a 10% loss of function of their lower limbs. Some of the more common conditions which may result in individuals being eligible include: traumatic paraplegia and quadriplegia, spina bifida, poliomyelitis, amputees, cerebral palsy and all non-ambulant les autres athletes.

4. Players cannot be 9-Ball Shootout, 9-Ball Doubles, or 8-Ball Classic participants.

5. The Entry Fee is $100 per participant. There will be no refunds to entrants who are disqualified for any reason, including no-shows

6. The Event is a modified single elimination tournament. Maximum field is 48. (Size of board will be based on number of entries.)

7. Matches are played according to an APA Wheelchair Championship Handicap Race Chart provided at the Event.

8. Coaching is not allowed. (No time-outs.)

All Tournament Events subject to change based on participation

1. You must be a current APA member to register for any tournament.

2. You must be at least 18 years of age to participate.3. All participants must have 20 scores in one

format (either 8 Ball or 9-Ball) within the last two years. These scores must be entered into our database by April 20, 2016 for the APA Poolplayer Championships. (10 scores in 8-Ball & 10 scores in 9-Ball will not be considered 20 scores.) Masters Division players who do not have twenty 8-Ball or 9-Ball League match scores must have 20 matches played in the Masters Division or any combination of 20 scores/matches between 8-Ball, 9-Ball and Masters. All scores and/or matches must be within the last two years. Masters Division players who do not have the 20 scores in one format; but do have 20 scores/matches played, will play at a skill level 7 in 8-Ball and a skill level 9 in 9-Ball. Scores/

Matches obtained at the Event will not count towards the 20 needed to participate.

4. If a player has the required 20 scores in 8-Ball they may participate in a 9-Ball MiniMania Event, however their skill level will be raised one level. (8-Ball skill level is a 4, the 9-Ball skill level is a 5, except skill level 7’s must compete as 9’s).

5. A player with the 20 required scores in 9-Ball may participate in an 8-Ball MiniMania Event, however their skill level will be raised one level (9-Ball skill level is a 4, the 8-Ball skill level is a 5).

6. In order to conduct a fair and equal tournament for all APA players, APA must ensure that all participants are playing at skill levels that are not below their true ability. Handicap manipulation compromises the fairness and integrity of tournament play and cannot be tolerated. Accordingly, APA may disqualify any player if, in APA’s sole judgment and

absolute discretion, the player is deemed by APA to be playing at a skill level below his/her true ability. The determination of whether a player is playing at a skill level below his/her true ability is necessarily subjective; APA is the sole judge of a player’s ability and may make such a determination in its absolute judgment and discretion.

7. Any member who is currently suspended in their local area will not be allowed to participate in these events.

8. Your APA membership card is required. Any player who does not have a membership card may obtain a temporary card at the MiniMania Control Table for $5.

9. There is a 24-hour event registration window.10. Photo identification is required during play and

again at cash payout.11. Only the person entering an event may register.

No one may register for you. NO EXCEPTIONS.

12. Both partners must be present to register for any Doubles event.

13. You will have only a 15-minute grace period after your match is called or you will forfeit.

14. You will have up to 15 minutes prior to the event to be able to sell your entry. NO EXCEPTIONS. All sales must be made through the MiniMania control table.

MINIMANIA RULES AND REGULATIONS

APA Leagues are about the excitement of competition, but more importantly, they’re about fun. We want our members who compete in the Championship events to have the experience of a lifetime. An important ingredient in that experience is good sportsmanship. Sportsmanship is the key to the success of weekly APA League play and APA Championship tournaments. We realize the level of competition in our Championships may be unlike any you have ever experienced. But please don’t let your competitive fire overshadow the level of sportsmanship you express to your opponent. Be sure to introduce yourself to your opponent, shake their hand and wish them luck before a match. If your opponent makes a great shot, don’t be shy about telling them so. More importantly, if your opponent makes a bad shot or a mistake during the match, don’t openly celebrate their misfortune. An easy way to exhibit good sportsmanship is by simply putting yourself in your opponent’s position. If you were to scratch, or sink the 8-ball out-of-turn, how would you feel if your opponent cheered or clapped? A more appropriate response might be, “Tough break,” or simply saying nothing at all. Win or lose, thank your opponent after the match and, once again, shake their hand.And don’t forget, if your opponent displays great sportsmanship during the match, nominate them for the sportsmanship award.Remember that everyone who qualifies to compete in a Championship event is already a winner and a champion, so be sure to treat them as such!

TOURNAMENT DRESS CODE

Referees are not active participants in match play. This means Referees will not presume a particular shot might result in a “bad hit” or any other condition that could produce a foul, and will not make calls or rulings unless officially requested to do so. Referees are typically assigned to more than one table at any given time, but even in those cases when only one table is involved in competition, the following procedures must be followed:1. In most instances, Referees will not enter the playing area

unless the match has been temporarily halted by a CURRENT MATCH PLAYER. You halt a match by calling a REFEREE TIME-OUT, which allows time for the Referee to get into position to view the upcoming shot. A Referee’s decision is final. Do not simply look over at the Referee, or ask the Referee to WATCH THE HIT, expecting some action to be taken. You must first halt the match and request a Referee to make a call or ruling.

PLAYERS are not allowed to halt a match using the REFEREE TIME-OUT in an ill-timed manner, or in situations that are obviously unnecessary. PLAYERS that abuse the use of the Referees are subject to loss of time-outs. Here are some examples of ill-timed and unnecessary use of a Referee:a. You ask the Referee to “just watch what happens next”

without calling a REFEREE TIME-OUT.b. Your opponent is shooting at a loose ball and no potential

foul is obvious.c. You wait until the last possible second to call the REFEREE

TIME-OUT. If the player has already stroked the shot, the call automatically goes to the shooter.

Using the REFEREE TIME-OUT as a means to SHARK opponents will not be tolerated. Please remember that it is the responsibility of the PLAYERS, not the Referee, to be aware of potential infractions. Study the table situation and call a REFEREE TIME-OUT if you feel that an infraction is likely to occur. The Referees are here to help you.

2. Contested plays will be handled by calling a REFEREE TIME-OUT, and asking the Referee if he or she was watching the table at that time and was in a good enough position to make a call or ruling. If the Referee replies affirmatively, the Referee will make a binding call.

3. Situations involving potential rules violations are also handled by calling a REFEREE TIME-OUT. If necessary, the Tournament Rules will be checked. The Tournament Director (or Floor Manager) may also be consulted in order to render a decision.

4. Situations not requiring calls or rulings may be brought to the attention of the Referee by the PLAYER ONLY. No other person is allowed to ask for Referee assistance in NON-PLAYING situations. If the request is reasonable, the Referee will monitor the situation and take appropriate action. If the problem cannot be solved to everyone’s satisfaction, the match will be temporarily halted, the Tournament Director (or Floor Manager) will be called and the parties involved will discuss the issue.

Please treat the Referees with courtesy and respect. These APA League members have volunteered for this duty in order to make your competition more enjoyable. Players treating Referees in a disrespectful, demeaning, or uncooperative manner are subject to disqualification by the Tournament Director.

The Tournament Director determines any dress code violations. Any person deemed by the Tournament Director to be in violation of the dress code will be asked to leave the tournament room and return in proper attire prior to participating. No match will be delayed due to dress code violations. Do not take a chance on forfeiting a match due to a dress code violation.You are competing in one of the most prestigious amateur tournaments in the sport of pool. Please be aware that this event attracts local and national media attention. Radio and television media, as well as local newspaper and national sports magazine reporters, are becoming increasingly interested in the sport of pool and some of these people may only appear to be spectators in the crowd. Expect that you will be taped for televised segments of sports news, amateur tournament videos, or you may be professionally photographed at any time during the event. Be prepared by dressing appropriately.Please do your part to enhance the image of our sport by adhering to this dress code.Men’s proper dress includes jeans, casual slacks, dress pants, shorts, and sleeved shirts in good taste. Athletic apparel is not allowed. Proper footwear must be worn at all times. All attire must be clean without profanity, tears, holes, or stains. Women’s proper dress includes jeans, casual slacks, dress pants, shorts, capris, skirts, dresses, and shirts in good taste. Dresses, shorts, and skirts must be of conservative length. CHAMPIONSHIP ARENA MATCHESThe attire for the matches in the Championship Arena will be nice casual. Hats, denim shorts, athletic apparel, and blue jeans are not allowed.

The APA has established guidelines to limit match play time in an effort to produce a tournament that adheres to a schedule that is productive and enjoyable for all the participants. We have a full schedule of rounds that must be completed in a timely manner. We strive to offer the best environment and playing conditions for our participants, while fulfilling our obligations to the tournament facility. The guidelines we have set are more than adequate for tournament status play; in most cases actual match play will take less than the time allotted. Please be courteous; long matches are exhausting to all the players. We ask for good sportsmanship in keeping to the schedule. Your cooperation will help make this tournament fun and exciting for everyone.

1. PRACTICE TIME Practice is not allowed on any tournament table, except during specified periods, and only with the permission of the Tournament Director. You are encouraged to practice on all tables designated for that purpose, and are asked to share the practice tables with any other contestants who wish to use them. Generally speaking, a 10 to 15 minute time limit is advised for any one or two individuals using the practice table if other contestants are waiting. Any table designated as a practice table during the event should be reserved for those contestants who have not yet been eliminated from the tournament. Practice is not allowed on tournament tables during play, even though a table may not be in use during short periods.

2. NO GAMBLING Gambling is not permitted and will not be allowed at any League function. Therefore, League members are not permitted to gamble at the tournament site, even following elimination from the tournament. Any contestant involved with gambling risks disqualification from the tournament and forfeiture of all awards and prize money.

3. BEVERAGES Hotel regulations prohibit coolers or outside beverages in hotel ballrooms. Beer and other beverages are available. Please do not bring in coolers or outside beverages. Glass beverage containers are prohibited in tournament rooms.

4. FORFEIT TIME Forfeits will be determined 15 minutes after a match has been called. If a player has registered for the tournament, every effort will be made to locate the player before a forfeit is declared. The Tournament Director determines when a match is officially forfeited.

5. COACHING Coaching is not permitted. Violations could result in a foul being called for illegal aid. Do not confer with anyone other than your opponent, Referee, or the Tournament Director; it could be misunderstood as coaching.

6. OBLIGATION TO PRESENT AND CHECK IDENTIFICATION OF ALL PLAYERS All players must have a current valid Photo ID in the form of a state-issued Driver’s License or non-driver Identification Card, a Military ID, or a Passport. Players must have their Photo ID with them at all times during the Tournament and should present their Photo ID to your opponent without having to be asked. It is the responsibility of every player to verify that all opposing players have current valid Photo IDs that positively identify each player as being the person shown on the scoresheet. Do not assume a player is who they say they are. If an opposing player has not voluntarily presented his Photo ID to you for verification, it is your responsibility to request the opposing player present his Photo ID and to be satisfied with the opposing player’s identity prior to the lag. If you are not satisfied with the identity of an opposing player, you must immediately call over a Referee to examine the identity of the questioned player. If the Referee cannot readily verify the player’s identity from the Photo ID, he may consult the Tournament Director. The determination of identity made by the Tournament Director, in its sole discretion and judgment, is final. If you fail to verify the opposing player put up in a match and an opposing player turns out to be an imposter or to not have a valid Photo ID, in APA’s sole judgment and discretion, you may be bound by the results of the match and you may not be granted any relief or remedy. If a player is put up to play and does not have his Photo ID, the match will be forfeited to the opponent without right of protest or appeal. It is no excuse that a player’s Photo ID was lost, left somewhere, or that the player needs to go get it. An imposter or a player who cannot verify his identity is subject to immediate disqualification from the Tournament and is subject to indefinite suspension from further participation in the APA, in APA’s sole judgment and discretion.

7. FRAUDULENT CIRCUMSTANCES Any player who enters or participates under fraudulent circumstances will be disqualified.

8. SCOREKEEPING Scoresheets with innings recorded and defensive shots marked must be kept by both players or by an official scorekeeper. If it is determined a player is not marking defensive shots, then the National Handicap Review Committee may arbitrarily raise that player’s skill level. Scoresheets must be signed and turned in to the Control Table to receive credit for match wins. Refusal to sign a scoresheet does not affect any match protest. It is the responsibility of the winning player to make sure the Control Table receives proper scoresheets.

8-BALL ONLY - Mark Early 8s (E8), 8-ball Scratch (8S), 8 Wrong Pocket (8WP), 8-on-the-Break (8OB), and Break-and-Runs (BR) on your scoresheets. Patches for 8-on-the-Break and Break-and-Runs are awarded. Patches must be claimed by the Player at the Control Table when the scoresheets are turned in for processing.

9-BALL ONLY - Mark all balls pocketed, dead balls, 9-on-the-Snap (9OS), and Break-and-Runs (BR). Patches for 9-on-the-Snap and Break-and-Runs are awarded. Patches must be claimed by the Player at the Control Table when the scoresheets are turned in for processing.

NOTE: Any player caught fraudulently keeping score – adding innings, altering scoresheets in anyway, etc. – is subject to disqualification.

9. DRESS CODE Proper attire must be worn at all times in and around the tournament site. The Tournament Director shall determine what is proper attire, and is responsible for requiring the change of improper attire on the part of any contestant. Any change of improper attire is not just cause for delay in the progress of a match. Refer to the Tournament Dress Code to learn what is considered proper attire. The dress code will be enforced.

10. NO EARPHONES It is not permissible to wear earphones of any type during Tournament play. This includes ear buds, headphones, headsets, Bluetooth devices, etc. Hearing aids and non-electronic earplugs are allowed.

11. CELL PHONE USE During the shooter’s turn at the table, cell phone use is prohibited for that player.

12. NO SMOKING Due to Nevada state law, smoking is not permitted within the

tournament room.

13. GAME RULES APA game rules apply. Any and all Local Bylaw(s) or interpretation(s) which are not in full accord with the Championship Rules established by the APA do not apply to your participation in this event. It is your responsibility to know what is a Championship Rule (or standard), and what is a Local Bylaw (or standard). The game rules used during your event are covered in the Official Team Manual. You should be familiar with these rules.

14. SKILL LEVELS The APA is the sole judge of a player’s ability, and may at any time raise a player’s skill level if the APA believes that he is not playing up to his true ability. It is especially important the skill level at which you participate in this event reflects your true ability according to Championship Rules and standards. This is your responsibility. You are advised by the APA to make certain you fully understand and conscientiously follow all of the Championship rules and standards. If you determine that your skill level is not accurate, then you must notify your League Operator or Tournament Director prior to entering and playing in the event. Doing so will not necessarily prevent your disqualification; it will, however, help in determining your eligibility status.

NOTE: If a player is currently active in more than one APA League area, the player must certify and participate at the highest skill level.

15. FOULS Each player is advised before taking ball-in-hand, to make certain you actually have ball-in-hand. If you do not confirm ball-in-hand with your opponent, or with Tournament Officials, and there is a difference of opinion, then you subject yourself to the potential costly mistake of fouling the cue ball unknowingly.

16. CUE BALL FOULS The cue ball is always alive. Do not touch the cue ball while it is still rolling. Doing so may result in a foul.

17. CLOSE SHOTS If a shot looks like it may result in a “bad hit,” stop the game and get a Tournament Official to make the call. Either player may stop the game to ask for a call. The decision of the Tournament Official is final. If a shot is close and a Tournament Official is not called, the ruling will have a tendency to be in the shooter’s favor.

18. MARKING THE POCKET (8-BALL ONLY) A coaster, pocket marker, or any other reasonable marker (to avoid confusion, although it is permissible, we do not recommend marking the pocket with chalk) must be placed next to the pocket the 8-ball is intended to enter. If a player pockets the 8-ball without marking the intended pocket, and the opponent calls loss of game, it will result in a loss of game. Both players may use the same marker. Only one marker should be on the table. However, if more than one marker is on the table, as long as you clearly mark the pocket where you intend to pocket the 8-ball you have properly marked the pocket. If the marker is already at the intended pocket from a previous attempt or game, it is not necessary for the shooter to touch it, pick it up, or reposition it. Anyone may remind a player to place the marker and it will not be considered coaching or a foul.

19. EXCESSIVE SKILL LEVEL MOVEMENT If Higher Level Tournament play is to be truly meaningful and rewarding, then those who play below their true ability must be penalized. Any evidence of a player playing at a skill level below his true ability should be reported immediately to the Tournament Director. In order to conduct a fair and equal tournament for all APA members, APA must ensure that all participants are playing at skill levels that are not below their true ability. Handicap manipulation compromises the fairness and integrity of tournament play and cannot be tolerated. A National Handicap Review Committee (NHRC), consisting of APA Office Staff, League Operators, and Tournament Directors has been formed to review the performance of each player after every round of play and make skill level adjustments as necessary.

The Tournament Director (including the NHRC and other Tournament Officials) is the sole judge of a player’s ability and has the authority to make this determination in the exercise of its absolute judgment and discretion. The Tournament Director may disqualify any player if, in the Tournament Director’s sole judgment and absolute discretion, he is deemed to have an unfair advantage due to excessive upward movement of the skill levels. Player skill levels may be raised at any time (before, during or after this Tournament) due to objective and/or subjective considerations to whatever skill level the Tournament Director considers appropriate in its judgment and discretion. The determination of whether the skill level at which a player is playing is below the player’s actual playing ability is necessarily subjective. All situations are separate. Action or inaction taken with a player has no effect and will not limit the authority of the Tournament Director to take whatever action (or no action) the Tournament Director considers appropriate regarding another player.

20. PROTESTS All protests must be made to the Tournament Director in a sportsmanlike manner. There is a $50.00 filing fee for any protest, which is refundable if the player filing wins the protest. Any player disrupting the tournament, causing a scene, or causing other problems at or around the tournament site will lose the right to protest. The Tournament Director will resolve all issues on the spot. The APA is the highest authority. Any rulings made by the APA are final.

21. RULES OF CONDUCT The APA has established and will strictly enforce the following conduct rules for Higher Level Tournament play.a. No loud, abusive or profane language will be tolerated at this tournament. You

are in the League to have a good time and to enjoy some friendly competition. If you experience a problem, one of the Tournament Officials will address it; simply bring the matter to our attention. Remember that in each situation the ruling will favor one side against the other side, and it is required that each player accept official rulings without causing a scene.

b. Unsportsmanlike conduct directed to the opposing player or Tournament Official is not allowed.

c. Anyone involved in an incident that includes either physical abuse or the throwing of an item will be disqualified immediately, and required to leave the tournament premises.

d. Anyone caught hitting a cue against the table, wall, floor, etc., or recklessly

swinging a cue will be disqualified immediately and required to leave the tournament premises.

e. Abusive behavior directed to the Tournament Director or any of his designates will not be tolerated.

f. Excessively slow play will not be tolerated. You will be warned before any penalty occurs.

The penalties for violating any of the six categories detailed above are as follows:

A warning may or may not be given, depending upon the severity of the situation.

1. Penalty Level 1 - Your opponent will be given ball‐in‐hand. If the player is still shooting, or already has ball‐in‐hand, then that player will be allowed to shoot until missing, and then be given ball‐in‐hand again.

2. Penalty Level 2 - Your opponent will be granted the game. (In 9‐Ball, your opponent will be granted the game, along with points for all balls remaining on the table.)

3. Penalty Level 3 - Your opponent will be granted the match.4. Penalty Level 4 - Disqualification.

NOTE: If the violation or disturbance that caused the initial penalty level to be levied does not cease, the Tournament Director and/or designated assistant has the right to go from one penalty level to the next penalty level immediately.

22. WARNINGS If a warning is given in an individual match, that warning will follow the player throughout the remainder of the event. For example, if a player is warned for sharking his opponent, and in a subsequent match the same player is warned for sharking his opponent, the result will be ball-in-hand for the opponent. Such warnings will be noted by a Tournament Official on the scoresheets.

23. SPORTSMANSHIP The primary objective of the League has always been to provide players of all abilities with the fun and enjoyment of friendly competition. Naturally it is expected that each player arrived hoping to do well, and all players will be doing their best to win. On the other hand, each player is also expected to accept defeat in a sportsmanlike manner.

Two common violations of good sportsmanship are conceding an unfinished game and undoing a cue during play. Both forms of conduct are frowned upon by professionals, and should be eliminated from amateur play. All players are asked to allow opponents to finish the game before racking the balls or undoing cues. No penalty will be assessed unless, in the opinion of the Tournament Director, a repeated violation of this conduct rule occurs.

Another area of good sportsmanship concerns fouls. A foul is a foul and should be observed as such. Occasionally, a player feels that a foul is a foul only if he gets caught. Generally speaking, a professional player will call a foul on himself. Likewise, good sportsmanship in the amateur ranks requires a player to admit a mistake, and live with the consequences. However, it is technically a player’s responsibility to protect the outcome of his match. Pay attention to your game.

A Sportsmanship Award is given at the end of each event. You may vote for players/teams by making comments on the back of your scoresheet or by using the Nomination form included in the Event Program, and submitting it to the Control Table. Additional forms are available at the Control Table, if needed.

24. EQUIPMENT REGULATIONS In general, any piece of equipment designed specifically for pocket billiards, with the exception of laser devices and mechanical cues, is acceptable in APA Tournament play. Some specialty cues (see Specialty Cues described below) may be limited in use. Special equipment, such as bridges and cue extenders, are legal. You may change cues and/or cue shafts during a game provided the cues and/or shafts you are switching to do not violate any rules of use, and you remain within the Time Guidelines.

Specialty Cues – Cues specially tailored to perform specific shots. These include, but are not limited to, jump cues, break cues, and jump-break cues (combination of jump cues and break cues).

Jump Cues – A specialty cue designed for attempting jump shots. They may not be used to perform jump shots or massé shots in standard APA League and tournament play.

Break Cues – A specialty cue designed for breaking. Sometimes combined with jump cues to form a jump-break cue, these cues are allowed in APA play for breaking. They may not be used to perform jump shots or massé shots in standard APA League and tournament play.

Regular Shooting Cues – Any cue designed to shoot the majority of shots in a game of pool. These cues may also be used to perform jump shots, massé shots, and break shots in all APA League and tournament play. You may not “break down” your Regular Shooting Cue to perform a jump shot.

Any equipment bearing any message or image of a sexually explicit or political nature, or a message or image which may be offensive due to the use of profanity or by the virtue of its promotion of violence, alcoholism or substance abuse shall be prohibited from use in all APA events. The Tournament Director shall be the enforcing authority of this regulation.

The Tournament Director shall have the right to inspect a player’s cue(s) at any time during a tournament without prior notice to the player, and if the cue(s) are found to be in violation of this regulation, the player shall immediately cease using the objectionable cue during tournament play, or face immediate disqualification and forfeiture of all prize money earned and/or entry fee paid.

25. DISQUALIFICATION APA has the absolute and final authority to make all rulings affecting participation in the APA Singles Championship programs including player ability (i.e. correction of skill levels) and disqualification. Disqualification from this event for any reason will mean forfeiture of all titles, awards, prize money, and minimum two year suspension from the League. Disqualification can occur prior to, during, or after the event.

The APA works many hours to make sure the Championship Events run smoothly and in a timely manner. Holding up matches to take smoke breaks not only delays your match, but all of the matches following yours. We will not tolerate matches held up because teams/players are not in the arena due to taking smoke breaks. Please remember we have timelines set in place in order to make the event run in a timely manner. Players caught taking their scoresheets outside of the Tournament Room, or delaying their match for such breaks will result in a forfeiture of their match. This rule applies for all APA Championship Events.
