100-P01 NOISE RESTRICTION: Limit work to Monday through Friday from 7 AM to 10 PM, Saturday from 7 AM to 7 PM and on Sundays by permission only.
The Contractor is allowed to green saw the concrete without written permission from the Engineer if the
following stipulations are met: Prior to the start of construction provide one written notice to all property owners within 500 feet of the project site. The notice shall warn that increased noise levels may be experienced at night. Use best practices to minimize the sawing of concrete pavement between the hours of 10:00 PM to 7:00 AM.
100-P02 SCHEDULING: Work on 5th Avenue NE cannot take place at the same time as the following events are
scheduled along Central Avenue in 2018:
- June 2nd - June 3rd Sheyenne Valley Soap Box Derby - June 15th – June 17th Rally in the Valley - July 25th Crazy Days
Work on Winter Show Road and 8th Avenue SW cannot take place at the same time. The intersection work can take place at the same time as either of the streets. Do not begin work on 8th Avenue SW until May 29th. Complete all work on the 8th Avenue SW corridor by August 18th. Complete all remaining work on the other corridors by October 20, 2018.
100-P03 PROJECT COORDINATION: The Valley City Permanent Flood Protection Phase 2 involves closing Main Street for up to 11 months. The contractor shall adjust and coordinate detours with this project.
107-P01 MAINTAINING ACCESS: The Contractor will be responsible for providing reasonable access to all
residential dwellings and commercial properties adjacent to this project. Any special conditions that arise will be worked out by the Contractor with the Engineer in the field. Some additional traffic control signs have been provided to allow access to these special cases should they arise.
430-P01 PATCHING: Patch asphalt pavement surface adjacent to concrete patches using a commercially produced
Superpave FAA 43. Remove pavement full depth, clean, tack and fill existing irregularities in no larger than 2.5-inch lifts in the roadway with hot mix asphalt and compact in a separate operation. The pavement thickness shall match the existing but must be a minimum of 4 inches thick. All hot mix asphalt required for patching will be measured and paid for by the ton of “PATCHING”. This will be considered full payment for performing this work.
430-P02 COMPACTION: Ordinary compaction, as specified in Section 430.04 I.3, will be utilized. 430-P03 TACK COAT: Supply a tack coat that meets the requirements of Section 401.03 B “Tack Coat”. Apply the
tack coat according to Section 401.04 “Construction Requirements”. Undiluted application rates are shown in the basis of estimate. Tack coat will not be measured for payment and will be included in the unit price bid for “PATCHING”.
570-P01 CONCRETE PAVEMENT REPAIR: An additional 10% has been added to the quantities for "CONC PVMT
REPAIR-SPOT FULL DEPTH", “SPALL REPAIR-PARTIAL DEPTH”, “RANDOM PCC CRACK CLEANING & SEALING” and ”DOWEL BARS” to be used as directed by the Engineer.
570-P02 TRANSVERSE AND LONGITUDINAL JOINTS CLEANING AND SEALING: Existing backer rod or rubber
tuck joint sealant shall be cut off where “CONC PVMT REPAIR-SPOT FULL DEPTH" and “SPALL REPAIR-PARTIAL DEPTH” repairs are adjacent to a joint. The existing joint sealant material shall be cleaned off prior to placement of concrete. All joints adjacent to and within repairs shall be sealed with Type IV Hot applied Joint Sealant as per NDDOT Standard Specifications 826.02 A.2.
570-P03 CONCRETE PAVEMENT REPAIR: During removal of the pavement the aggregate may get disturbed. 1 inch
of “AGGREGATE BASE COURSE CL 5” has been quantified. 570-P04 CONCRETE PAVEMENT REPAIR: The pavement thickness varies per street. All patching shall match
existing pavement depth. Pavement depths are noted in Section 30 Typical Sections. All Dowel Bars and Transvers Bars shall match Section 20 Details.
570-P05 CONCRETE PAVEMENT REPAIR: All full depth concrete pavement repair shall have dowel bars and
baskets placed regardless of the existing pavement’s design.
704-P01 TRAFFIC CONTROL DEVICES: The Contractor shall furnish the necessary signing as shown on Standard Drawings: D-704-15, 19 20, 22, 25 and 26 under Type A, G, K, N, V W, X, EE, and GG as required by construction operations.
Place stackable vertical panels adjacent to open lanes in areas of full-depth removals. Place the panels at 10 foot intervals, with a minimum of 2 panels per full depth removal area. Leave the panels in place until the newly placed concrete is strong enough to be opened to traffic.
Place Type 1 Barricades in front of each open full depth repair or as directed by the Engineer.
Lane closures will only be allowed while work is being performed or until the concrete has cured to the
required design strength. Place tubular markers or permanent pavement markings prior to moving or removing lane closures.
704-P02 TRAFFIC CONTROL: Traffic control signs and delineators have been provided to accommodate a closure of
half of the street for approximately 8 blocks with a temporary traffic signalized begin and end. Traffic shall be routed to half of the street while repairs take place on the other half. A truck detour must be set up for 8th Ave SW and 5th Ave NE. An example detour for 8th Ave has been provided.
All signs and devices will be paid for once. Moving traffic control within the same or to different streets will not be paid for but is included in the items bid for traffic control. Devices will only be paid for if they are used on the project. Alternate traffic control layouts are included in the plans. An option to close 8 blocks at a time is included in the traffic control sheets. Multiple streets will be allowed to be closed at the same time. This option cannot be used at the same time on 8th Ave SW and Winter Show Rd. The Contractor must provide the Engineer with a traffic control phasing plan at the pre-construction meeting. Temporary traffic signals have been included to maintain single file traffic. In section 100 sheet 6, a detail sheet gives an example for the intersection of 8th Ave SW and Winter Show Road. Four (4) temporary traffic signals and their given advanced warning signs have been provided in the plans. The contractor shall determine how and where to use the signals and signs in their traffic control phasing plan. Obtain an electrical source for temporary traffic signals. Solar or generator powered signals may be used. If generators are used, place them as far as possible from the roadway centerline, unless the generator and signal are part of a trailer mounted unit. Include all costs to install, operate and remove a wood pole/span wire signal system or portable signal system in the contract unit price for “TEMPORARY TRAFFIC SIGNAL”.
722-P01 UTILITY ADJUSTMENTS: Adjust the Manholes and Gate Valve Boxes to the proposed finish grades under the appropriate bid items. Manholes and Gate Valve adjustments must be made by methods approved by the City of Valley City. Include all work related to the adjustment of Manholes and Gate Valve Box in the price bid for “ADJUST GATE VALVE BOX” and “ADJUST MANHOLE”.
722-P02 ADJUST MANHOLE: A floating casting shall be used in as many locations as possible as per Section 20
Sheet 8. When there isn’t room to install a floating casting, a new standard casting shall be used. All existing castings shall be cleaned of concrete, salvaged and stockpiled at a site determined by the City Public Works. Call 701-845-4255 to coordinate the site.
748-P01 CURB & GUTTER-TYPE I: The Engineer will determine the location and actual quantity of “CURB & GUTTER-TYPE I” used for patching. Curb areas where concrete fillets are incorporated with the curb, shall be measured and paid for as "CONC PVMT REPAIR-SPOT FULL DEPTH" outside of the typical 18” gutter pan. The concrete depth at the fillets must match the existing depth of the adjacent concrete.
Some curb patches are adjacent to or run through inlets.
In these areas, the inlet castings are to remain in place. If the backing of the inlet hood is encased in concrete, the concrete should be removed and replaced. Payment for all work shall be included in the cost of “CURB & GUTTER-TYPE I” and shall be measured through the inlets.
