2. INTRODUCTION OF PROJECT /BACKGROUND INFORMATION
The Letter of Intent (LOI) for (Khasra No. 122 & STP Area – 0.98 Hect., Mineral –
Bajri (Sand), Near Village – Mangla, Tehsil – Samdari, District – Barmer, (Raj.) is
granted in favor of M/s. Mahendra Singh Choudhary R/o. VPO. – Gadlakala,
Tehsil – Udaipurwati, District – Jhunjhunu, (Raj.) as per vide order no.
ME/Jalore/STP/Bajri/2018/4338-4340 on dated 23.01.2018 for the
construction of boundary wall of the Pachpadra Refinery.

2.2 Brief description of the nature of the project:
Mining of Bajri (Sand) is proposed in the STP area 0.98 hectare (Private Land),
near village – Mangla, Tehsil – Samdari, District – Barmer, Rajasthan. Mining will
be carried out by semi - mechanized opencast method. Loading of Bajri will be
done with the help of JCB in the dumper/tipper. Target production is 12500 MT
of Bajri (Sand).
2.3 Need for the project and its importance to the country and or region:
Today in India, Bajri (Sand) is used widely in domestic & all type of construction
sector, monuments construction markets, hospitality industry, export market,
handicraft, and antiques.

Sand is a naturally occurring granular material composed of finely
divided rock and mineral particles. It is defined by size, being finer
than gravel and coarser than silt. Sand can also refer to a textural class of soil or
soil type; i.e., a soil containing more than 85 percent sand-sized particles by
mass. The composition of sand varies, depending on the local rock sources and
conditions, but the most common constituent of sand in inland continental
settings and non-tropical coastal settings is silica (silicon dioxide, or SiO2),
usually in the form of quartz. The second most common type of sand is calcium
carbonate, for example, aragonite, which has mostly been created, over the past
half billion years, by various forms of life, like coral and shellfish. For example, it
is the primary form of sand apparent in areas where reefs have dominated the
ecosystem for millions of years like the Caribbean. Sand is a non-renewable
resource over human timescales, and sand suitable for making concrete is in high
demand.
2.4 Demands-supply gap:
There is large demand of Bajri (Sand) for Construction of boundary wall of
Pachpadra Refinery etc.
2.5 Imports vs. indigenous production
There will be no import for the project. There will be indigenous inputs in the
entire mining activity.
2.6 Export possibility
It is Bajri (Sand) to be procured from local market. No export is feasible. The
Bajri (Sand) will be used in Construction of boundary wall of Pachpadra Refinery
etc.

There is demand of Bajri (Sand) for Construction of boundary wall of Pachpadra

2.8 Employment generation (direct or indirect due to the project)
Project will create direct & indirect employment opportunities within the
surrounding region. Unit will use good faith efforts to employ local people from
the nearby villages depending upon the availability of skilled & un-skilled
labor surrounding the project site.
In operation phase, the proposed project would require significant workforce of
non-technical and technical persons. About 10 people will get direct
employment and 5-6 people will be affected indirectly and employed with
allied and related industries, such as transportation, maintenance, etc.
3.0 PROJECT DESCRIPTION
3.1 Type of project including interlinked and interdependent projects:
The proposed project is mining unit of Bajri (Sand) in the STP area of 0.98
hectare (Private Land), near village – Mangla, Tehsil – Samdari & District –
Barmer, Rajasthan. It is propose to produce 12500 MT of Bajri (Sand).
No Interlinked or Interdependent project. Product from this area will be used in
Construction of boundary wall of Pachpadra Refinery etc.

3.5 Project description with process details:
It is a mining project of Bajri (Sand) from the STP area of 0.98 hectare, situated at
near village – Mangla, Tehsil – Samdari & District – Barmer, (Rajasthan).
Targeted production is 12500 MT. The Bajri (Sand) here will be used in
Construction of boundary wall of Pachpadra Refinery etc. The method of mining
is opencast Semi-mechanized method.
3.5.1 Method of Mining
The proposed method of mining will be “Open pit” mining. For the systematic
working of open pit mines, benching will be done. The main development work
will be the formation of systematic benching. This benching will also give the
desired production of the Bajri (Sand). The Bajri (Sand) is a construction
material.
Drilling & Blasting: - No drilling & blasting involved in this project.
Loading & Transportation:- Loading of Bajri (Sand) will be done with the help
of JCB on truck. Dumper/ Tipper/ Trucks will be used for transportation of Bajri
(Sand) from STP area to destination.
In the operational phase, about 330 saplings will be covered plantation along the
STP area. On the above techno-economic as well as environmental consideration,
the conceptual mining plan has been drawn keeping 45° ultimate pit slope angle.

3.6 Raw material required along with estimated quantity, likely source,

No raw material will be produced by opencast semi mechanized method of
mining. The Bajri (Sand) will be loaded by JCB into trucks and transported from
STP area to destination.
The proposed production is 1250 MT it will be transported to users by using
Dumper/ trucks.

The total water requirement for the project is estimated 3.00 KLD. Water for

4.2 Land form, land use and land ownership
The STP area is generally flat area. The highest elevation of the STP area is 128
mRL and lowest elevation is 127 mRL.
4.3 Topography
The STP area of 0.98 hectare falls within Latitudes 25047’21.37” to 25047’25.63”
N & Longitudes 72029’53.67” to 72029’57.22” E. Topographical (Surface) Plan
has been prepared on a scale of 1:500 and contours have been shown at an
interval of 1 mts. The applied area is flat land. The highest elevation of the STP
area is 128 mRL and lowest elevation is 127 mRL. The ultimate depth of mining
will be upto 3 meter. No other perennial Nallah / water bodies exist in the core
area.

with all necessary medical facilities, Toilets as per the provisions of Mines Rules
will be developed. Regular medical checkup of the employees will be carried out
as per the provisions of Mines Rules 1956.
4.6 Soil classification:
The soils of the district are classified as follows:
1. Desert soil: Desert soil area is occupied by alluvium and wind blown sand,
yellowish brown, sandy to sandy loam, loose, structure less, well drained with
high permeability and lies in northern, western and central part of the district.
2. Sand dunes: These are non-calcareous soil, sandy to loamy sand, loose,
structure less and well drained. It lies in northern, western and central part of
the district.
3. Red desertic soil: These are pale brown to reddish brown soils, structure less,
loose, and well drained. Texture varies from sandy loam to sandy clay loam and
lies in eastern and south eastern part of the district.
4. Saline soil of depressions: This type of soil found in salt lakes. They are dark
grey to pale brown, heavy soils with water table very near to the surface and are
distinctly saline.
5. Lithosols & Regosols of hills: This type of soil found in isolated hills as
lithoslopes. These soils are shallow with gravels very near to the surface, high
textured, fairly drained, reddish brown in color and lies in south eastern part of
the district.
4.8 Climatic details
The district experiences arid type of climate. Mean annual rainfall (1971-2005)
of the district is 281.8 mm whereas normal rainfall (1901-1971) is lower than
average rainfall and placed at 277.5 mm. Almost 90% of the total annual rainfall
is received during the southwest monsoon, which enters the district in the first
week of July and withdraws in the mid of September. As the district lies in the
desert area, extreme of heat in summer and cold in winter is the characteristic of
the desert. Both day and night temperature increases gradually and reaches their

maximum values in May and June. The temperature varies from 48 degree in
summer to 2 degree in winter. Atmosphere is generally dry except during the
monsoon period. The humidity is highest in August with mean daily relative
humidity is 43%. The annual maximum potential evapotranspiration in the
district is 1850 mm and it is highest (260 mm) in the month of May and lowest
(77 mm) in the month of December.

4.9 Social Infrastructure
The infrastructure like toilets, first aid stations etc. will be developed near
STP area.
The nearest village is Mangla health & educational facilities (in the form of
school) are available there.
Medical facilities, Primary Health Centre are there in the area, imparting
services, for advance medical facilities. In each village one health worker has been
appointed by the Govt. to provide primary health facilities.
Village people are availing drinking water facilities generally from the
hand pump, open well and tube well. The water supply is also supplied through
tanker in few villages. During summer scarcity of water has been noticed.
Communication services like post office and telephones are available in
the nearby village.
An occupational health unit has been organized and the proposed
measures will be adopted:
Pre & Periodical Medical Checkup program for all the workers.
Compulsory medical checkup program and first-aid box with necessary
equipment has been provided.
Training for workers regarding occupational hazards.
Safety equipment i.e. dusts mask, safety shoes, gloves etc.

5.0 PLANNING BRIEF
5.1 Planning concept
It is propose to produce 12500 MT of Bajri (Sand) mineral from the STP area. It is
situated in Barmer District of Rajasthan.
5.2 Population projection
Man power requirement for mining is estimated to be 10 Nos. Most of the
employees will be recruited from neighboring village depending upon the
availability of skilled & unskilled people. Migration of highly educated and skilled
person will take place but it will be on temporary basis. So there will no
permanent migration of people, hence there will be no population projection.
5.4 Assessment of infrastructure demand (physical and social).
Temporary office and stores will be available near the STP area. Specified first-aid
box with all necessary facilities will be maintained at the site office and the rest
shelter as per Mines Act-1952. Medical facilities, Primary Health Centre are there
in the area, imparting services, for advance medical facilities. Communication
services like post office and telephones are available in the nearby village.
5.5 Facilities provided:
5.5.1 Infrastructure
Additional facilities will be made as per the requirement. Arrangements for safe
and healthy working conditions. Provision of Drinking water from nearby
villages or through tankers in dry period.
5.5.2 Landscaping and green belt development
It is proposed to plant total no. 330 saplings in the operational phase. Year wise
plantation is shown on the conceptual plan.

Place of proposed plantation: The Plantation will be done at the following
places:-
1. Along the road from STP area to village road with Consultation with Gram
Panchayat.
A number of species will be planted suitable to climate conditions this area
of like Neem, Shiris, Kaner, Pipal, Nilgiri, Lemon, Ber, etc. In addition, forest
officials will be consulted for other suitable species. The afforested area will be
encircled by a boundary of local thorny bushes to protect it from cattle’s and
regular watering thrice/twice a week (except monsoon) and maturing as
required will be done.
Protection of Plants:
Following measures is proposed for protection of plants.
The expected rate survival is assumed at 80%. To improve the survival rate in
the adverse climate condition necessary consultation would be taken from the
Forest department. Proposed plantation area shall be fenced properly for
improving the survival rate. Plantation will be carried out in the applied lease
area in phased manner.
5.5.3 Health and safety system
During the opencast working, and allied activities, all the precautionary
measures shall be taken into account as per MMR 1961 and MCDR 1988 for
safety and security.
Following Safety & Security measures will be enforced;
Moving front of the quarry shall have temporary fencing.
Permanent fencing will be provided where quarry has reached the
ultimate pit limit.
Mine entrance will have a permanent check post and record will be
maintained of all persons / vehicles entering the mine area.
Round the clock security arrangement will be provided to prevent
inadvertent entry of persons.

In spite of following all the precautionary measures and following all safety rules,
regulations and procedures, in mining accidents cannot be ruled out completely.
The applicant will formulate a Disaster Management Plan with the approval of
DGMS. Following are the accidents which can take place in semi -mechanised
opencast mining and measures proposed to be taken.
Fall of human beings or fall of machines from benches/ dumps/haul
roads.
Emergency situation due to social reason such as public unrest, terrorism
etc.
Preventive Measures:
All provisions of MMR 1961 will be followed.
Fire fighting equipment in the machinery/ workshop/ office will be
maintained. Persons will be trained in the use of fire fighting equipment and
mock rehearsal will be conducted.
Training of security personnel.
Procedures as laid down in Disaster Management Plan to be followed.

7. REHABILITATION & RESETTLEMENT PLAN
There is no human settlement within the STP area. No human settlement will be
disturbed due to the removal of Bajri (Sand). So, no Rehabilitation and
Resettlement is proposed.
8. PROJECT SCHEDULE
8.1 Proposed schedule and approval for implementation
The proposed project will be operating after getting the Environmental
Clearance from DEIAA, Barmer.
8.2 Project cost estimation
Estimated Project Cost for the proposed project is Rs. 12 Lacs

The mineral will be mined from the STP area, the Bajri (Sand) will be used for

The anticipated cost of mining is Rs. 700/- per ton cost. The Bajri (Sand) will be
used for construction of boundary wall in Pachpadra Refinery.
9. ANALYSIS OF PROPOSAL
Project will create direct & indirect employment opportunities within
the surrounding region. Unit will use good faith efforts to employ local people
from the nearby villages depending upon the availability of skilled & un-
skilled man-power surrounding the project site.
In the proposed project would require significant workforce of non-
technical and technical persons. Migration of highly education and skilled
experience will result in increase of literacy in the surrounding villages.
In addition, the proposed project shall enhance the prospects of
employment.
Assessment of the potential socioeconomic benefits during mining
focused primarily on work force requirements, acquisition of supplies, and
the temporary increased demand for services related to the mining project
like food, housing, communications, law enforcement, medical care, local
transportation etc. Due to these, additional revenue to local suppliers for
required products and services related to the construction and operation phases
of the project will generate.
Thus, mining activities will provide numerous new, although temporary,
work opportunities for both skilled and unskilled labor, as well as
contribute significantly to the local economy.
Additional government revenue expected from royalty, taxes, duties and
other fees.
An added benefit to the proposed project will result in considerable
growth of stimulating the industrial and commercial activities in the state.
Small and medium scale industries may be further developed as a consequence.
