Paint Supply Contract (N00033-09-D-8010) 1 Year Contract with 4 -1 Year options IDIQ (Indefinite delivery/indefinite quantity) Contract.
Provides for an indefinite quantity of supplies or services during a fixed period of time. Minimum and maximum quantity limits are specified in the basic contract as either number of units (for supplies) or as dollar values (for services).
Provides: Paints, solvents, cleaners, tech service, service
calls/training, and reports. Prices adjust annually via Economic Price Adjustment

Products Made Simple
There are 29 main different products that ships force and port engineers must work with (doesn’t include all the colors to choose from).
Types of Coating Systems: Underwater hull, Topsides, Non-Skid, Membrane, Void, Cofferdams, Ballast Tanks, Sanitary Tanks, Petroleum Tanks, Potable Water Tanks, Interior, Marking, Heat Resisting, Rust Penetrating, Fire Retardant.
Every ship receives a PPG Paint Handbook which provides the Product Data Sheets, Paint Coating Systems Spreadsheet, Cross Reference Guide, Poster, Rapid Response Color Card.
Ships presently can swap paint with one another because they all use the same products.
Services
Tech Reps Tech Reps assure quality by monitoring shipyard application of
products. They are extra set of eyes and ears for Port Engineers. They can
help with spec development. Tech Reps make ship visits to answer paint questions, troubleshoot
paint and corrosion problems, and provide training.
Request for Estimates (RFE) For shipyard/industrial availabilities MSC requests contractor support
in determining the amount of products needed
Warranty
If a paint system fails, a warranty covers material, tech rep services to apply the paint, and hull cleaning for antifouling paint that fouls heavily on 20% or more of the hull within two years.
The warranty also applies to unused paint in the can if the crew or shipyard opens the can and finds it defective before the shelf life has expired or if product fails within two years of application.
Lube Oil Contract
Lube Oil Supply Contract (N00033-09-D-8002) 1 Year Contract with 3-1 Year options IDIQ (Indefinite delivery/indefinite quantity) Contract.
Provides for an indefinite quantity of supplies or services during a fixed period of time.
Minimum and maximum quantity limits are specified in the basic contract as either number of units (for supplies) or as dollar values (for services).
Provides: Lube oil, greases, training, service calls, tech services, and reports.
Price adjusts semi-annually via Economic Price Adjustment.

Lube Oil Sampling Process
Ships obtain lube oil samples based on the periodicity requirements established in SAMM.
Ship submits the sample bottle to the lab using the sample bottle kit and mailers obtained through the Fuel Oil and Lube Oil Handling Equipment Contract.

Lab will test sample based on what type of sample it is based on below
Data Development
Polaris Lab will perform testing and will input all data into a prescribed XML format, which then inputs the information into the SAMM system.
The COR will then go into SAMM and bring up the Oil Analysis Program (OAS) to make recommendations on what needs to be done to the oil tested based on the results.
Recommendations sent to the Chief Engineer (CE) on the ship. It is only a recommendation because it is the CE call on what he does aboard his engine room

MARPOL and MSC Sampling Requirements
Primary Sample: representative sample of fuel delivered to the ship. The following samples are derived from the primary sample:
Representative/Retained (MARPOL) sample Retained until fuel is consumed or 12 month, whichever is greater
Supplier sample Offered to the supplier of fuel
Off-ship fuel quality sample Sent to ashore lab for testing and analysis
Retest sample Required in case retesting of the Off-ship sample is needed.
Retained onboard for 90 days or until fuel is consumed, whichever is greater
Current Sulphur Requirements
ECA – 1% max Global – 4.5% max California – Requires use of MGO 1.5% max within 24
miles of coastline (state only has 3 mile limit for jurisdiction so 24 miles being challenged in court)
EU territories – any marine fuel used by inland waterway vessels and ships “at berth” must not exceed .1% max
Only applies to generation of electricity Allows 2 hours after berthing for a change-over If max .1% S gas not on board, it is to be supplied immediately after
