As a trusted advisor to Australia’s

Department of Defence for over 15

years as part of the Property Acquistion

and Disposal panel, Currie & Brown has

been appointed to two additional panels

– Initial Business Case (IBC) and Estate

Strategic Planning (ESP).

The panel engagements, which

commenced in January of this year, are

for the provision of national services

over the next five years.

Currie & Brown’s acting managing

director, Gary Pendlebury, who has had

extensive involvement with projects for

the Department of Defence Property

Acquisition panel, will assume the role

of executive manager for all matters

associated with the IBC and ESP

panels.

With more than 20

years in property

advisory services,

Andrew has wide-

ranging experience

in the preparation of

business case and

feasibility studies,

property appraisals

to support facilities

planning and site

masterplanning, civic and commercial

property as well as all aspects of property-

related project management.

He has expertise in leading and managing

a wide range of land disposal and

community development projects for local,

state and federal government bodies.

This includes acting as project director

to manage consultant procurement,

due diligence and site investigations,

accommodation needs, site

masterplanning, stakeholder consultation

presentations, project risk analysis and

value added/capture disposal strategy

development including implementation

plans through to full delivery.

Over the past decade Andrew has

been involved in the development and

preparation of complex business cases for

a number of councils, which has included

the evaluation and development of

strategies for a wide range of projects.

He has also reviewed existing and

projected space requirements and

conducted financial analysis of property options involving council and developer

lead opportunity scenarios, stakeholder

engagement, masterplanning and the

preparation of detailed business cases.

With his strong analytical and

communication skills, evidence-based

approach and clear understanding

of particular community and political

sensitivities and challenges, Andrew has

assisted numerous councils in achieving

successful outcomes.

Andrew’s recent clients include City

of Greater Geelong, Frankston City

Council, Melton City Council, Brimbank

City Council, City of Stonnington, City of

Ballarat, South Gippsland Shire Council

and Southern Grampians Shire Council.

High-grade pilot training at

ground level‘The Department of Defence Pilot

Training System (PTS) facilities

Western Australia and three other

Australian locations are high-tech

installations for training defence

services personnel,’ explains

project director Justin Eades.

The facility focuses on a synthetic

training environment, enabling

pilots to be trained more safely

and efficiently in simulators without using high-value aircraft during

their course.

As project manager, Currie &

Brown has been involved since the

initial stages developing the brief

and engaging contractors through

a tender process and subsequently

managing the design process and

other contracts.

Currie & Brown’s ongoing role

involves liaising with the client

– the Department of Defence –

and managing every step of the

construction process on their

behalf to the completion of the

project.

The scope of the work is broad

with a number of elements in

addition to the PTS included

in the overall contract, such as

accommodation, maintenance and

logistics facilities, medical services,

airside infrastructure and hangars.

framework within Currie & Brown

is a prerequisite to ensure that

the Department of Defence is

provided with outcomes that meet

its exacting specifications and requirements every time,’ Justin

explained.

Demanding challenges met

on One One One Eagle Street

A distinctive contemporary tower

designed by leading architects Cox

Rayner, One One One Eagle Street

is located in Brisbane’s prestigious

riverfront precinct.

The world-class building’s vine-

like design with fully glazed

façade permits the entry of

abundant natural light, minimising

dependence on artificial lighting while gas-fired generators reduce peak demand on energy supply and

contribute to lower greenhouse gas

emissions.

In a first for a Brisbane CBD tower, One One One Eagle Street –

constructed by Leighton Contractors

Pty Ltd – has been awarded a

6-Star Green Star Office Design v2 certified rating by the Green Building Council of Australia.

Consisting of 56 levels over six

floors of basement and car parking, One One One soars almost 200

metres from ground level and

features an internal public plaza with

restaurants, bars, cafés and retail

outlets.

John Black, regional director in

Queensland, said that the company

faced a number of complex design,

technical, construction and project

management challenges with the

One One One Eagle Street project.

The location is one of the most

challenging CBD sites in Australia

because it is surrounded by existing

tower buildings on all sides and is

adjacent to the Brisbane River, with

unusual and difficult geotechnical conditions.

The unique top-down construction

method incorporated diaphragm wall

technology to enable tower floors to be built at the same time as the

basement was being excavated and

constructed.

A shared precinct loading dock and

car park within the site remained

operational during the three-and-

a-half year construction period,

adding to the complexity of the task.

‘Managing the key challenges

demanded a collaborative and

innovative approach, but with

effective project management and

leadership strategies, coupled

with co-ordination of the diverse

senior stakeholders and meticulous

contract documentation, we met the

owner’s development objectives,’

John added.

Currie & Brown’s Melbourne office is providing full cost management

services and town planning

services for the new Learning Hub

at Parade College’s Bundoora

campus.

‘Many items have been addressed

as part of the planning permit,

including consistency with the

approved development plan,

vegetation considerations, building

height and site coverage, vehicular

movement and compliance with

council policies and easement

restrictions on title,’ associate

director Tom Ryan noted.

Designed by CHT Architects and

constructed by Devco Builders, the

1,700m² Learning Hub comprises

two levels over a basement and

includes functional areas such

as separate learning spaces,

multimedia and audio rooms and

an outdoor learning space.

The striking façade features large

spanning pre-cast panels with

cathedral arches set with spandrel

glazing to allow the maximum

amount of natural light to enter the

building.

Acoustic panelling to interior walls

and ceilings controls noise, while

joinery has been carefully selected

to meet the needs of students and

the school. Landscaping provides

open-plan lawn areas with a

terrace for student recreation.

during the early stages of the

project and has maintained a close

working relationship with them

throughout the construction period.

Back to school for

Currie & Brown’s brief as project

manager for the $47 million

City of Wyndam Werribee Sport

and Fitness Centre (WSFC)

encompassed masterplanning,

funding application process and full

redevelopment, commencing with

a comprehensive consultant team

appointment function through a

detailed business case and project

superintendency.

‘The centre, or Eagle Stadium

as it’s known locally, is a major

regional indoor sports venue which

has established the benchmark

for community sporting facilities in

Melbourne,’ project manager Justin

Eades stated.

Originally constructed by the council

in 1978 as a one-court basketball

stadium, the upgraded WSFC now

comprises 12 standard indoor

Helping Bupa deliver quality aged care facilities

Over recent years Bupa Care

Services has acquired – or is in the

process of acquiring – sites across

New South Wales, Queensland,

Victoria and the ACT to develop

new residential aged-care facilities,

adding to its property portfolio as

part of its growth programme.

To assist in the delivery of the

facilities, Currie & Brown has been

appointed to a range of roles by

Bupa including the completion

of property due diligence

assignments, project management,

cost management and property

development services for multiple

sites across Australia.

Currie & Brown’s role has

included overseeing initial brief

development, design management,

capital development frameworks

and implementation strategies

to completion and handover of

facilities.

Bupa has developed a number

of facilities concurrently, utilising

the design and construct (D&C)

method of building procurement

and assembled consultants to

undertake the necessary design

and management leading to the

construction of aged-care facilities.

‘Currie & Brown’s role has been

multifaceted and involved projects

in various phases of property

acquisition, design development,

feasibility, cost control and

construction,’ acting managing

director for Australia, Gary

Pendlebury said.

sports, administration offices, fully equipped gymnasium and group

fitness rooms, café and a crèche.

Car parking was increased by 450

spaces while the redevelopment

– designed by Williams Ross

Architects – also included

landscaping and construction of

four new outdoor netball courts.

‘The architect and builder Watpac is

to be commended for its efforts with

WSFC, which now provides western

suburb residents with access to

one of the finest indoor and outdoor sporting complexes anywhere in

Melbourne,’ Justin added.

This has involved numerous

locations, requiring specific attention to local markets, demographics and

cost bases as well as the provision of

a variety of services such as project

management, quantity surveying and

property development.
