IT/ITeS Policy has been released on 29th May 2017 and it
has been published at the DIT website as well as at the State
Portal. Four strategic thrust areas are there in the IT Policy,
which support the various e-Governance foundations at
Tripura. The four strategic areas include 1. Digital
Transformation of Government Service, 2. Development
of Digital Infrastructure, 3. Capacity Building, Training
and Skill Development, 4. Positioning Tripura as an
attractive location for investment in IT/ITeS segment.
The vision and the mission statements ot the IT Policy
clearly articulates the above four major key themes of the
future of e-Governance direction within the state.
The Information Technology (IT) Bhavan at Indranagar
has been inaugurated on 24th April 2017 by Shri Manik
Sarkar, Hon’ble Chief Minister, Govt. of Tripura; in
presence of Shri Tapan Chakraborty, Hon’ble Minister,
IT, Govt. of Tripura; Shri Prafullajit Sinha, Hon’ble
Mayor, AMC, Agartala; Shri Sudip Roy Barman,
Hon’ble Member, Tripura Legislative Assembly; Shri
M. Nagaraju, Principal Secretary, IT, Govt. of Tripura;
Dr. Omkar Rai, DG, STPI; Shri P. K. Das, Director,
STPI, Guwahati and Shri Debapriya Bardhan, Director
IT, Govt. of Tripura. The IT Bhavan at Indranagar,
Agartala is one of the biggest IT park at Tripura. IT Bhavan
is a state of the art six storied intelligent building having
total 89,292 sq. feet carpet area. This IT Bhavan ensures
most of the cutting edge technological IT Infrastructure like,
optical fibre connectivity, Broadband connectivity, Wi-Fi
access, Video Conferencing and various other incubation
facilities. The objective of this IT Bhavan is to bring in IT
industry within the state and give employment opportunity
and employment avenues to the IT educated youth within
the State. Major part of the first floor of IT Bhavan having
5000 Sqr Ft area will be allocated for the Tripura State Data
Center (TSDC) where 3000 Sqr Ft area will be used by the
server room. This IT Bhavan shall house the Tier III State
Data Center (SDC) based on Government of India
guidelines and TIA-942 and ISO 27001:2013 standards.
The 2nd Floor having 12756 sqrt ft of carpet area currently
allotted to the Directorate of Information Technology (DIT),
Government of Tripura. Top Three Floors of the IT Bhavan
having 38,268 Sqr ft area will be utilized by the Software
Technology Park of India (STPI), a Govt of India
organization. Ready-to-use incubation space will be
available at the IT Bhavan for the start-up companies,
aspiring entrepreneurs, multinational companies in the field
of IT/ITeS and the space can be utilized as per their
requirements.

would be of the nature of:

The Software Technology Park (STP) at Lichubagan,
Agartala has been inaugurated on 25th April 2017 by Shri
P. P. Chaudhury, Hon’ble Minister of State for
Electonics & IT, Govt. of India; in presence of Shri
Tapan Chakraborty, Hon’ble Minister, IT, Govt. of
Tripura; Shri Sanjiv Mittal, Joint Secretary, MeitY,
Govt. Of India; Shri M. Nagaraju, Principal Secretary,
IT, Govt. of Tripura; Dr. Omkar Rai, DG, STPI and
Shri P. K. Das, Director, STPI, Guwahati.
3.1 Inauguration of WiFi Connectivity Setup at
Tripura State Secretariat & the new DIT
Website The Wi-Fi connectivity setup at Tripura State Secretariat
and new DIT Website have been inaugurated at Tripura
State Secretariat on 16th May 2017 by Shri Tapan
Chakraborty, Hon’ble Minister IT, Govt. of Tripura, in
presence of Shri Sanjeev Ranjan, Chief Secretary, Govt.
of Tripura, Shri M. Nagaraju, Principal Secretary IT,
Govt. of Tripura, Shri Debapriya Bardhan, Director IT,
Govt of Tripura and Shri C. K. Dhar, SIO, NIC, Tripura
State Unit.
The primary objective of this WiFi connectivity initiative is
to strengthen the convenience and ease of integration with
network components across the Government offices in a
secured digital environment at State Secretariat. A
centralized management of the wireless network that came
with required security policy would be an added benefit.
The wireless solution also will enable government
employees to connect to this network while on the move,
through their device of choice, be it tablets, iPads, or
smartphones. The WiFi connectivity initiatives taken by the
IT department will bring lots of opportunities and
convenience to the Government Offices.
The Directorate of Information Technology (DIT), Govt. of
Tripura has also taken an initiative to launch a new
department website to make it more informative, user
friendly and responsive. This also has been inaugurated in
the same event by Shri Tapan Chakraborty, Hon’ble
Minister IT, Govt. of Tripura, in presence of Shri
Sanjeev Ranjan, Chief Secretary, Govt. of Tripura, Shri
M. Nagaraju, Principal Secretary IT, Govt. of Tripura,
Shri Debapriya Bardhan, Director IT, Govt of Tripura
and Shri C. K. Dhar, SIO, NIC, Tripura State Unit. All
the current information have been updated at the DIT
Website and the information dissemination practice is
further strengthened within the state’s highlights. The link
of the DIT portal is http://www.dit.tripura.gov.in.
3.2 Agartala City Area Network (ACAN)
Under ACAN, 23 office complexes at Agartala have been
connected through optical fiber cable having backbone with
minimum 1 Gbps capacity. Till date, 67 directorate level
offices at various departments have been connected. Plan is
being prepared to connect left out offices with ACAN to
provide high speed NICNET internet services.
3.3 SWAN Coverage
All DMs, SDMs and BDOs offices were initially connected
through 2 Mbps leased lines. However, in view of increase
in usage of the network, the bandwidth has been upgraded
to 4/8/10/100/1000 Mbps depending on the requirement. At
present, using 72 SWAN PoPs, 77 sites (DM/SDM/BDOs)
are connected through SWAN. Works is in progress to
connect 12 remaining newly created blocks. Using these
SWAN PoPs, 232 numbers of various Departmental offices
are connected with NICNET.
3.4 HSWAN Coverage
Under Horizontal Extension of SWAN (HSWAN) project
89 offices have already been connected and 12 more offices
have been connected with internet services. These offices
have been connected now for providing Data, Voice and
Video services through RF (Radio Frequency), OFC
(Optical fiber cable) and Ethernet Technology. Now, it is
planned to connect all the remaining uncovered offices of

various departments at State, District, Subdivision and
Block level through HSWAN.
The project is financially supported by the user departments.
Now, all the departments have been requested to indicate
the list of offices based on the requisition received from the
departments estimations are being prepared and shared with
the departments.
3.5 Tehsil Connectivity
Under e-District project, the internet connectivity will be
provided to 222 Tehsils. Internet connectivity to 23 Tehsils
through optical fiber cable from nearest SWAN PoP (at
DM/SDM/BDO Offices) having maximum distance upto
500 meter. BSNL has been requested to provide Internet
connectivity to remaining Tehsils. BSNL has already
provided internet connectivity to 48 Tehsils with land line
broadband.
3.6 Intra District OFC Network Coverage
Intra district OFC network (USOF Funded) project was
designed to create Optical Fiber Backbone for creating
intra/inter district network connecting all DHQs and
SDHQs (Blocks) in the State. The program envisages to lay
OFC cable (at least 24 F underground) and provide 10 Gbps
bandwidth. USOF envisages to use Existing fiber and
collocation facility for creation of this network to reduce
CAPEX requirement. The bandwidth so created shall
provide high speed connectivity within the State. In Tripura
51 PoPs were identified and presently 32 PoPs have been
Commissioned by RailTel and 5 more will be commissioned
by August 2017. For remaining nodes, there is dependency
on BSNL dark fiber which is yet to be made available by
BSNL. Further, the State Government has requested DoT to
consider new 40 nodes which have come out due to
administrative reorganization by the State Government.
3.7 BharatNet Coverage
Execution of BharatNet (earlier NOFN) project in Tripura
is going in advance stage. Out of 1021 GPs/VCs, 78
GP/VCs have been commissioned and 14 GP/VCs have
been connected through NOFN pilot project. Government
of India has been requested to consider new GP/VCs in
NOFN implementation plan. NOFN has been already rolled
out in Unakoti district. The project is expected to be
completed by March 2018.
3.8 Mobile Coverage
BSNL has provided 77,487 3G connections and 2,87,833
2G (total 3,65,320) connections. BSNL is yet to provide 4G
connections. Other Telecom operators namely, Reliance
JIO, Idea, Airtel, Aircel, Vodafone and Reliance are having
23,22,477 mobile connections in Tripura.
3.9 Tripura State Data Centre
TSDC is provisioned SAN Storage system with 130 TB
RAW capacity. Currently, around 100 applications and
websites of around 50 different State Govt. Departments
/organizations are hosted and running in TSDC. Many other
departmental applications and websites are in
pipeline. TSDC has implemented Cloud Technology
solution in 2016 and it has started offering Cloud services
to few State Departments and has plan to offer Cloud
services to all State Departments.
The e-District project is being implemented for electronic
delivery of citizen centric services at district and sub-
division levels across the State. In eDistrict, 3 more services
viz. "Registration of Trees under Jote land" ,
"Verification/Re-verification of Weights, Measures,
Weighing and Measuring Instruments" and "Registration of
Packer, Manufacturer and Importer" have been added to the
e-District portal which has made the total service count to
19. The intigration of eDistrict services with UMANG
(Unified Mobile App for New-age Governance) has been
initiated and it has been targeted to complete the integration
by September 2017.
The eOffice is a Mission Mode Project under the flagship
Digital India (DI) programme. It is aimed to conduct the
office procedures electronically for a simplified, responsive,
effective and transparent working in government offices.
The eOffice has been successfully started at DIT on 30th
June 2017. This will be implemented in the other
directorates of Industry & Commerce Department (I&C)
department i.e. Industry & Commerce, Skill Development
and Handloom Handicraft & Sericulture (HHS) by next
quarter. The eOffice has been hosted at Tripura State Data
Center(TSDC) and DIT is the nodal department for
implementing the eOffice across all the departments.
CSC 2.0 scheme was launched in Dec’15 by Govt. of India.

an action plan and narratives for implementing this scheme
in timely and effective manner in Tripura as per broader
guidelines of Ministry of Electronics & Information
Technology (Meity), Govt. of India. Total sixteen (16)
District Managers in 8 districts and One (1) State Manager
are appointed for managing for CSC 2.0 day to day
operation. CSC 2.0 District Managers have started working
under DeGS for implementing CSC2.0 scheme for all the
GP/ADC villages. Expressions of Interest (EOIs) for
identification of Village Level Entrepreneur’s have been
floated in all the districts for covering remaining GP/ADC
villages across the state. About Six Hundred (600) proposals
have been received from interested VLEs out of which,
around Four Hundred and Ninety five Fifty (495) proposals
have approved and registered in Digital Seva portal. The
approved VLEs are setting up new CSCs and all the
concerned officials are extending full support to VLEs for
timely setup of CSC. Besides, a State Level Helpdesk has
been setup at DIT Agartala to quickly response for any
unresolved issue raised by VLE. Some DeGSs have further
opened to receive fresh proposals from interested VLEs for
the remaining GP/ADC villages.
Pradhan Mantri Gramin Digital Saksharta Abhiyaan
(PMGDISHA) is the scheme to make six crore persons in
rural areas, across States/UTs, digitally literate, reaching to
around 40% of rural households by covering one member
from every eligible household by 31st March, 2019. The
target of 1,95,000 has been set for Tripura. This scheme will
be implemented through CSC VLEs and Training Partners
(TP). As on date 1949 students have been registered and out
of them 357 candidates have been certified. Legal Literacy
Project (LLP) 48 CSC has been assigned to provide
awareness on Legal Literacy to the citizens. A Target of
1920 has been set for Tripura and department has
successfully completed LLP in 29th of this month with 2019
citizens trained.
A new Scheme named Tele Law Service is coming through
CSCs. For this service 40 CSCs have been identified. There
will be One(1) Panel Layer at state level and 40 Para Legal
Volunteer (PLV) who will be attached with CSCs for
collecting legal cases and panel layer will provide legal
solution to those cases.
In line with the vision of Digital India, Ministry of
Electronics and Information Technology (GoI) has initiated
the mission mode project of project of DigiGaon, to be
initially implemented in 1050 Gram Panchayats spread
across at least 30 block in equivalent number of States and
UT. The project aims to improve the delivery of health care
and education through tele-medicine and tele-education
services.
Further, provisioning of community access to IT enabled
resource centre, Wi-Fi and LED street lighting at common
place in the village will create conducive environment for
digital literacy, financial inclusion and digital access to
knowledge and services at the citizen’s end.
7. Digi Gaon (Digital Village) Initiative

State IT department has been actively engaged in ensuring
that the pre-requisites and preparation for successful
implementation are in place. Two of the blocks at Sepahijala
district, Mohanbhog (No. of GPs- 13) and Nalchar (No. of
GPS- 25) have been selected for the Digi Gaon Pilot
implementation within the state. Regarding the proposed 30
Gram Panchayets, 40 Schools and 3 PHCs, all the required
information have been Submitted to NeGD and MeitY for
further processing.
Based on the proposal submitted by DIT, an application
software has been developed by NIC for delivering Record
of Rights (RoR) like Khatian, Digital Man from CSC
outlets. The application software has been tested rigorously
to cover all test scenarios including service charge
distribution among various stakeholders. It has been
confirmed by CSC e-Gov that test outcomes are satisfactory
and the system is ready for production movement from their
end.
The Mission of National Rurban Mission (NRuM)intends to
simulate local economic development, enhance basic
services and create well planned Rurban clusters. Two (2)
Rurban clusters namely Hrishyamukh and Nirbhoypur will
be developed under South Tripura and Sepahijala Districts
respectively, which have latent potential for growth in
Tripura and trigger the overall development in the
region. The deficiency analysis and desired level
identification exercise has been performed for identifying
the IT Components and services during Integrated Cluster
Action Planning (ICAP).
Ministry of Electronics and Information Technology
(MeitY), Govt of India has rolled out a “Scheme for Skill
Development in ESDM for Digital India”.
Under the scheme, DIT has organized the ESDM workshops
on 20th May 2017 at Tripura in order to create the synergy
between the various agencies involved in the process of
implementation of the scheme. The workshop has been
inaugurated by Shri Sanjiv Mittal, Joint Secretary,
MeitY, Govt. Of India; in presence of Shri M. Nagaraju,
Principal Secretary, IT, Govt. of Tripura; Shri
Debapriya Bardhan, Director IT, Govt of Tripura and
Dr. Ashwini Kumar Sharma, DG, NIELIT. The
objective of this ESDM workshop was to share the
experience/knowledge with all the stakeholders to improve
the programme. Directorate of IT, Govt. of Tripura is
already implementing Skill Development activities in
ESDM through NIELIT-Agartala.
