NEW DEMANDSNEW POSSIBILITIES

Emissions Gap Report

November 2019

"Our collective lack of early and effective action against climate change means that we now have to reduce emissions by more than seven per cent every year."

The building and construction sector accounts for 39 % of all energy‐ and process‐related global CO2 emissions.

Production of building materials: The production and transport of building materials, such as concrete and metals, as well as demolition and waste treatment in the building sector

accounts for 11 % og the global CO2 emissions.

Improve progressively, through 2030, global resource efficiency in consumption and production and endeavour to decouple economic growth from environmental degradation, in accordance with the 10‑Year Framework of Programmes on Sustainable Consumption and Production, with developed countries taking the lead

Directive 2014/24/EU of the European Parliament

§40 Technical specifications

“A contracting authority shall stipulate the characteristics required by the works, services or supplies in the technical specifications.

The contracting authority may impose requirements for the specific processor method of production or supply of the proposed works, supplies or services and requirements concerning intellectual property rights including transfer of intellectual property rights.”

Directive 2014/24/EU of the European Parliament

§46 Labels

“In the technical specifications, the award criteria or the terms of performance of the contract, a contracting authority may require that a purchase shall carry a particular label as documentation of specific qualities”

PROCUREMENT STRATEGY

Experiences from development projects migrates into larger scale commercial projects.

- Explicit demands for LCA calculations

- Explicit demands for LCC calculations

- All larger project are certified DGNB

- Explicit demands for reuse and recycling

- Explicit demands for design for disassembly

PRACTICAL LEARNING PROCESS

The results of the project has been transformed into a

practical builders manual, that is distributed to other

municipalities

PRACTICAL LEARNING PROCESS

Often very simple building methods does not compile with traditional risk handling and therefore needs a shift in responsibility.

By insisting on a more simplistic approach general risk profile can be minimized.

In practical situations this means that the builder must accept a responsibility normally placed by contractors or advisors.

P-house Indfaldet

“In connection with tenders, an LCA statement must be submitted, which in prose explains the design choices made in connection with the project offered. The statement must include sufficiently detailed information about design considerations and documentation for implementation in the actual building design, to make it probable that the chosen solution is environmentally optimized.

The focus should be exclusively on CO2 (Global Warming Potential) in the statement.

Alternatively, LCA estimates can be prepared in LCAbyg.dk”

GOALS

Focus on CO2 emissions are kept by

builder and realized by contractor

Recycling and design for

disassembly is implemented througout the

process.

Environmental Quality

- The consumption of resources is minimized and there is a focus on the possibility of separating building components after use.

- The project's expected climate impact is as small as possible.
