On behalf of Carson Elementary School, this letter is to express fuil srpport of Price Hill Willand the West Price Hill Community Council's Neighborhood Business District ImprovementProgram OIBDIP) grant application to address the street lights along Glenway Avenue. It willalso create large gateway signs, welcoming visitors into West Price Hill's business district. Thegrant will help replace the current high-pressure sodium lights with energy efficient LED lights,along with adding large gateway signs at the business district's entrances. The LED lights emit ahigher quality of light, have greater area covgrage, and use roughly 35% less energy than thecurrent lights. Installing LED lights would be more cost-effective long term and would create a
safer pedestrian and vehicular environment along Glenway Avenue at night. These measures willhelp West Price Hill's Neighborhood Business District by creating a safer pedestrian andvehicular environment along the neighborhood's business corridor. They will also enhance WestPrice Hill's business community by adding large gateway signs.
As a school on Glenway Avenue in West Price Hill, the proposed changes will be beneficial toour students and parents who walk along this busy street daily to make it to our building. Byincreasing the visibility of street signage and traffic lights, we hope there will be a reduction inthe risk of pedestrians being injured by motorist traffic. Due to the location of our school (on thecorner of Glenway Avenue and Sunset Avenue), pedestrian safety has been a topic of concerndiscussed in our Instructional Leadership Team and Local School Decision Making Committeemeetings. The added benefit of being energy efficient supports our goal of saving 10 millionkilowatt-hours of energy during the 2018-19 school year through the My Energy Kit Challenge,a partnership with Duke Energy, offered to parents and community members.

On behalf of McDonald’s on Warsaw Avenue in East Price Hill, this letter is to express full support of
Price Hill Will and East Price Hill Improvement Association’s Neighborhood Business District
Improvement Program (NBDIP) grant application to address Warsaw Avenue’s safety issues. The grant
will help fund a traffic calming project with the Cincinnati Department of Traffic and Engineering, which
will implement measures to slow traffic on Warsaw. Possible strategies may include establishing 24-hour
parking on the north side of Warsaw near Kroger, replacing stoplights with stop signs, reducing the total
lanes of traffic from four to two with a middle left-hand turn lane, or some additional measures. The
grant also addresses improving lighting by replacing current street lights with energy efficient LED lights
which are brighter and less expensive to operate, with the goal of improving traffic safety and
decreasing crime. These measures will help East Price Hill’s Neighborhood Business District by creating a
safer pedestrian environment that will encourage more foot traffic to support local businesses.
Furthermore, East Price Hill will welcome the City of Cincinnati’s Neighborhood Enhancement Program
(NEP) and Place-Based Investigations of Violent Offender Territories (PIVOT) in 2019. If awarded, Price
Hill Will’s NBDIP grants will support the efforts of both City programs.
As the owner of McDonald’s on Warsaw Avenue in East Price Hill, the proposed changes will benefit my
business by potentially creating a safer environment for both automobiles and pedestrians. Decreases in
crime and traffic issues will improve the perspectives of the East Price Hill community, and help my
business thrive through increased traffic.

Price Hill Will is pleased to be partnering with EPHIA and WPHCC, as well as local business owners and residents, to bring safety improvements to the Warsaw and Glenway corridors. The speed of vehicular traffic on these corridors is such that it is very difficult for residents and shoppers to safely traverse the neighborhood business districts. Moreover, criminal activity is so rampant on Warsaw that our businesses are suffering. Adding LED streetlights on Warsaw and Glenway, as well as implementing long-discussed traffic calming measures on Warsaw, will finally allow us to maintain and recruit new businesses to restore health to our NBDs. As you know from the 2018 Warsaw Alive! Plan, EPHIA and Price Hill Will partnered with the City to create an ambitious vision to revive the business district along Warsaw Avenue. In the Plan, residents, business owners, local leaders, and City stakeholders set forth goals that promote resident-serving retail, create opportunities for some destination commercial activity, encourage pedestrian safety, and develop an improved perception of safety. Since the plan was adopted, EPHIA and PHW have been working diligently to implement the plan (to this end, NEP and PIVOT are currently working on Warsaw). We are thrilled to work with many City Departments, including the Police Department, to finally improve outcomes for Warsaw. Our neighbors in West Price Hill are looking forward to beginning their neighborhood planning process this month. The East Price Hill Business Alliance is in full support of the Neighborhood Business
District Improvement Program (NBDIP) grant application being made jointly by
EPHIA, the East Price Hill Improvement Association community council, the West
Price Hill Community Council (WPHCC), and Price Hill Will, the community
development corporation for Price Hill. The focus of the grant application is vehicular
and pedestrian safety on the East and West Price Hill Neighborhood Business
Districts, which abut at the intersection of Warsaw and Glenway Avenues. Improved
safety in the East Price Hill business district on Warsaw Avenue will be achieved
through LED street lighting and traffic calming measures. These environmental
modifications are needed to help retain current businesses and attract new ones.
Improving vehicular and pedestrian safety through increased lighting and decreased
traffic speeds while discouraging criminal activity will enable our business district to
become more of a destination: they will promote both automobile and foot traffic to
the NBD rather than just through the NBD.
The Warsaw Avenue Neighborhood Business District is on the brink of a
renaissance which has been many years in the making, and our community is
working hard to make the NBD stronger and better. Implementation of the outlined
improvements is needed to sustain and broaden our positive trend.
The East Price Hill Business Alliance supports these much-needed improvements
along Warsaw Avenue which will revitalize our member businesses and encourage

Longer answer – the grant solicitation identified the neighborhood of East Price Hill as the project area. So grant dollars would be applied in East Price Hill. More specifically, we know that many of the hotspots of greatest concern are directly on the Warsaw corridor, so it is fair to imagine that grant resources will concentrate on thiscorridor, but not to the exclusion of other East Price Hill locations identified as appropriate. I have attached the project abstract to this email in case that is helpful as well.(primary, secondary, tertiary goals ID’d in abstract) Any other description of the EAPLanguage from EAP is below: The Cincinnati Police Department (CPD) will work with community partners to launch an early action project during the CBCR planning phase. According to CBCR guidelines,“an early action project can be any activity that helps build confidence among community members and other partners in the CBCR process, and that illustrates the kind ofneighborhood or community improvements that could be achieved through the CBCR process and beyond.” Recent community and crosssector partner discussions have emphasized three key needs that might be addressed within the early action project: 1. A need to build a larger engagement team is necessary, particularly among small businesses in the focus area. Clearly, the higher the percentage of owners, managers,and decisionmakers that participate in the area of focus, the greater the likelihood of success. 2. A need for multilingual inclusion. Community perception is that the neighborhood’s Hispanic population has not been engaged as much as is necessary. Disconnects areperceived to exist between the Hispanic population and law enforcement, and there is concern that criminal victimization is higher than reported. 3. A need for greater public attention to the problems of violence (sometimes unreported), opioid related harms, prostitution, and human trafficking in this area;communicated in both English and Spanish. Investigators have noted a recent rise in vice arrests of Spanish speaking individuals. All three of these needs may be addressed by a robust public messaging and engagement early action project. The tentative early action project plan includes the following: 1. Acquiring billboard space in the project area to advertise project launch, to communicate engagement opportunities and contact information, and to provide basiceducation regarding project goals and recognized problems to include advertisement of Spanish language communication opportunities with law enforcement.

2. Creating and distributing doorhangers and/or flyers with messaging regarding CBCR programming, engagement opportunities and contact information, and specificcrime prevention goals and opportunities. These may also be placed at key public engagement locations, such as the local grocery store, recreation center, and centers forHispanic outreach and engagement. 3. Creation and installation of companion signage in this focus area. In a previous project site, PIVOT team members created signs somewhat similar in design to blockwatch signs, but demonstrating the partnership between the local community council and police. These signs were placed in conjunction with, but outside areas of public safetycamera surveillance. The goal was to expand the “area of awareness” so offenders would feel a greater sense of prosocial community engagement and perceive a higher risk ofapprehension. In the former project, levels of violence declined, although the impact of signage cannot be determined overandabove other coordinated interventions. Large billboards conveniently exist at either end of the area of greatest focus, the Warsaw Avenue Corridor. Small billboards currently exist near the center of this corridor. Carefully crafted art and messaging could visually define the project space, connecting signage to billboards, and to flyers and door hangers. This could raise awareness of thespace and help accomplish the early action goals of building a larger engagement team, taking steps to address multilingual barriers, and drawing greater public attention tothe problems the CBCR grant intends to help address.

I advised them on their estimates and believe that if they could garner someseed money, we can work together to develop a plan for Warsaw Avenue that would focus on improved ped safety and quality of life. I would assign a Project Managerfrom DOTE who would work with the EPHID to refine concepts and develop a fundable project, assuming that DOTE would capture outside money to construct.
