MUNICIPAL EMPLOYEES’ PENSION PLAN
2017 IN REVIEWThe Municipal Employees’ Pension Commission (the Commission) is proud to highlight the achievements of the Municipal Employees’ Pension Plan (MEPP) for 2017.
Sustainability remains one of the biggest challenges facing Canada’s defined benefit pension plans; this holds true for MEPP as well. In early 2017, stakeholder information sessions were held throughout the province to obtain feedback on the two proposed plan changes to address sustainability: the removal of portability of pension benefits once a member is eligible to retire, and an increase to contribution rates. With overwhelming support coming from the membership, amendments to The Municipal Employees’ Pension Act and The Municipal Employees’ Pension Regulations were recommended by the Commission in 2017 in an effort to keep the Plan in a healthy financial position for years to come. Both amendments were passed in 2018 and contribution rates will increase on July 1, 2018.
The Commission has also undertaken a comprehensive asset liability review with the goal of creating an
investment structure to support long-term sustainability of the Plan. A strategic investment consultant was hired to assist the Commission in its review.
MEPP continues to work towards the implementation of its new pension administration system to provide members and employers with user-friendly and convenient self-service functions. It will make the overall service experience more efficient and help the Plan keep up with the ever-changing pension environment.
Development on member engagement continued with the implementation of a new content management system for the website, a member satisfaction survey to measure MEPP’s customer service and communications, and two videos to provide members with a different option to learn about their Plan. The Commission also approved the Stakeholder Engagement Strategy focused on building and strengthening relationships between MEPP and its stakeholders.

In 2017, MEPP made pension payments to 5,624 pensioners, paying approximately $71.6 million; compared to 5,425 pensioners who received approximately $68.2 million in pension payments in 2016.
