The estimate of 25000 seems to have been made by journalist Raju Bharatan. This eventually found its way to the Guinness Book of World Records for a while. This led to some ill-will among some people and letters were written to the book compilers. Eventually the entry was removed.

Now Raju Bharatan claims 25000 is a preposterous figure, that it could not have been more than a few thousand then and the highest number should be 13000 today.
