APPROVALOF 04/18/13 AND 05/04/13 MINUTES
Motion to approve both sets of minutes made by 2 SOSE CB, seconded by 4 SOM CB.
Minutes unanimously approved.
INTRODUCTION TO CON-CON
Lucero: Just to inform you that Con-Con is happening. It's important. Project of OVP.
Many changes since 2010. Most of the previous amendments have been approved by
previous CBs, but since you are the government, giving the current admin the power.
Lucero: Procedureupload the files, will have to be approved again. Start with old
amendments, already been approved, but you can block them if you want. Once
approved, will put up for public consultation. This will take longabout a month. Once
the public approves, on queue for plebiscite. Once you've approved a provision, will
start on new provisions.
Lucero: Who can make new provisionswill be holding public consultations. Every week
I will discuss at least one provision. You will all have to approve it first, then the publicwill approve it.
Lucero: I will not tolerate people who have not read the provisions. Will upload early, at
least four days before CB. Please read them. Especially the new provisions so they can
be scheduled on time. We don't want meeting to be clarifications, petty grievances.
Need to approve a lot.
Lucero: We'll be working with CODE and they'll be presenting their own parallel
consultation. I'll be consulting the majority of the sectors, CODE will be checking thequality of the revisions and suggestions. If a political party has a problem, I'll bring it up.
If CODE thinks a provision is vague or useless, they will.
Lucero: Don't have much time since we only have a year.

Lucero: ExampleI've been hearing problems about people who are ineligible to run
because they're not Filipino citizens even if they're full-time students. Or big structure
changesif a sector wants to remove EOs, you have to talk about it, because its alegitimate concern.
Lucero: What we'll try is to make sure that every student has to vote. Example is when
they passed the 2005 constitution, they integrated it into registration. So people would
have to vote and they'd have to have to be informed. That's how important this is.
Lucero: Will take at least 20 minutes per CB meeting. Real service to your constituency.
Yu: Public consultations both before and after?o Lucero: Different levels. Public consultation-CODE will do the FGDs. We just have
to dissem. And the sectors will have their say. The new provisions will be a space
for revision. Public consultation is different from sector consultation, hopefully
with the help of the networking team.
Yu: To clarify, the new provision process includes sectoral consultation,and there will be new provisions raised in CB from there, then approve by
the public?
Lucero: After that, approve na for plebiscite. The public holds the
ball, so we have to limit our time because we need to make spacefor the constituents.
Yu: Have talked to Harvey Chua of Assembly, they're interested in
partnering with us. Also trying to get GUIDON to cover.
JGSOM SB PROJECT PRESENTATIONSOM SOPHOMORES PROM
Poe: Addressing the CB formally rather than just relying on autonomy because we think
you'd appreciate us doing that. Turning the floor over to Megan Chan and Iigo Acosta.
Acosta: SOM Prom is a recently conceptualized event from consultation with the
student body, dedicate to different SOM sophomores for training and project
management, commemorate what the Sanggu has done the past year
o Goals: 600 attendees, at least 50 non-Sanggu team members.o Points: Batch unity, student participation, giving what the students want.

Chan: One of our constituents posted something on FB as the impetus.
Poe: Reminder: project that the sophomores want to pursue, the batch wants it to
happen. Telling the CB because the question has been raised as to whether we can usethe name of the Sanggunian. Nature of a prom is questionable as to whether its in line
with Sanggu's goals, so presenting to show why it can be.
Andujare: Clarifyobjective? You're asking us for some kind of project approval.
o Poe: Asking for a go signal to use the Sanggu name.o Remo: My policy as president is to give full autonomy to School Boards for
projects. To balance, the CB holds power of the purse and the Sanggu name. In
the past, projects can carry on even without these, but it becomes more difficult.
Elicao: FB postcontext?
o Acosta: One of our reps posted the Kaye Bata blog post about how nobody caresabout the Sanggunian.
Chan: Survey on it, around 410 said yes.
o Andujare: How many are you in the batch? Chan: Around 700. Acosta: 750 to 777.
Gomez: More in-depth explanation?
o Acosta: The idea was brought up last year. Didn't push through. This year whenwe were having our PlanSem as a batch, it came up again. How we got batch
projectsfrom my and Rays platforms, asked the reps what they wanted, asked
the reps to ask the batch what they wanted. Voted as a batch board, ended up
with twelve projects, including this. Asked the batch if they really wanted it.
o Chan: Formation and participation, specifically member recruitment. Heads areSanggu, core will be non- Sanggu.
Iigo Heads are 35% Sanggu, 65% non-Sanggu. Want to help people bemore able to handle projects, help out in Sanggu work, be more inclusive.
o Chan: Last point is batch unity, unite the batch so it's not divided into courses.Racines: Have you considered why were doing this given the other issues around?
o Acosta: we're trying to address those and also do this prom.

Pam: How do you plan to incorporate Sanggu into the prom?
oAcosta: Student Movement Integrationa lot of us are willing to help out.
De Jesus: Are you only asking for the name, or will you ask for anything else? Finances?
o Acosta: If we ask for money, it will be for the formation and training part,planning part.
Yu: Do you really need the Sanggu name? Context: I'm core team of ME Soph Night. Not
officially a MEA project, but organized by members. Not in core competency of MEA to
hold a Soph Night. I can propose a similar structure for you guys. I don't think Sanggu's
name will get you many more sponsors than being Ateneans with a batch-wide event.
Andujare: Imagine your government throwing a party for Ateneans lang. What is the
picture for people not part of the party? Is this the most effective way to unite the batch?
I don't think the prom is the only answer to this batch unity issue. Parang ang
extravagant niya. What are you teaching the students? Formation? Project management?
You can learn even in your classroom.
Cruz: First survey we conducted was in November, back when we were still freshmen.
We were having a hard time getting the batch to attend projects. We did the survey to
see what they actually thought, and we were surprised with their overwhelming support.Comments and answers were overwhelming. Maybe the batch really wants this and we
want to use the project to get them to be part of it, invest in it. Want you to be part of
the process of creating it. Midpoint of our college lifeeven though its fifty people,
they'll see that you can have regular people not in Sanggu working for the batch, giving
their time and effort. Maybe we hope that they realize in the next two years that they
should actually start investing more, it's not too late.
o Chan: Invitation to step up.
Acosta: As to why Sanggu, it's bigger than the MEA context. As for the governmentexample: with Sangguniang Kabataan, they hold culminating events like this.
Yutuc: Main points are good, we did that last year. Maybe it's better that since we're
Sanggu, our nature isn't party. Improve by collaborating with other batches or schools?
The ideas are good, like with SOAR last year, just not a huge prom.

Yu: My biggest issue is that I'm not sure if its addressing a need. Based on what you've
said, there's a desire for it, but based on the things that you've mentioned, these can be
addressed in other ways more aligned to e student government. Wanting doesn't meancommitment. For MEA Soph Night, andaming nag-yes, but less came.

Remo: As your president, it's my belief that you can do whatever projects you deem fit.
But Ryan is rightif we do this, we set precedent that Sanggu can create projects like
this. Don't necessarily mean that's a bad thing. Other student governments do this.Justify to the CB. Take the VPs advice that you don't necessarily need the Sanggunian
name. It can be implied because you're the Exec. These concerns have been brought up
before. If you wish to make it a batch project, you can do it under BCA. Just a head's up,
will be noted in the minutes. You can go ahead. Details later.

Remo: Request for a change of presidership?
Motion to change presidership to VP by Sec-Gen, seconded by 2 SOM CB Rep.
Motion approved unanimously.
Remo: Elections are on Monday. Couple of announcements from ATF.
Remo: May 13 is a holiday because its assumed that you'll be voting. We have
activities that we encourage you to attend. PPRCV looking for poll-watchers. On May
15, PPCRV in partnership with Ateneo, ATF, and Sanggu is doing a parallel count. We
live in an automated election system, so after you vote, your vote will get recorded,
and at the end of the process, your vote gets remitted to a central system. But we
need to verify whether these are accurate, so we need 200 volunteers.
Remo: Two shifts: 6am to 3pm and 1pm to 10pm. Food, transpo, shirt. Official LS
event: your professors will get an official memo from ADAA asking them to extend
the common courtesy going to people who represent the school at these events.
Remo: Sign-ups close Monday because we need to give the list on Monday. Begging
all of you to please sign up for this event, so we need people to help with this.
Remo: Need three Sanggu officers per shift on May 15 to be part of the organizing
committee. Bring in your friends, barkada, bring in everyone.

Gomez: Can ADAA move my long test?
o Remo: Not sure, clear with your professor.o Andujare: Your names will be forwarded to your profs, but you will have to
be responsible for whatever you miss.

Copuyoc: Tell your profs early and also sign up. It's not immediate that your prof will get
a private letter, but ADAA will have a memo with your name that you can give
specifically to your teacher.
Remo: Memo coming out tomorrow. By Tuesday, we hope to finalize and for ADAA to
release the official list. If you do decide to come, you have to sign up. The go-ahead
from ADAA is not retroactive. We will check attendance to verify if you were there.There is a dress code: happening in Pope Pius Center in Intramuros. Valid ID, jeans, blue
or white shirt, closed shoes. Do not bring expensive electronics, no cameras.

EMERGENCY BUDGET HEARING
Andujare: This is in response to issues raised during budget hearing last Saturday May 4.Units presenting: Seniors Alliance, SOSE, DIA, SOM.
Seniors Alliance
Mondok: Asking for P3,000 each for cash prize for seniors tagline contest and batch
shirt design contest.
Andujare: Reminding everyone that the cap on tokens is P200, but as provided by the
clause in the resolution, we can still approve this as long as 2/3 of the CB approves andvotes.
De Jesus: Plain cash prize?
o Mondok: Yes.Yu: Has this been promised na?
o Mondok: No. Following what happened last year.o Yu: Not comfortable with the institution giving out cash. Can we give out
something else? Mondok: Not really part of SA, just presenting for Josh.
Gaerlan: Suggestion: instead of giving out money, gift cheques?
Motion to defer budget proposal to the next budget hearing by 3 SOM CB, seconded by
2 SOM CB. Objection by FO.
o Andujare: Defer to the end oftodays hearing. With the given time, ask Josh whythis is the number.

De Los Reyes: Presenting the Creative Project Management seminar. Not approvedbefore because it was malabo. For reps and EOsfocuses on creative project
management. We hear problems on the relevance of Sanggu, keep trying different
projects without impact. Project is meant to help reps come up with more creative
projects and services.
De Los Reyes: Asking for P7,066. Speaker on Six Thinking Hats for project management.
For GD, supplies from National.
Yu: Are you sure about the numbers?o De Los Reyes: Basing it off OSGs Google Docnumber of reps plus EOs.
Yu: Targeting everyone?De Los Reyes: Yes. Wondering if we should just do heads, but reps
can have input on the projects even if they're not heading them
themselves.
Andujare: Regular day?
o De Los Reyes: Not necessarily. Might be on a holiday.Gomez: Don't think everyone can make it.
o Yu: Reduce the headcount to 75. Even if everyone is required, people will have areason not to go. And it's not proxy-able because its a formation activity and
formation cant be passed on in that way.
Amendment accepted. Budget is now P4,566.Gomez: Bulk of our budget is food. This is an event for reps and EOs. Pangit tingnan if
we keep making events and feeding ourselves.
oAndujare: Agree. We can just do retroactive.

Copuyoc: ATF asking for P700 for posters, 11x19. Four are ATF 2013, logo that can be
used for events. Six are for events.
Motion to approve ATF poster budget by VP, seconded by Sec-Gen. Budget approved

Copuyoc: For InterMatrix, posters are too expensive. UP is cheaper for the same quality.
o Remo: Direct OFO to review supplier.Seniors Alliance
Mondok: Talked to Josh, and last year's cash prize was P2,500 each. Got them enough
response to get a winner, so the prize was enough to get a winner. Willing to only
propose P2,500.
o Andujare: Asking for method, not necessarily amount.o Mondok: Pwede namang GC of any store of the winner's choice, not straight
cash.
Yu: Seniors Alliance did this last year, there were issues. Way to assure us that it will go
well?
o Andujare: They held the contest, but at the end of the year there was anotherset of batch shirts and batch jackets because the batch didn't feel the design.
o Mondok: Will clarify with Josh as he's leading SA, make sure it doesn't happenthis year.

FINAL REMINDERS
Andujare: For approved budgets, email again proposals in the correct template to me.o Poe: Will the SA budget be credited to SOM?
Andujare: No.Andujare: Will post tonight the approved amount. We're at around P900,000 for until
August. Only one last budget hearing in August because of the new procedures of CAO
and OSA. Theyre encouraging us to think long-term and plan for the year ahead down
to the financials. Put a cap on your long-term projects. Has to be justifiable.
Andujare: For approved budgets, dig up the archives of your units for two years worthof financial background for returning projects. For new projects, just indicate.
o Dimla: August as last proposalis there nothing we can do about this? Andujare: Shouldn't be any more for the year.
Motion to suspend parliamentary procedure by FO, seconded by VP. Motion approved
unanimously.
Elicao: The sign-up sheet for reps joining Sanggu units goes live tomorrow.
Remo: On leave starting May 10 to 20, signed the paperwork giving power to Ryan for
the time being. I can still be reached by Facebook and my phone. I will reply.
