CHAPTER I : INTRODUCTION
The Office of controller of communication Accounts, West Bengal Circle which came into existence with effect of 01.10.2000 is one of the 26 such field level attached offices under Department of Telecommunications. Thus it has completed more than ten years of its existence by close of 31.3.2011. As such in pursuance to the letter of headquarter, it has started compiling Annual Reports starting with the financial year 2006-07 for internal circulations. The report contains in nutshell all the areas of activities, the jurisdiction, functions and performance of the office. It also contains resources, infrastructure, man power etc. with which the office functions. The report has been compiled to the extent possible in the sections as per the guidelines issued by the head quarters in this regard.
The jurisdiction of the office covers six circles of BSNL as regards settlement retirement benefits of BSNL employees and USO activities of west Bengal and sikkim. Besides, the office is also entrusted with the collection of license fee from the telecom license holder and spectrum charges from mobile service providers in the west Bengal service area. 1 A Jurisdiction as regards retirement benefits: The office of CCA,WBC is entrusted to settle the retirement benefits, pension matters of following six BSNL Circles:
1. West Bengal Telecom Circle (WBTC) covering the states of west Bengal and sikkim.
2. Eastern Telecom project(ETP) having 7 units located at
Kolkata,Patna,Bhubaneswar and Ranchi.
3. Eastern Telecom Region(ETR) and 9 units located at Kolkata,
Bhubaneswar, Ranchi, Patna, Shillong, Guwahati and Siliguri 4. Telegraph Check office(TCO
5. Telecom Stores(TS) having 6 units located at Kolkata, Jabalpur, Chenai,
Mumbai and new Delhi 6. Telecom factory(TS)having 3 units located at Kolkata, Gopalpur and
kharagpur.

CHAPTER II: RESOURCE OF THE OFFICE ANDINFRASTRUCTURE AVAILABLE
1. LOCATION OF THE OFFICE AND SPACE AVAILABLE
This Office is presently functioning from two places:
i) In the CPWD Building at 8,Esplanade (EAST) in 2nd,3rd and 4th Floors, Kolkata -700 069 occupying approximately 10000 above square feet.
ii) In the TCO Building (Ground Floor and First Floor) 33,BBD Bag (South), Kolkata 700 001 occupying approximately 2500 square feet.
The Administration, Accounts sections of the office and Division-II, III, V and VI dealing with settlement of pension cases of ETP, ETR, Telecom Stores and Telecom Factories respectively functions at 8, Esplanade East, Kolkata – 700 069 and Division-I and IV dealing with settlement of pension cases of WBTC and TCO functions at 33, BBD Bag (South), Kolkata – 700 001.

CHAPTER III : FUNCTIONS
The following are the main functions in a nutshell performed by this office:
1) Collection of License Fee (LF) from the Telecom License holders.
2) Collection of Spectrum Charges (SC) from the mobile service providers in West Bengal and Sikkim.
3) Realization & Accounting of Revenue of Captive VSAT License Fee.
4) Maintenance and keeping custody of Financial Bank Guarantees.
5) AGR Verification allowing deductions in Revenue Statements filed by them for assessment of License Fee.
6) Settlement of Subsidy under USO. 7) Inspections of Village Public Telephones, Rural Community Phones and RDELs.
8) Collection of Pension Contribution and Leave Salary contributions from BSNL Units. 9) Settlement of Retirement Benefits and Pension Cases.
10) Audit of Pension Vouchers. 11) Collection of GPF contribution & recoveries and Maintenance of GPF Broad Sheets.
12) Reimbursement of payments made by BSNL in respect of GPF advances and withdrawal to
the employees every month.
13) Accounting and Budgetary control of Wireless Monitoring Organization and Vigilance Telecom Monitoring Cell, West Bengal.
14) Legal , RTI, Arbitration and other functions.

Audit of pension vouchers was taken up for the first time in West Bengal in March, 2006. To begin with audit of pension paid vouchers received from banks and HPO were taken up after preparation of check Registers. EVENTS AND INITIATIVES
(I) Celebration of Hindi Fortnight:
The Hindi Fortnight for the year 2010‐11 was celebrated in the O/o the CCA, WBC from 14.10.2010 to 28.09.2010. Various programme where organized like Recitation of Hindi Poem, Drafting and noting in Hindi , Hindi Essay writing , Extempore speech etc, during the fortnight. The fortnight celebration was inaugurated by Smt. Urmimala Singh, CCA, and West Bengal Circle on 14.09.2010 and the closing ceremony held on 28.09.2010 was graced by Sri P.K. Sinha, Chief Vigilance Officer, Damodar Valley Corporation, Kolkata who gave away the prizes and certificates to the winners of various competitions. He encouraged all to use Hindi in their day to day office works.
II) Meeting with BSNL for USO:
A meeting of BSNL with CCA was held on 12th April, 2010 to discuss and sort out the common problems encountered on settling the cases pertaining to BSNL.
III) Meetings with IPs and USPs:
On the occasion of the visit of Smt. Archana G. Gulati, Jt. Administrator, USOF, New Delhi to the office of CCA, West Bengal Circle a meeting was held on 29.06.2010 with the representatives from BSNL, WB Circle (IP and USP), M/s Vodafone (IP and USP), and M/s Reliance Telecom (USP) to review the status of implementation of the Mobile Infrastructure Phase I scheme and sort out various pending issues between the IP and the USPs.

From CCA’s Desk
It gives me immense pleasure to release the Annual Report of the O/o
Controller of Communication Accounts, West Bengal Circle for the
financial year 2010-11. The Office has completed more than ten years of its
existence. During this decade all efforts have been made for maintaining
transparency and efficiency in its functioning and periodically come out
with detail reports on its functioning in various areas of activities. The
issue of Annual Reports is one such effort in that direction. Following the
guidelines issued by the DoT Headquarters, we tried our best to present the
reports in an organized way covering all areas of its functions including
updated statistical reports since inception of the office. Besides, attempts
have been made to include detail information pertaining to the circles
under jurisdiction of this office. Further, wherever it is felt desirable,
information and analytical reports have been presented with graphs and
diagrams in a precise way.
I take this opportunity to sincerely express my heartfelt gratitude to

CHAPTER I : INTRODUCTION
The Office of controller of communication Accounts, West Bengal Circle which came into existence with effect of 01.10.2000 is one of the 26 such field level attached offices under Department of Telecommunications. Thus it has completed more than ten years of its existence by close of 31.3.2011. As such in pursuance to the letter of headquarter, it has started compiling Annual Reports starting with the financial year 2006-07 for internal circulations. The report contains in nutshell all the areas of activities, the jurisdiction, functions and performance of the office. It also contains resources, infrastructure, man power etc. with which the office functions. The report has been compiled to the extent possible in the sections as per the guidelines issued by the head quarters in this regard.
The jurisdiction of the office covers six circles of BSNL as regards settlement retirement benefits of BSNL employees and USO activities of west Bengal and sikkim. This Office is presently functioning from two places:
i) In the CPWD Building at 8,Esplanade (EAST) in 2nd,3rd and 4th Floors, Kolkata -700 069 occupying approximately 10000 above square feet.
ii) In the TCO Building (Ground Floor and First Floor) 33,BBD Bag (South), Kolkata 700 001 occupying approximately 2500 square feet.
The Administration, Accounts sections of the office and Division-II, III, V and VI dealing with settlement of pension cases of ETP, ETR, Telecom Stores and Telecom Factories respectively functions at 8, Esplanade East, Kolkata – 700 069 and Division-I and IV dealing with settlement of pension cases of WBTC and TCO functions at 33, BBD Bag (South), Kolkata – 700 001.

CHAPTER III : FUNCTIONS
The following are the main functions in a nutshell performed by this office:
1) Collection of License Fee (LF) from the Telecom License holders.
2) Collection of Spectrum Charges (SC) from the mobile service providers in West Bengal and Sikkim.
3) Realization & Accounting of Revenue of Captive VSAT License Fee.
4) Maintenance and keeping custody of Financial Bank Guarantees.
5) AGR Verification allowing deductions in Revenue Statements filed by them for assessment of License Fee.
6) Settlement of Subsidy under USO. 7) Inspections of Village Public Telephones, Rural Community Phones and RDELs.
8) Collection of Pension Contribution and Leave Salary contributions from BSNL Units. 9) Settlement of Retirement Benefits and Pension Cases.
10) Audit of Pension Vouchers. 11) Collection of GPF contribution & recoveries and Maintenance of GPF Broad Sheets.
12) Reimbursement of payments made by BSNL in respect of GPF advances and withdrawal to
the employees every month.
13) Accounting and Budgetary control of Wireless Monitoring Organization and Vigilance Telecom Monitoring Cell, West Bengal.
