Food for Thought
Importance of communication 1.1
Communicating… Misperceptions, challenges and good news
Common Language
Reciprocal Understanding and Trust
Digesting,Translating
Extra complexity(Ground)Water Cooperation
Shiny and colorful!touch to "serious stuff”
Importance of communication 1.2
Communicating… Misperceptions, challenges and good news (II)
If our recipients “don’t get it” it is indeed our problem…
Good news: Growing realization of the importance of communication by donors, UN Agencies and projects’
partners.!The GEF is increasingly promoting and investing in knowledge management/sharing tools and programs
Importance of communication 1.3
What is it then?
Communication is a strategic storytelling
Outreach, awareness raising,
dissemination, knowledge
management, information sharing,!
replication,!advocacy, capacity building…
Outreach strategy and action plan 2.1

!10. Training Programs on existing legal instruments and guidelines related to groundwater governance for decision makers in the Water – Energy – Food sectors designed and implemented.
!Records of face to face training events and webinars !Lists of attendees

14. Partnership Conference, aimed at raising awareness and interest of the international community and ODA providers on project outcomes and objectives.
Donor interest in the region, TA and investments do not respond to a strategic vision to address conjunctive surface and groundwater management and investments in the Transboundary Syr Darya Basin and sub-‐basins in an integrated manner.
Partnership Declaration issued at the end of the Conference
Strategic vision reElected in concrete actions in countries planning instruments and project records will attract sustained interest from donors and ODA providers in facilitating SAP implementation.
5.1. Project experiences and lessons disseminated globally and regionally. Expected Outcomes
Expected Outputs
5.1.2. Publication and dissemination of key project documents, workshop and conferences documentation, experience notes, hydro- geological and other maps, translated into regional languages.
5.1.1 Project web site (following IW LEARN standards) created, IWENS produced, use of GEF 5 IW tracking tool and participation at GEF IW conferences and other IW LEARN activities ensured.
Outreach strategy and action plan 2.2
Analysis and assessment will be done by UNESCO-IHP in close cooperation with project partners and national focal points
Why is it relevant? (changing behavior, influencing
decision-making, preventing resource degradation,..)
When do we take action? (timeline)
Whom do we want to communicate it to?
(Who’s our audience(s)?)!
What do we want to communicate?
(What’s our message(s)?)!
How do we want to communicate it? (What channels/vehicles will
we use?)!
Outreach strategy and action plan
Outreach strategy and action plan 2.4
Additional remarks / mental notes
A successful strategy is no one-size-fits-all: tailored approaches, tools and messages adapted to audiences
Successful communication is an ongoing process, not a one-time event. Adaptation: it is important to “keep at it” - just as being flexible and creative in responding to changing conditions
Resources need to be properly budgeted: tools and activities tailored to the level of time and human and financial resources available

IW:LEARN and Groundwater CoP 3.1
What IW LEARN is…
International Waters Learning Exchange And Resource Network
“Strengthening IW Portfolio !
Delivery and Impact”!(3rd phase:2011-2014)!
strong focus on groundwater
IW:LEARN is an umbrella project (corporate program) dedicated to knowledge and information management within the GEF International Waters portfolio. It is a unique initiative.
!
Goal: To strengthen Transboundary Waters Management (TWM) by facilitating portfolio learning amongst GEF IW projects and partners and by providing a
series of services to facilitate this exchange!IWLEARN.NET supports knowledge sharing in the GEF IW portfolio and
contains project-related information, contacts, documents, e.g. case studies, Transboundary Diagnostic Analyses, Strategic Action Programmes, news and events.!
IW:LEARN and Groundwater CoP 3.2
… and what it can do for you

TECHNICAL SUPPORT SERVICES www.iwlearn.net/websitetoolkit
PROJECT-PROJECT LEARNING EXCHANGES/TWINNING EXERCISES
TARGETED TRAINING
OUTREACH: INFORMATION CAPTURE, SYNTHESIS, DISSEMINATION

Question & Answer 1.1
Food for Thought…
In your experience, what do you recall as a successful example of good communication activity?
Is there any particular cultural aspect that we should consider when preparing the outreach strategy?
What should be avoided?
At the national level, can you share an example of existing initiatives that we
could link our efforts to? Rakhmet, Katta Rahmat,Рахмат,
Thank You, Merci, Rakhmat, Спасибо
