DRAFT MINUTES WORK SESSION AND MEETING OF THE
FORT MYERS BEACH FIRE CONTROL DISTRICT BOARD OF FIRE COMMISSIONERS
TIME: 9:30 AM DATE: January 23, 2018
PLACE: 2755 Estero Boulevard – Public Library Fort Myers Beach, Florida 33931
IN ATTENDANCE: Chairwoman Morris, Vice-Chairman Schindler, Secretary/Treasurer Raymond, Commissioner Wood, Commissioner Fleming, Fire Chief Love, District members and members of the public.
1. Meeting Called to Order
2. Pledge of Allegiance
3. Adoption of Agenda Chairwoman Morris called for a motion to approve the agenda. Vice-Chairman Schindler made a motion to approve the agenda. Commissioner Fleming seconded. Chairwoman Morris discussed the purpose of new business, item 10A. The Board of Commissioners discussed this item and agreed to combine it with old business, item 9A. Motion approved unanimously 5 – 0.
4. December 19, 2017 Regular Meeting Minutes [Discussion/Approval] Chairwoman Morris called for a motion to approve the December 19, 2017 meeting minutes. Secretary/Treasurer Raymond made a motion to approve the December 19, 2017 meeting minutes. Vice-Chairman Schindler seconded. Motion approved unanimously 5 – 0.

7. Slumber Safe Presentation (Executive Assistant Fire Chief Ron Martin)
[Information]
8. Attorney Report Chairwoman Morris stated that she recently attended depositions for the Darren White case. Chairwoman Morris reported that a second amendment has been filed. The jury trial is scheduled for April 16th, 2018.
9. Old Business A. Follow-Up Discussion: Commissioner, Board and Officer Duties
[Information/Discussion]

The Board of Commissioners discussed Officer positions in regards to the re-election in November 2018. The Board of Commissioners also discussed the advantages and disadvantages of having the same Officers every year.
B. Strategic Planning Follow-Up Discussion & Feedback Points [Information/Discussion] The Board of Commissioners discussed follow-up questions and gave feedback for the preparation of the Strategic Plan.
10. New Business
A. Current Commissioner Backgrounds Discussion [Information/Discussion] Item removed and combined with Old Business 9A.
B. Fire Chief Annual Appraisal Process [Information/Discussion] The Board of Commissioners and Chief Love discussed the annual appraisal process. The Fire Chief’s Annual Appraisal will be discussed at the next work session and meeting and the Fire Chief’s annual evaluation will be given at the next regular monthly board meeting.
C. Administration Job Description Updates [Discussion/Approval] Chief Love reviewed the updated changes to the Administrative Assistant and the Facilities and Logistics Manager Positions with the Board of Commissioners. Chairwoman Morris called for a motion. Commissioner Fleming made a motion to approve the Administrative Assistant and Facility and Logistics Manager job descriptions and associated compensation levels. Vice-Chairman Schindler seconded. Motion approved unanimously 5 – 0.
11. Reports from Union Representatives Districts 3 and 15
No reports were provided.
12. Fire Chief Remarks [Information/Discussion] • The District’s onsite financial audit has been completed. • Exhaust systems have been installed at all stations and are working well. • Update on the pricing and usage of tablets for the Board of Commissioners. The
Board of Commissioners agreed that the tablets should be in the budget for next year.
• Final count of attendees for the FASD conference. • Appreciation to Fire Prevention Specialist Adams and Genevrino on receiving a
very nice recognition from the community. • Congratulations to Executive Assistant Fire Chief Martin on his re-accreditation
for Center of Public Safety Excellence Fire Officer designation. • Engine 32 attended the Golisano Childrens Hospital Event.

13. Remarks of Commissioners [Information] Secretary/Treasurer Raymond stated that he liked the discussion the Board of Commissioners had today and that he is happy with everyone. Commissioner Fleming stated that he is looking forward to receiving a report regarding negotiations. Commissioner Fleming wished the crews a slow and safe day.

December proved to be another very busy month with all of the Spirit of the Holidays planning meetings and events. I want to thank all of our members who participated in these events as well as the community for their donations to the Beach Kids Foundation.
Our Command Staff attended a retirement lunch for Captain Matt Powell in December. We would like to wish him the best in his retirement and welcome his replacement Captain Casale back to Fort Myers Beach. The Lee County Sherriff’s Office has been a fantastic partner in protecting our community and we look forward to another successful year working together. I recently had the privilege of delivering “A Vision of Leadership” class in our recruit training program for our newest employee Michael Tejeda. I would like to welcome him to the Fort Myers Beach Fire Department family and wish him the best of luck for a long and successful career. We held a Swearing-In Ceremony in December for our new members and their families. Please join me in welcoming them to our team! Thank you to the families and to our members who attended the ceremony. Although there was a lot of discussion regarding the New Year’s Eve fireworks, we are very happy that there was a show after all! I would like to thank the community members who funded the firework show as well as our members who inspected the fireworks, and the members who attended the event to ensure safety and fun for our residents and visitors. I hope everyone had a safe and enjoyable holiday and I look forward to the New Year!

Operations Branch Operations Branch Supervisor-Executive Assistant Fire Chief Scott Wirth December is an active time for the Operations branch. Our team worked with the Beach Children’s Foundation to provide a Merry Christmas to approximately 20 families. Bicycles and gifts were delivered to families all across the island. Our Fireifghters completed the annual hose testing at Fire Station 33. All of our fire hose in the Department was removed from the trucks and storage racks then tested for any deficiencies. Everybody had a safe and happy holiday season. December 2017 Incidents: 283 2017 Year to Date Incidents: 3490 Average Emergent Incident Response Time: 4:46
Training, Education & Safety
Training Division Supervisor- Assistant Chief Billy Cockman Although December is usually a light month for training, the Department was provided an opportunity to train in an acquired structure. The Forum Business Center at the corner of College Pkwy / Winkler Rd. is under renovation. Thanks to the generosity of the building owner and Stevens Construction, we were able to join our neighboring agencies in this rare, but invaluable opportunity to conduct hands-on training evolutions. The crews were able to practice ladder drills, fire hose management plus victim search and removal exercises. A big thank you to Iona-McGregor Fire for allowing us to participate. This includes an internal Focus Group, which will handle our quality assurance/quality improvement issues presented through our “Just Culture” model.

Highlights from this month include: The Administrative Services branch cataloged all existing proposed District policies;
establishing dates for evaluation and update if needed. This is part of an ongoing initiative to streamline workflow and ensure policies are reviewed periodically.
December marks the end of another calendar year and the office of finance is busy reconciling vendor and payroll information to generate Internal Revenue Forms for timely filings. A new system was implemented to partner with an online service for printing and mailing employee W2 forms and vendor 1099 payments.

Planning and implementation of the Tenzinga performance appraisal and management system is underway. Special thanks to Chief Love and Patty Coram, HR and Administrative Assistant, for building the labor intensive framework to complete the first phase of rolling out the program.

I would like to wish everyone a very happy and healthy 2018!!
In January, we completed the Annual Financial Audit. I would like to thank Finance and Administrative Services Director Jane Thompson and other staff members for their hours of preparation to make the audit run smoothly. I would like to thank Executive Assistant Fire Chief Wirth for attending the promotional testing for Operations Chief at Iona-McGregor Fire District. We hope that the process went well and wish the new Chief the best of luck! This has provided us a great opportunity to deliver service back to our neighboring fire organizations, as they also send representatives to aid us in promotional processes. We have continued meetings with Local 1826 District 3 regarding the new contract. I would like to thank our negotiation team and DVP Williamson for their time and the hard work they have put in to ensure that the best contract is put into place for the future of our department. I look forward to soon finalizing the contract. In January, we held another round of “Chat with the Chief” sessions with all of the stations and every shift. It was a full three days, and was very beneficial. I would like to thank all of the members who participated in the sessions. I received some excellent feedback, and our staff is putting together plans for how we can make improvements in our operations and respond to these inquires. Our department attended the Friday Night Lights at the Golisano Hospital again this year. This event is one of the most rewarding events for our team. I would like to thank all of our members as well as the surrounding departments who come together to make this event so memorable. I hope everyone had a safe and enjoyable holiday and I look forward to the new year!

Operations Branch Operations Branch Supervisor-Executive Assistant Fire Chief Scott Wirth In January the Operations Branch completed our annual ladder testing. The truck-mounted ladder on Truck 33 and all the ground (extension) ladders in the department were tested and recertified. After a thorough analysis of our historical fire alarm activations, the Department implemeneted a refined response matrix where one fire engine is sent to general fire alarm activations. This change will keep additional units available for other calls while minimizing wear and tear on our vehicles. The new fire engine came out of engineering and is on the production line, with delivery scheduled for mid-May. Lee County Division of Public Safety (LCDPS) is replacing their computer aided dispatch (CAD) system. FMBFD has been invited to provide input; the Operations staff attended the first meeting during January. Training, Education & Safety
Training Division Supervisor- Assistant Chief Billy Cockman The Training Division is preparing for upcoming promotional testing. Driver Engineer evolutions are being updated and refined so that candidates can perfect their skills prior to the promotional testing. The Training Division worked with the Lee County Training Co-op to prepare for live fire training to take place in early February. We also brought Waldorf University on site to provide guidance to our personnel and enrolling new students in fire and EMS related fields of study. Training hours for January include:

Emergency Medical Services (EMS)
EMS Division Supervisor- Division Chief Randy Kraus During the month of January, the Emergency Medical Services Division conducted both live and web based learning. Lectures included HIPAA awareness, Documentation, Patient and Provider Safety, and the introduction of our “Just Culture” quality management program. Web based training consisted of our County-Wide Protocols. The topics were Universal Care, Patient Safety, and Airway Management. Our personnel also viewed a lecture from our Medical Director, Dr. Joe Lemmons, on performing a rapid assessment. Finally, we started training our personnel on ‘Defensive Tactics for E.M.S Providers”. With violence against E.M.S. providers becoming more relevant in the pre-hospital arena, we have started an educational and practical training series for our personnel to learn how to deal with violent encounters.

The month of January was active as the Life Safety Team began to roll out Slumber Safe to our community. In addition, after the holiday lull, construction activity resumed and our inspectors were busy as usual.

Highlights from this month include: Employment announcements were posted for the positons of Administrative Assistant
and Facility & Logistics Manager. Independent Auditors completed their review of the District’s financial records, policies
and adherence to various compliance requirements. The initial draft of the financial report is expected in April.
The FEMA reimbursement request package was released by the regional representative that was assigned to the District to assist in the filing process. The next step in the process is a FEMA upper level documentation review.
Budget development for year ending September 30, 2019 commenced with review and update of the District’s Capital Asset Replacement and Sustainment Plan.

HISTORY Per the Fire Chief employment agreement which commenced on March 21, 2016, “The Fire Chief shall be reviewed by the District’s Board of Commissioners on annual basis, at least one (1) month prior to the anniversary date of this agreement. At the conclusion of the annual review, if the Fire Chief’s performance exceeds the satisfactory level, he will be eligible for an annual monetary salary increase, tied to performance, as determined by the District Board of Commissioners.” As discussed in the February 7, 2017 Board of Commissioners Work Session Meeting the Board will publicly provide the Annual Fire Chief Evaluation. In the previous meeting, the Board discussed in detail each of the items on the Fire Chief’s Appraisal Form. RECOMMENDATION In the January 23, 2018 Work Session Meeting, Commissioners were encouraged to complete the Chief Performance Appraisal Form, and to meet with the Fire Chief to provide personal evaluation comments.
At this meeting, Commissioners will provide applicable scores and comments, and may choose to accept the final evaluation.
