Overall unemployment rate is 3%

Behind the glamorous façade there is a worsening rich-poor gap

Gini Coefficient: 0.537 in 2011, and still rising

What did government do?

Youth Pre-employment training program:

US$10,000,000 per year with training

allowance provided to employers who hire young employees

Youth Employment Start program to enhance youth

their employability skills: US$2,000,000 per year

What did government do?

Employees Retraining Board – 800

courses in 30 different industries with annual budget

of over US$70 million Age of joining Employees Retraining Board

programs lowered to 15

What did Government do?

Vocational Training Council offering career-oriented diploma, professional diploma, high diploma and associate degree courses

Government subvention to VTC: US$300 million per year with over 20,000 students

Did it work and what is missing?

The policies were designed just to “get by”, for

young people to gain basic skills and be employed in entry level jobs

The policies are not intended for young people to

have a choice and to thrive as human beings and

have aspirations
