Big enough to go it alone Clear Channel stunned the Big
Apple when it pulled out of NYMRAD,
the New York Market Radio Association
(a story the M Street Daily fax broke dune
II). Simply put, Clear Channel believes
its now big enough to go it alone in
New York when it comes to promoting
radio as an advertising medium. The
effects on NYMRAD are still unclear.
There's a June 28 board meeting
scheduled, just before CC's scheduled
duly I pullout. But coming on top of Viacom/Infinity withdrawing from the
NAB, Clear Channel demonstrates that
things really are changing in a
fundamental way. CC Radio chief Randy
Michaels has been saying it. So has Mel
Karmazin. The playing field will never
look the same.

In a brief 5 -day period, Charlie Banta's Millennium Radio Group committed $200M to buy 8 stations in
New Jersey from Press and Nassau.
That's on top of the 3 Atlantic City stations and I LMA that Millennium is
acquiring from Citadel for $20M. Banta's not alone in his strategy of creating a "state -wide distribution system ", as he tells M Street. But he is
being more public about it than most:
Regional consolidators like Keymarket,
Commonwealth and Pamal are choosing to keep quiet about their intentions - so as not to alert potential sellers. Lenders love the selling and programming efficiencies promised by
regional consolidators. And for many
operators - it's the only way to compete
with giants like Clear Channel (now
operating in nearly everyArbitron -rated
market), Infinity, Citadel, Cumulus, Cox,
and the other "big guys."
Infinity bets on talk and rock
M Street For-
mat Trend: The ballyhooed signing of Opie &
Anthony isn't just another syndication deal. Infinity has committed to putting the afternoon drive team into 22 of its markets, virtually blanketing the top IO
markets.
There's a second ingredient in
the "talk and rock" mix: The also - ballyhooed re- signing of currently - syndicated Don & Mike. For some longtime Infinity rockers, that means a
decided shift away from a music identity (probably rock or classic rock) that features a talk -based morning show (maybe Howard Stern). To something that more closely resembles talk - but
talk that's targeted at 18 -49 males. We're
already seeing it at Infinity rocker WYSP
Philadelphia (94.1), which was the first out -of -town station to add Opie &
Anthony in afternoon drive.

WASHINGTON THIS WEEK
Slight delay: The FCC won't take up newspaper -broadcast cross -ownership this month. That's despite the fact that a Notice of Proposed Rulemaking got bumped from the May
monthly meeting agenda at the last second. The
time's still not right and the item is not on the
agenda for the June 20 meeting. Why not? Two
new Commissioners are still getting their feet wet
(Abernathy and Copps), and the third isn't even
in the buildingyet (see the next story). We do
expect the FCC to launch a Notice of Proposed
Rulemaking on the rule forbidding newspapers
from owning radio or TV in the same local market.
But it won't be out until Chairman Powell feels
it's ready.
Oops: There was a little White House oversight about new FCC Corn. Kevin Martin. Unless Bush acts to fix the problem
with a quick recess appointment to cover the days
between now and July I, Martin can't start his
new job until July - even though his nomination
was approved by the Senate along with Kathleen
Abernathy's and Michael Copps. Here's why:
Both Abernathy and Copps' are technically assuming the remaining portions of existing terms
(for Harold Furchtgott -Roth and Susan Ness).
Martin was supposed to be nominated to serve
both the last month of departed Chairman Bill Kennard's term, and his own separate 5-year term,
beginning July I. Somehow, the Senate voted to
approve only Martin's own term, not the balance
of Kennard's. Abernathy and Copps have already
moved into their 8th floor offices and begun naming interim staffs. Martin may be conducting the same activities - but not at the Portals. Meanwhile. Furchtgott -Roth and Ness have now
ended their service at the FCC.
Yes, Virginia, there's no indecency crackdown (with apologies to the little girl who asked about the existence of Santa). That's right, despite the notoriety of the FCC's
$7,000 fine against Citadel's KKMG, Pueblo, CO
for playing a radio edit of Eminem's "Real Slim
Shady" -M Street hears that the Commission is
NOT hell -bent on some new crusade to clean up
the airwaves. It will deal with complaints as they're
presented. And the KKMG fine demonstrates that
the Commission won't let a licensee hide behind
the argument that it was playing the record label's
"radio edit" of a potentially offensive song. It's
always, always, always the licensee who is
ultimately responsible.
After 17years, the FCC finally resolves the nighttime interference Question for WTOP, KSTP and WLQV. They all share the same
frequency - 1500 KHz, and the same dilemma
of a metro that has grown outside of the station's
nighttime directional coverage. Around 1984,
they applied for permission to allow greater "mutual interference" in their nulls, and a
relaxation of the strict clear channel AM rules.
Finally, the FCC has notified the licensees their plan is being accepted. All three will benefit:
Bonneville's WTOP, Washington, D.C. picks up
coverage in suburbs like Montgomery County,
MD. Hubbard's KSTP. St. Paul adds areas like
Woodbury, MN and western Wisconsin. Midwest's WLQV, Detroit gains coverage around
the Motor City with a new 10 -kw authorization. WTOP's problem grew so severe that it bought
an FM to cover part of the Virginia suburbs, then
also began simulcasting WTOP on the Frederick -
licensed 820 that it owns (WXTR).
A IS year fight over a new FM in Asheville, NC has an unexpected O.Heniy ending. The
Zeb Lee family takes a stunning loss, as the FCC
reverses the findings of its own Administrative Law Judge and Review Board to award the CP for
a class A at 96.S to Liberty Productions - which
received a substantial loan from Cumulus in 1999.
This is the famous "Biltmore Forest" case, named
after the city of license, and its produced some
of the most bizarre sights we've witnessed inyears - including at one time, two parties broadcasting
on 96.5 at the same time. Bottom line: Orion
Communications, started by Zeb Lee and
continued by his family after his death. loses
again. Two other parties are also out. Liberty
gets the CP, as the FCC accepts its winning auction bid of $2,336,000. The station is actually
on the air now as rocker WZLS, operated temporarily by Orion through an STA. FCC
Commissioner Gloria Tristani strongly dissented
from the decision, claiming it "renders our rule
against misrepresentation almost unenforceable."

Cumulus removes an albatross from around
its neck by reaching a settlement agreement over class action lawsuits. Terms are better than
some expected: Cumulus agrees to pay
$13 million cash and 240,000 shares to settle its class action suit with shareholders. And insurance will cover
more than half the cash portion of the
settlement ($7,250.000 of the $13 million). The shareholder lawsuits started piling up
as soon as Cumulus made that infamous
March 16, 2000 confession about re-
stating revenues and expenses for Q. Q2
and Q3 of 1999. Still to come: a final
"stipulation of settlement" and approval by
a judge. Now it's up to CEO Lew Dickey
to produce results that will build confidence among still -jittery shareholders.
CUMULUS
WCBS won't win any MARCONI Marconis in New Orleans AWARDS on September 7. Neither will WINS, KNX, KMOX, KDKA, WCCO. WWI or KYW. We're 100% sure of that, because all of those fine
stations are owned by Infinity - and Viacom/Infinity pulled its membership from the NAB earlier thisyear, and thus is
ineligible to participate in the Marconi voting. Somebody jokingly compared the
competition to the 1980 Olympics. where
the U.S. boycotted the Olympics because
of the Russian invasion of Afghanistan.
That's being cruel to the good stations owned by Clear Channel, Cox, Citadel and
plenty of others. But even the list of Legendary Station nominees looks a little odd, by historical standards: KNIX, Phoenix; KSL, Salt Lake City; WDAF,
Kansas City; WHAS, Louisville: And WQXR, New York City. That's two for Clear Channel, one for Bonneville, one for
Entercom, one for the New York Times.
Ballots mail to NAB members in early July
and they're due back to KPMG Peat
Marwick by August 6. Read up on the
final nominees in 22 categories at
"NAB.org."
Arguments are breaking out over how to report revenues to third parties like Miller Kaplan. M Street hears that some managers are squabbling about reporting (or not reporting) Non Traditional Revenue
(NTR) from station concerts and events,
and income from off -air activities like
dating services. There's also the Question
of how to treat network revenues and sports
revenues. The arguing has gotten public in Los Angeles: Infinity declined to report its pacings for one week. (Though contrary
to the gossip, it didn't withhold monthly revenue figures.) We hear that George
Nadel Rivin at Miller Kaplan is working on
a new uniform revenue reporting standard.
Southern California Broadcasters Association exec Mary Beth Garber tells
M Street that consistent reporting standards for revenues are "good for advertisers, good for stations, and good for Wall Street."

Eater" ad for Bud Light, which wins this
year's $100.000 Radio Mercury Award.
DDB /Chicago also won the top prize last
year, making it the first back -to -back winner in the IOyears since the RAB and
the Radio Creative Fund launched the
Mercurys in 1982, with the objective of encouraging agencies to pay more attention to radio. The RAB's offering a

the sentiments of Lifetime Achievement Award Winner Stan Richards, of the Dallas -based Richards Group: "Radio is
such a marvelous medium for a writer." He
can't fathom why agencies "tend to discount radio" in their creative output: "The senior guy does the TV, but the kid
who joined three weeks ago" is assigned
to write the radio spot.
RIP, veteran broker Kevin Cox. Kevin was
one of the brokers from the Chapman firm
who split in 1990 to open Media Services
Group. Before doing brokerage work Cox
had been a VP at NBC Radio Network and
Executive VP of RKO Radio Reps, and
station manager at Metromedia's WIP,
Philadelphia. Media Services Group reports Kevin Cox died at his home in
suburban Philadelphia after a long battle with ALS: Lou Gehrig's Disease.

TRANSACTION BRIEF The following items are based on recent, noteworthy ownership- transfer applications filed with the FCC. The information is based on FCC contracts filed with the Commission and made public within the last few weeks. Market and revenue information is based on data culled from Duncan's American Radio and from M Street's own databases. The transactions are arranged in descending order of sales price. New Jersey: Charlie Banta's Millennium Radio Group makes two
major strikes in the Garden State - #1, Millennium pays $110M for 3 NJ stations from Press
Communications. Those are hybrid talk/oldies "New Jersey 101.5"
WKXW, Trenton, a class B at 101.5. Its south Jersey simulcast partner
WBSS -FM, Millville. a B at 97.3. And adult standards WBUD, Trenton
at 1260 (5 -kw day, 2.5 -kw night, DA -2). Banta's Millennium Radio
Group already has a toehold in New Jersey with the pending $20M
purchase of Citadel's cluster in Atlantic City, which M Street expects
to close around July I. Does $110M sound like a boatload of money?
Garden Staters believe WKXW bills in the mid -teens, and is a major
player in most of the wealthy state's Arbitron markets, from Monmouth -
Ocean ( #49) to Middlesex- Somerset -Union ( #33) and Trenton ( #139).
#2, Adding to its new base of "New Jersey 101.5" WKXW, Millennium wraps up the Jersey Shore with the $90M pickup of 5 stations from
Nassau Broadcasting Partners. The properties: Hot AC "The Point"
WJLK at 94.3, a class A licensed to Asbury Park. Adult standards
WOBM at 1160, licensed to Lakewood, with 5000 watts day. 8900 night, DA -2. AC "Ocean" WOBM -FM at 92.7, an A licensed to Toms
River. CHR "B98.5" WBBO at 98.5, an A licensed to Ocean Acres.
Adult standards WADB at 1310, licensed to Asbury Park (the onetime WJLK -AM). with 2500 watts day 1000 watts night, DA -2. We won't be
surprised if the FCC throws red flags at these deals. The proceeds
should nearly relieve Lou Mercatanti's Nassau of debt, as Nassau
concentrates on central New Jersey, Allentown, PA and the Philadelphia
area.
Bryan- College Station, TX: Clear Channel fills out its cluster
with the $2.5M acquisition of KBMA, Bryan (99.5). Class A "La
Fabulosa" pulled a 4.9 share 12+ in the Fall 2000 Arbitron for Bryan -
College Station, TX - but the FCC red -flags this sale to Clear Channel.
CC currently holds two other stations there: country "Aggie 95" KAGG,
with an 11.3 share. While AC KKYS scored even higher, with a 17.6.
Tejano KBMA is being sold by Felix Torres's Mexican American Communications
Eau Claire, WI: David Nelson files to buy a sixth station, and
it's the CP for a new class O FM at 99.9. Nelson's acquiring the
Construction Permit for the Cornell, WI- licensed station from Lawrence
Busse for $403,200. Nelson's currently running a 5- station cluster
that includes "Wax 104" WAXX, a recent Marconi winner and double - digit -share country station. Competitor Clear Channel just filed to
acquire classic rock WISM -FM - its 7th station in Eau Claire.
Northern Michigan: WHST, Tawas City (106.1) will go non-
commercial when Northern Christian Radio takes over. WHST has
been doing hot AC as "Mix" for seller Northern Radio Network, but
the buyer is asking the FCC to re- license it as a non -commercial station
to be operated as a satellite of its religious - formatted WPHN, Gaylord.
MI at 90.5. Buyer also owns WOLW, Cadillac at 91.1, run the same
way. Seller Northern Radio Network still has other stations in Michigan.
such as WHAK -AM/FM, Rogers City and WHSB, Alpena.
Bridgeport, CT: Brokered -time specialist Otto Miller buys WDJZ
(1530). Otto previously managed stations in New York City for Arthur Liu's Multicultural Broadcasting. and he's been buying (and sometimes
selling) his own stations since he struck out on his own. This $425,000 deal is for 5 -kw daytimer WDJZ, licensed to Bridgeport. CT. It's already
doing Spanish -language religion and ethnic programming for seller
Candido Carrelo. Looks as if Carrelo retains WFNW, Naugatuck, CT,
which gets much of its programming from WDJZ. Miller owns
Baltimore -area WJSS and Alexandria's KTTP.
Western Kentucky: Hart County Communications buys its first
FM. That's "Kickin' Country" WKNK, a class A at 99.1 licensed to
Edmonton. Seller is Metcalfe Communications (Judy Crabtree), and
buyer is Hart County Communications, which has classic country WLOC, Munfordville, KY. Principals of Hart County are Dewayne
Forbis, James Tapp, Mary Shelton, Preston Thompson and Terry Shelton,
and they're paying Metcalfe $350,000. There's an LMA prior to closing
on WKNK.
Duluth- Superior: Duke Wright's Midwest Communications buys
the Shockley stations from breakup specialist Roger Ohlrich. In January
Roger bought all the Shockley radio and TV stations from husband
and wife Terry and Sandy Shockley. He spun the Rochester, MN Fox
TV back to them, sold their Wisconsin TV properties to Quincy Newspapers - but kept the six radio stations in Duluth- Superior.
Now they're going. Here's what Duke Wright gets: full- service KDAL.
Duluth at 610. Soft AC KDAL -FM, Duluth at 95.7. Rock KRBR,
Superior at 102.5. "Cat Country" KTCO. Duluth at 98.9. Sports WDSM,
Superior at 710 KHz. And Radio Disney affiliate KXTP. Superior at
970. There was an immediate LMA. Kalil & Co. brokered Ohlrich's sale of the radio stations, just as it did the Shockley -to- Ohlrich transaction.
Chicago, IL: Jon Yinger's Midwest Broadcasting takes over WAUR
as part of a $4M purchase. This is the station that Brad Saul hoped to
buy for the Radio Center for People with Disabilities. But now Catholic
Radio Network deals WAUR to Detroit -based owner and broker Jon
Yinger for $4 million. Yinger starts a one-year LMA and has the option to purchase WAUR at any point during the next 12 months. It's got
2500 watts day, 4200 night, DA -2.

After looking at seeral options, we decided on the VADIS platfo-m and DC consoles from KLOTZ. says John Decker, Chief Engineer, Capstar Communications, Tucson. "Why? First, our install would be much faster since most of the plant wing could be reduced to a simple Ethernet line and a fiber optic cable connecting each room with our rack room.
"Secondly, all tour stations were to be housed in the same facility, and we had to share audio sources all around he plant. This is a function that is part of the KLOTZ system. Our entire plant is now based on a digital audio back- bone' that provides an improved audio signal.
We also purchased five DC consoles. The air talent finds the CC consoles simple to operate. They can put any source in our plant on any fader of the console with a simple LCD button in the meter bridge. Giving the operator the ability to call up any source to a fader is rtt. A. great since each ooerator prefers a different arrangement of soi rtes on the console.'

Raunch, Hoaxes and Payola Yes, radio is a whipping boy
again: "The media" - newspapers and TV - are happy to say negative things about the radio industry, and lately radio's
supplied plenty of fodder. Such as: The FCC's $7,000 indecency fine against KKMG, Pueblo, CO for airing the radio edit of Eminem's "Real Slim Shady." The L.A. Times' allegations of more payola
investigations. Kramer & Twitch's phony report about Britney Spears and boyfriend Justin Timberlake being killed. And we
haven't even mentioned the wild pig in
Tampa. All those stories have been
printed in papers in the U.S., Canada and
around the world. But maybe the public
Kramer r& Twitch isn't as shocked as it used to be: syndicated columnist Bob Greene says
about the payola stories, "Nobody cares." And just two weeks after Clear Channel's KEGL, Dallas fired Kramer & Twitch, Infinity's WKRK -FM, Detroit hired them
for a better airshift. Makes you wonder why folks used to get upset over the remarks of a guy named Howard Stern...

Like Bill Murray's "Groundhog Day" movie, EEO just won't go away
The federal courts keep knocking down the FCC's attempts at crafting EEO
recruitment and reporting rules that can
pass constitutional muster, but the Commission - now led by Republican Chairman Michael Powell - keeps coming back for another replay. The full D.C. Circuit Court of Appeals has just rejected the FCC's request for partial review, and
Powell vows to return for another try before the end of theyear. He's looking for regs that "increase employment opportunity in a manner that complies with the judicial limitations." For now, state broadcasters associations have won their battle. But just like "Groundhog Day ", they'd better be prepared to rewind, and
do it all over again.
The Big Two Clear Channel (with a
MIDuncan -estimated I $3,794,000,000 in 2000 revenues) and Infinity
($2,495,000,000) are clearly the Big Two radio groups to emerge from Jim
li11110,LllIl Rad Duncan's analysis
of 2000 radio revenues. #3 is Cox Radio - with $482,000,000, less than one -fifth the size of #2 Infinity.
Radio's level of consolidation made the spotlight thanks to a Washington Post column signed by Senators Fritz Hollings (D -SC) and Byron Dorgan (D- ND). They said that just four groups control 90% of the nation's radio revenue.
And warned that other industries shouldn't be allowed to consolidate the way radio has.
They even called it a
"frenzy." Fritz Hokgs(D-SC) (tfrc" °^lo-r°9 Duncan shows that the Senators' analysis is way off: The Big Two have about 37% of the pie. And the top four (adding Cox and ABC) are
certainly big - but they did about 42.2 %.
Not 90 %.

WASHINGTON THIS WEEK
Don't tell Chairman Powell he's pro - business. He's quickly gotten sensitive to that charge. In fact, ending the newspaper -
broadcast cross -ownership ban is just one of the controversial issues Powell has taken heat
on from consumer groups and Democrats in
the 5 short months that he's been FCC
Chairman. At the June 21 Federal Communications Bar Association luncheon
Powell fired back: He said "Everything we do
is about consumers ", and "deregulation for its
own sake is not responsible policy."
Federal courts may be leaning toward deregulation. The D.C. Circuit Court of Appeals rules that Sinclair gets to keep
its TV duopolies, for now. This is important
because it demonstrates again that the federal
sascourts are ready to blow up some of the
Surum BROADCAST GROUP FCC's long -held rules
about media ownership. Sinclair was facing
an FCC divestiture deadline of August 6 - but it won a stay from the appellate court,
allowing Sinclair to retain its LMAs in Dayton,
Charleston, SC, Columbus, OH and Charleston, WV. The courts previously invalidated the FCC's cable ownership caps,
and Viacom wants them to blast away the FCC's
35% national TV cap.
Virgin Islands operator Family Broadcasting moves a step closer to license revocation. The Commission rejects
Family's Petition for Reconsideration on
procedural grounds and continues to threaten
Family with a Show Cause order leading to possible license revocation. The FCC found
both technical problems (operating WSTX -FM,
Christiansted at 100.3 from an unauthorized
location) and problems with misrepresentation. Principal Gerard Luz A. lames asked to let he and his wife convey all
their stock in WSTX and WSTX -FM to their
children. The Commission says Family is just
trying to stave off a possible fine of as much
as $275,000 and revocation of both licenses.
Hardball in political advertising: On the eve
of the New Jersey
gubernatorial primary, y Republican candidate + Bret Schundler threatened
radio stations with legal
action if they took an ad Bratsax,naer alluvia :org
from his competitor. Schundler's attorneys
warned stations they'd face legal consequences, according to the NI
Broadcasters Association. It faxed out a
reminder that federal law requires broadcasters
to run commercials from candidates, and they
can't be sued for doing so. Schundler was
fighting allegations of Republican primary rival
Bob Franks that he'd used money from a
scholarship fund for his own campaign
purposes. The upshot: Schundler whipped
rival Bob Franks, S7% to 43 %.
infinity's not in the NAB - and that hurts the association in the pocketbook. The NAB misses the dues Mel Karmazin was
paying, even though NAB exec John David tells
the Radio Board that
membership is at
near -record levels
and it continues to add members. But
the new
memberships don't make up for the Mel Karmazin, Assoaated Press
loss of Infinity, because big stations in big markets pay stiffer membership dues than
daytimers in unrated markets. Karmazin and
Sumner Redstone pulled Viacom out of the
NAB because of the TV Board's position on
the 35% national cap, and Infinity radio fell
under the heading of "innocent bystander."

Clear Channel's return to streaming (using Hiwire) is focusing attention on
broadcasters streaming on the
web - as opposed to the Internet -only radio stories most papers have been writing about. That's because its such a big
return - 250 stations in the top SO
markets. That could help transform the
marketplace and create a more visible
ad medium. The big "hiccup" in
streaming occurred in April with the
agency and buying service demands
about AFTRA- talent spots. Now CC
and others are plugging in ad- insertion
solutions to get back online.

Now that #6- ranked group Citadel has gone private in a $2 billion acquisition by Forstmann Little, expect it to go into acquisition mode- and to fortify current markets.
The June 26 closing (at $26 a share)
happened just as planned, and we
expect C tadel's Larry Wilson to get
back into action. The new Duncan
rankings put Citadel's 2000 revenue
at $368 million, with 204 stations - just behind #5 Entercom at $392 million.
The rhythmic oldies format took another major- market hit. Greater Media bowed to the ratings and knocked
off "Jammin' Gold" WEJM in
Philadelphia at 95.7. It replaced the
O'Jays and Motown with a hot AC
named "Mix." And in Pittsburgh. Clear
Channel laid off four staffers at
rhythmic oldies WJJJ (104.7), though
keeping the format in place and using
lots of cyberjocking from other markets. Clear Channel has kept rhythmic oldies on stations like WIJJ
and New York-market WTIM (105.1), but
has adjusted the approach much closer
to urban AC. New York is now "The
Heart & Soul of New York" and
featuring soul classics.
Arbitron will ARBITRON rate Mexico City beginning this Fall. Its Arbitron's first syndicated
radio measurement outside the U.S.,
and it has enough support to pull it off from both Mexican station owners and
agencies (many of them Mexican affiliates of giants like BBDO, Leo
Burnett and McCann). M Street notes
that at presstime, Arbitron still hadn't
renewed its #1 U.S. client, Clear Channel, in many of its U.S. markets.
But Clear Channel -affiliated Grupo Acir is supporting the expansion to Mexico
City. The first quarterly book there will be Fall 2001, delivered in February
2002. And catch this: Arbitron is
employing 100% electronic delivery of the estimates. No printed books.
Role model for Clear Channel? Jacksonville is putting TV, outdoor and II radio stations under one roof in a new 120,000- square foot facility.
Is this the future for Clear Channel, at
least in some markets? The new facility
will house two TV stations (Fox
affiliate WAWS -TV, Channel 30 and
UPN affiliate WTEV, Channel 47). The
7 radio stations that Clear Channel
owns, including country FMs WQIK
and "Rooster" WROO. The 4 stations
that Clear Channel sells via a Joint Sales
Agreement with Mark Jorgenson's
Concord Media. And they're building a new 30,000 -square foot building behind the current TV facility to house
CC's local outdoor operations.
RIP, Maurie Webster and Norm Goldsmith. The industry has lost two
old friends - and if you didn't know
either Maurie or Norm yourself, you probably know somebody who has a
6- degrees -of- separation kind of relationship with them. Maurie Webster worked at CBS Radio Network, was president of the New York
Market Radio group (NYMRAD) for IS
years, and mentored plenty of younger
broadcasters. While talented and
colorful sales trainer and former group
head Norm Goldsmith died after a heart
operation in Napa, CA - and left $15,000 for his pals to have a party
with.

TRANSACTION BRIEF The following items are based on recent, noteworthy ownership - transfer applications filed with the FCC. The information is based on FCC contracts filed with the Commission and made public within the last few weeks. Market and revenue information is based on data culled from Duncan's American Radio and from M Street's own databases. The transactions are arranged in descending order of sales price. When known, broker notices are included.
Macon -to- Atlanta, GA: Radio One's buying WPEZ, Macon (107.9) for $55M and moving it northwest to Atlanta. That news came after Radio One blew up the urban AC "Magic" format on one
of its two existing Atlanta FMs (WAMJ, Roswell at 107.5), and took it smooth jazz. Now it appears Radio One may be creating another place
to park the urban AC format: Move -in WPEZ, which will re- license from
Macon to Hampton, GA and downgrade from a CI to a C2. Seller is U.S.
Broadcasting, which got FCC permission for the technical change on
January 4 - and now is reaping the benefits. Radio One begins an LMA- to -buy with WPEZ on September I and will presumably debut its new
format then. George Reed and Tom McKinley of Media Services Group repped U.S. Broadcasting in the sale.
Springfield, Illinois: Clear Channel buys Ben and Sam
Stratemeyers' 80s -based WXAJ (99.7) for $2.8M. WXAI is a recent Class B sign -on licensed to Hillsboro, IL, south of the state capital of Springfield, and northeast of St. Louis. Seller Union Broadcasting is
comprised of brothers Ben and Sam Stratemeyer. Separately, Ben and
Sam are dealing their dance -CHR WKIB, Anna, IL to Withers for $2
million. Both deals were brokered by Greg Guy of Patrick Communications.
Frankfort, KY: Clear Channel buys 5 stations from Commonwealth for $3.8M. Commonwealth is one of those quiet regional consolidators we mentioned in the June 13 M Street Journal, and it's a little surprising that Glasgow, KY -based Brereton Jones and
Steve Newberry are dealing away this cluster in their home state. The
stations are oldies WFKY at 1490 (I -kw fulltime, ND); all -news WKYW, a class A at 104.9; AC "Star" WKED -FM, a class A at 103.7; oldies WCND, Shelbyville at 940 (250 -w day, 10 -w night); and "Thunder Country" WTHQ Shelbyville, an A at 101.7.
Bangor, ME: Clear Channel shifts WGUY (102.1) to Mark Jorgenson's Concord Media. We'd bet the divestiture in Bangor (Arbitron market #274) is related to Clear Channel's $3.75M deal to buy standards WABI (910) and CHR "B97" WWBX from Charles Hutchins' Gopher Hill Communications. CC may need to divest WGUY to make the Gopher Hill deal work. Oldies "Y102" WGUY is a Class C2
at 102.1 and it did a 2.8 share 12+ in the Fall Arbitron
Lexington, KY: Lynn Martin acquires Jack Mortenson's "Star 92" WSTL, Carlisle (92.1). Will Martin keep WSTL doing contemporary Christian? It's one to watch. His current Lexington- Fayette stations include sports WLXG (1300), hot AC WCDA (106.3), AC WGKS (96.9) and (pending closing) urban WBTF. Something else to watch: a pending upgrade to make WSTL a C2 facility. Meanwhile, Blue Chip must find a
new buyer for Lexington- market WLXO, Stamping Ground (96.1). Lynn
Martin was originally supposed to acquire both of Blue Chip's Lexington
FMs (WLXO and WBTF). But the FCC local- ownership rules force him
to choose, and Martin will buy WSTL and pass on WLXO.
Victoria, TX: Clear Channel pays $650.000 for Tejano KVLT
(92.3). That gives CC a third FM there, alongside "Kix 108" KIXS
and classic rock KLUB. The new addition to the family is KVLT, which
the seller picked up only a little more than ayear ago for $350,000. Now Gerald Benavides' Paisano Communications deals the Class A facility to Clear Channel. Broker: Bill Whitley of Media Services Group.
Amarillo, TX: KPQZ (100.9) goes into receivership, for the
second time In less than fouryears. Court -appointed receiver Roger
Cox is asking the FCC to transfer control of the company that owns
KPQZ, Mandujanoy Asosiados, to him. That's pursuant to a Texas
state court receivership proceeding. The irony is that Socorro Mandujano
and her group themselves acquired the station out of receivership, in a
deal with then -receiver Robert R. Sanders. That was in 1998. Class CI
KPQZ is doing a variety of Spanish -language programming, and pulled
a 2.7 share 12+ in the Fall Arbitron.
Linden, AL: The court- appointed receiver sells Bishop Willis - owned black gospel WNPT -FM (102.9 MHz) for $450,000. This
had to be a two -garter, because of the FCC rules about who's eligible to
take a license. #1, WNPT -FM buyer Jason Schmitt gets the FCC license
from receiver Beckham Palmer Ill. #2, Schmitt buys the physical property
from Bishop Willis' main creditor, Ellis Parker. Parker picked up the
tangible property of class C2 facility WNPT -FM, Linden, AL in a
foreclosure sale on February 27.
Parkersburg, WV: Recent sign -on WVVV (96.9) sells for $1.3M. Interesting for a couple of reasons: Buyer Bennco just sold in-
market oldies WDMX to Clear Channel. And the station Bennco's
buying is a product of a recent FM Auction: WVVV, licensed to Williamstown, WV. Seller is Ronald Bishop. Bennco had to certify to the FCC that there's no "unjust enrichment" in the $1.3M deal, since
Bennco had the same bidding credit as Bishop.
Tampa, FL: Salem buys a second Tampa AM for $6,750,000 and will launch a new simulcast. Salem will throw the 570 KHz now
known as WTBN into a simulcast with the 910 KHz facility it acquired in
a swap with Cox. Here's the latest sale: Salem pays Mark Jorgenson's
Synchronous Media Group /Concord Media $6.75M for WTBN, Pinellas
Park, FL. It's a low- end -of- the -dial signal at 570 with 5 -kw day and night,
but directional full -time. And the directional characteristic of the signal
is what allows Salem to simulcast it with its existing Tampa -area AM, the Plant City -licensed 910. Salem will change calls on the 910 from
WSUN to WTWD as it goes into the simulcast. Salem says the new
format will use its Christian talk and teaching format, to be known as
"Central Florida's Word." It begins an LMA with the 570 on July 16.
