CEOC Emergency Activation

• The County EOC will activate when:– A City activates its EOC and requests support

from the Operational Area

– Two or more cities have proclaimed a local emergency

– The County proclaims a local emergency

During an LACO EOC Activation

• OEM monitors escalating incidents

• OEM ensures that responding agencies get incident information

• OEM distributes incident information to BOS and EM partners

• OEM keeps the State informed about response actions & capabilities

• OEM coordinates with Sheriff’s Department in activating CEOC

• OEM staffs key CEOC positions and provides liaisons to other EOCs, as necessary

• OEM collects cost and damage information to support requests for State or Federal assistance

2014 Winter Storm

• Facilitate daily stakeholder conference call

• CEOC Activated in support of the cities

• Processed Proclamations

• Expedite damage claims w/ State

Damage Assessments

• Initial Damage Assessment (IDA’s); Private property and small businesses

• Preliminary Damage Assessment (PDA’s)-Cal-OES and FEMA

• Public Assistance-$33M Threshold per incident

Emergency Proclamations

• Must be declared W/I 10 days of event

• Grants certain legal immunities

• Enables local agencies to request State Assistance
