COURSE PLAN
OBJECTIVE OF THE COURSE
Administrative law is relating to Administrative agencies and it is a very important and interesting
subject as it affects the day to day life of all citizens who have dealings with the State and its officers.
This area of law deals with the conduct expected from Public officials in performing their duties and
also the rights available to ordinary citizen when they are affected by an arbitrary decision of a public
authority. Special attention is given to the scope of judicial review and access to judicial review.
COURSE CONTENT:
The course will cover the following areas:

3. Judicial Control of Administrative Action
4. Doctrine of Ultra Vires
5. Control of Discretionary Powers

DAY SCHOOLS AND COURSE MATERIALS
Ten day schools of two hours duration will be held during this academic year. Your course material
consists of two blocks. Block I contains 6 lessons from 1-6 and the Block II also contains 6 lessons from
7-12. Although day schools are not compulsory, please attend day schools as you will find it very
difficult to understand the fundamental principles of Administrative Law without the help of a teacher.
METHOD OF ASSESSMENT
You will be tested on the following lessons at each of the two assignment tests. Please note that this programme is primarily a self study programme. You should study these lessons even if they have not
been discussed at the day school.
• CA component - There will be 2 class room tests. In addition to class room tests students are expected to make take home assignment. (Weight age for CAT- 30%)
• Final Examination - There will be a 3 hour paper on this subject. (Weight age for final
examination -70%)

eligibility to sit for the final examination is a must and at CA tests you can earn up to 30% of your
examination marks before you sit for the final examination.

LWU 3311/LLU5709 is being offered through Moodle as a supplementary course. Please read case law
and legislation through this on line facility. This will be useful to update your knowledge and obtain

LAND LAW ORAL PRESENTATION
You are required to present for an oral presentation in Land Law on the date and time
given in the admission form. This presentation is a compulsory element of your course in
Land Law. This means that you will not be eligible to sit the final examination for this
course unless you present yourself for this test and obtain a pass mark for it, i.e. 20 out
of 50 marks.

COURSE PLAN
OBJECTIVE OF THE COURSE
The aim of this course is to provide students with a wide knowledge of environmental
and development issues, in Sri Lanka and globally. Students will be studying
environmental laws and policies contained in Sri Lankan legislation as well as in
international agreements. After completing this course students should have a
knowledge of national and global environmental problems, the fundamental principles
of environmental law, the linkages between environment and development, and a
range of environmental issues.
DELIVERY MODE Day Schools
Ten day schools of two hours duration each will be held during this academic year. The time
table for day schools has already been given to you together with the registration package.
Although day schools are not compulsory but you are strongly advised to attend these as it
provides you an opportunity to discuss any issues and problems with your day school
academic.
METHOD OF ASSESSMENT The method of assessment is made up of the following components:
• Two Continuous Assignment Tests
• Environmental Law Group Project Report (Compulsory)
• Final Examination
CONTINUOUS ASSIGNMENTS TESTS
These tests will be held under examination conditions. Please note that since this is a self-study
programme you will be tested on the assigned lessons even if they have not been discussed in the
day school.
1st Assignment test
06th May 2019– you will be tested on Lessons 1 – 5.
2nd Assignment test
13th August 2019– you will be tested on Lessons 1 - 10

ENVIRONMENTAL LAW PROJECT REPORT
You are expected to submit a Project Report as a Take Home Assignment in this course. It is important
to note that the Environmental Law Project Report is a compulsory component of the course and students must obtain a pass mark in the project report to be eligible to sit the final examination.
You will be notified of the guidelines and question for the project report.
The last date of submission for the project report is 09th September 2019. An additional grace period
of 5 days will be given for hand delivered project reports only. Please note that any project report
submitted after 14th September 2019 will not be accepted by the department, for any reason whatsoever. Your project report should be enclosed in the folders provided. You could fix it at the
beginning of the report.
FINAL EXAMINATION
Confirmed dates will be notified later.
SUPPLEMENTARY MATERIALS This course has two blocks of written study materials and several power point presentations which will
be posted to students on the Moodle platform. You will be issued with instructions at registration on
how to register for Moodle and log in. There is a discussion forum on Moodle which we hope you will
use to keep in touch with your fellow students and your teachers. In particular this will help students

year final examination. While your performance at the end of year examination will make a
70% contribution towards your final overall mark the balance 30% comes from your
performance at the continuous assessments, which comprise of two closed-book assignment
tests and a Take Home Assignment.

Please note the following clause in the Examination Regulations of the Open University
