The Breckland Context

Breckland Council Corporate Plan 2015-19 priority to enable stronger, more independent communities and work with partners on supporting older people to remain active, participative and live independently within the community.

Breckland Older People’s Forum in place and working well [supported by district].

In Breckland, 1 in 4 people are aged 65+ and the population is ageing.

District Councils have a housing specific role but also… Customer Services, Environmental Services, Community Services and Leisure.

Housing – wider context

• Poor housing conditions have a detrimental impact on health

• Impact on the NHS budget of well over £0.5 billion per year

• LA and RP controlled housing has improved significantly

• Issues around the current and the future condition of private [rented] housing stock

• Need for housing stock that meets demographic needs

Central Norfolk Strategic Housing Market Assessment…

• Evidence base for Local Plan development and Policy Formation• Assessment of housing needs for Older People

For example… Central Norfolk has a current supply of 6,053 specialist housing units and a projected gross need for 21,850 specialist homes by 2036. This indicates a provisional net need for 15,797 specialist housing units, of various types and tenures.

New housing supply for older people is a complex issue, and any future specialist housing needs to be considered within the wider health and social care policy context.
