Entitlement Requirements for PEL Bachelor’s degree w/ conferred date

Masters (if endorsement requires it)

Complete approved preparation program PEL coursework Student Teaching

Testing Test of basic skills Content test APT/edTPA

Effective March 10, 2016, all educators who have completed student teaching prior to August 31, 2015, are eligible to complete either the APT 188 or the edTPA

Grade “C” or above

Scenario 1: Candidate A attends ISBE University as a graduate student

in a secondary education program (Biology). Candidate A has completed all program/licensure coursework and requirements for entitlement but needs to complete two more courses to attain the Masters.

ISBE University plans to entitle candidate A for their initial PEL endorsed in 9-12 Biology before they attain the Masters.

Question: What degree(s) should the entitling institution enter in the degree screen?

Answer: Enter degree name and conferred date from the institution in which candidate A completed their bachelors. The entitling institution may enter “N” for “No Degree” in Secondary Education with no date as they did not graduate with a degree but completed program/licensure requirements. When the candidate graduates with the Masters, they can

send in an official transcript showing the conferred date of the Masters and ISBE support staff will update the degree to reflect a Masters for the entitling institution.
