LHC is the leading independent provider of technical product advice and procurement solutions. Our free to use procurement frameworks help local authorities, social landlords and other public sector bodies make more informed choices about the products and services they need for the construction, refurbishment and maintenance of social housing and public buildings.

A record year for our members
During the year ending 31st March 2015, LHC frameworks were used by our clients and members to buy over £210m of products and services. This was beyond our expectations but reflects the continuing high standard of the frameworks we develop and manage.
The volume of purchasing made through LHC frameworks in 2014-15 continues the growth trend we’ve seen over the last five years and represents a 21% increase on the previous year. We’re very excited to have helped 155 public sector organisations use our frameworks 289 times on 417 projects.
With such a growth in projects and purchasing – an increase of 250% over the last five years – we’re happy to report a record rebate for our members this year. They will receive a share just under £2,400,000 for reinvestment to improve the economic and social value in their communities.
The rebate is a significant bonus for our members on top of the savings LHC frameworks generate in terms of management and administration time. We are trusted by our clients and members to address every aspect of their procurement decision-making, including financial, quality, sustainability, local and compliance requirements. Detailed specifications and sourcing of the most capable suppliers can be left to us.
The feedback we’ve received on the skill and experience we have in this area has encouraged us to formalise the support we provide with a new consultancy service. Updates on this initiative will be published in our e-Newsletter and on the LHC website www.lhc.gov.uk.
Other innovations include the launch of a framework for off-site solutions for new build housing and further enhancements of the range of framework solutions we offer.
We have strengthened our team of building professionals to make sure our frameworks remain technically excellent. Our framework development programme is supported with further investment in marketing activity, to make sure we engage with as many clients and members as possible and attract the best suppliers to tender for the frameworks. You’ll be seeing much more of our new look and feel – a brand we’ve put in place to strengthen how we communicate with all of our stakeholders. Our enhanced client engagement team is committed to providing the best possible advice to clients and members and is backed up by LHC IT and admin personnel who strive to maximise efficiency in all of our systems.

Once LHC Appointed Companies have been established for a framework, the process of calling-off projects and commissioning work is very efficient. Terms and rates have been agreed and even when a mini competition is required, the majority of contractual arrangements have already been finalised. Project work can start quickly.

Members who spend more than £200,000 on two or more frameworks in a year, will benefit from a share in the LHC operating surplus we return to members, which in 2014/15 was just under £2,400,000.

Geographical coverage
Our industry leading frameworks were used 289 times by our clients and members on 419 projects around the UK.
As a result we saved them 411,825 hours, the equivalent of £25,721,000 in management and administration costs.
Our most successful year to date meant a record £2,390,556 was returned to members from the LHC surplus.
