LED Street-lighting Update

Board of Public Utilities March 3, 2012

Pros:

Lower energy consumption

Longer lifespan

Prices have been dropping

White lights (True to Color)

Improved visibility

Good option for new installations

Cons:

Still expensive vs. High Pressure Sodium

Needs a heat regulator to work

Not able to meet lighting levels in a retrofit

What is an LED (Light Emitting Diode)?

Riverside’s LED Programs

2008 - RPU’s began researching LED lamps as a possible

replacement/retrofit

LEDs claim to be more energy efficient than the existing High Pressure

Sodium lamps

LEDs claim to have a longer life span thus reducing maintenance

2009 - RPU began testing this new technology with installation of 14

new LED lights on Overlook Parkway

2010 - RPU received Federal Grant to retrofit 200 existing High

Pressure Sodium (HPS) lamps with LEDs

2012 - RPU may be installing LED lamps in the Wood Streets area

Overlook Parkway

April 2009 - Board approved LED test project

Overlook Parkway selected as testing location due to “gap” in lighting

Construction of new streetlights completed August 2010

RPU’s staff designed this area to meet Illuminating Engineering Society

(IES) Standards using LED lights

Results:

• Installed 14 concrete standards and 14 (157W) LED luminaires

• New LED’s have an estimated 35% energy savings per lamp

• New LED’s have double the life expectancy of existing HPS

• Overall response from the residents in this area has been positive

LED Grant Project

January 2010 - RPU awarded $254,050 of Federal Grant Funds to

install LED luminaires

June 18, 2010 - Board approved retrofit locations:

• Orange Street – State Route 60 to Reid Park

• Martin Luther King Boulevard – Chicago Avenue to Canyon Crest Drive

• Tyler Street – Wells Avenue to Hole Avenue

• Hole Avenue – Tyler Street to La Sierra Avenue

May 2011 - Retrofit completed

Results:

• Replaced 75 existing (100W) HPS with 75 (65W) LEDs

• Replaced 125 existing (200W) HPS with 120 (130W) LEDs

• Estimated 35% Energy Savings per lamp

• Estimated two times the lifespan of a High Pressure Sodium

• Lighting levels on retrofits do not meet IES Standards

• LEDs are not a good option as a retrofit

LED Grant Project

Results of the LED Projects

In a new design, LEDs will save the City 35% in Energy Costs

LEDs have a 10 year warranty from manufacturers

Community response has been positive for the LEDs

Manufacturers are saying the LEDs have a 20 year lifespan – time will tell

The City’s current lighting system was designed to meet the IES Standards

for High Pressure Sodium fixtures.

In 2012, RPU may be using LED lamps for the new streetlight design in

the Wood Streets area.

Plan is to redesign the existing layout to meet the appropriate lighting

levels while saving the City money by going with a lower wattage LED.

New lamp expected to decrease maintenance costs - a major concern in

this area

The Future of LEDs in Riverside

Recommendation

That the Board of Public Utilities receive and file this oral report.
