Sealed proposals will be received by the Lapeer County Road Commission at their office, 820Davis Lake Road, Lapeer, Michigan 48446 until 1:00PM, Monday, April 10, 2017 at which timeand place proposals will be opened for Detail 8 Joint Repairs on M-53 from Imlay City Road toBowers Road.
The Lapeer County Road Commission reserves the right to reject any or all bids and to waiveany irregularities in bidding and to make the award, in whole or in part, as may appear to be inthe best interest of the County Of Lapeer. No bid may be withdrawn after the scheduledclosing time for receiving bids for at least forty-five (45) days. A certified check or bankdraft payable to the Lapeer County Road Commission or a bid bond in an amount equalto five percent (5%) of the bid shall be submitted with the bid. No proposal will be receivedunless made on blanks furnished by and delivered to the Lapeer County Road Commission onor before 1:00PM, Local Time, Monday, April 10, 2017.

Gentlemen:
The signature has examined the proposal, specifications and the location of the work describedherein and is fully informed as to the nature of the work and the conditions relating to itsperformance and understands that the quantities shown are approximate only and are subject toeither increase or decrease.
The signature hereby proposes to furnish all necessary machinery, tools, apparatus, and othermeans of construction, do all the work, and for the bid price listed, to complete the work hereindescribed in strict accordance with the requirements of the 1990 Edition of StandardSpecifications for Road and Bridge Construction of the Michigan Department of State Highwaysand such other special provisions and supplemental specification as may be attached to thisproposal or plans.
The signature further proposes to do such work as may be authorized by the Lapeer CountyRoad Commission. Compensation shall be made on the basis agreed upon before such work isbegun.
The signature hereby certifies that he has submitted proof of current M.D.O.T. prequalificationrating for the amount and type of work proposed prior to the opening of this proposal. Yourrating will not be disclosed to other bidders and will be returned. Failure to make submittal willresult in rejection of bid.
GENERAL:
The project will be done in accordance with Section 5 of the Michigan Department ofTransportation’s 2012 Specification for Construction and in accordance withStandard Plan R-44-F which is attached.
QUANTITIES:
The quantity breakdown and unit price list is for bidding purposes. The patching log will beincreased or decreased to match amount of funds available. The item and quantity may beadjusted to fit field conditions by agreement between the Michigan Department ofTransportation, Lapeer County Road Commission, and the Contractor prior to start of project.
MEASUREMENT AND PAYMENT:
Measurement and Payment shall be at the Contract Unit Price as bid and shall include all labor,equipment and materials needed to accomplish the work.
COMPLETION DATE:
The completion date is September 30, 2017. Liquidated damages of one hundred dollars($100.00) will be assessed each day beginning October 1, 2017.
LIABILITY:
The Contractor shall at all times exercise extreme care and shall assume all liability for anydamages resulting from his operations and shall hold the Lapeer County Road Commissionharmless from any such claims or damages.
The successful bidder must also furnish certificates or policies giving satisfactory evidence ofinsurance coverage to the minimum extent of $1,000,000.00 property damage and$1,000,000.00 personal liability to insure adequate payment for any damage caused by hisoperations. The Lapeer County Road Commission shall be named as additionally insuredon these policies.
The contractor shall, prior to the start of work, file with the Lapeer County Road Commission acertificate of Workmen’s Compensation Insurance.
Operations shall not commence until insurance is in force and will cease if it is canceled.
MATERIALS:
The bidder will list the specification of the material being bid and the source of the material byspecific location. Prior to payment, the supplier will supply a sieve analysis and certification forthe material used.
MAINTAINING TRAFFIC:
The Contractor shall maintain and protect the traffic and work in accordance with Sections 104and 812 of the Michigan Department of Transportation's Standard Specifications for HighwayConstruction. All signs, barricades, warning lights, and other traffic control devices shall be inaccordance with the 2011 Michigan Manual of Uniform Traffic Control Devices (MMUTCD), asamended. A typical lane closure is attached.
AWARD:
It is the intent of the Road Commission to award this project within 10 days, and contractor tostart work within ten (10) days after receiving notice of award of contract.
