1. Background Jawaharlal Nehru National Solar mission (JNNSM) of Ministry of New and renewable energy resources (MNRE) is promoting development of Megawatt Scale PV Power Plant through directly subsidized higher PPA with NVVN (NTPC Vidyut Vyapar Nigam)
Outside the JNNSM , state governments of Rajasthan, Gujarat, Chattisgarh and Karnataka is encouraging this sector through “State Solar Policy” based initiatives, i.e. subsidized PPA with local distribution companies.
On the other hand CERC and state regulatory authorities have made it mandatory for conventional power produces and local distribution companies to progressively go for a renewable resources based power starting with 0.25 % of power generated/ traded in FY 2011-12, i.e. Renewable Energy Purchase Obligation (REPO).
30 x 5 MWp PV Power Plant capacity allocation under JNNSM 1st Phase was done through reverse bid method. As a result of this reverse bid, the PPA went down and is in the range of Rs 11.55/ KWh to Rs 12.79/KWh, becoming the benchmark range for long term PPA under REPO . Thus the PPA signed between Reliance Power and NVVN for its upcoming 100 MWp PV power plant in Rajasthan happens to be Rs 11.97/KWh (Avg of bottom 3/5th ).
Today the EPCC cost of PV Power Plant works out to be Rs 10.60 Cr/MWp1 to Rs 9.85 Cr/MWp. Developers & investors looking for reasonable return of equity of around 16% are able to offer conservative reverse bid value within the range of Rs 10.78/KWh to Rs 11.47/KWh. The aggressive bid value will be in the range of Rs 10.46/KWh to Rs 11.18/KWh, i.e. average of PPA under REPO will be around Rs10.82/ KWh. On the other hand end users of power like tenants of commercial real estate, pays Rs 15/KWh to Rs 20/KWh, i.e. payment to maintenance team fill diesel and operate the DG, excluded capitalization of DG sets.
CERC has fixed Solar REC Forbearance price is Rs 13.40/KWh and Floor price is Rs 9.3/KWh, but there is negligible availability of solar REC in last 10 months of trading (i.e. 1 buy bid and zero sell bid in India energy exchange http://www.iexindia.com ) as most of the operational PV power plant are under long term subsidized PPA with negligible surplus to trade.
It can be concluded that Solar PV power tariff will achieve grid parity in the near future. Secondly there is a huge requirement of peak power, whose daily duration is in synergy with solar PV power plant daily power production cycle. Therefore, Solar PV Power plants are the best renewable energy option for taking care of peaking power demands of major consumption centers in the country. Salient features of the site proposed for development of 270 MWp Solar PV Park is follows-
1 CdTe modules @ 0.92 USD/Watt, ASi Module @ 0.77 USD/Watt; Vectron Bonfiglioli Central inverter, 33 KV BOS & evacuation
infrastructure, fencing, nominal grading of land and all civil work. It excludes cost of interconnection to nearest 132/33 KV GSS, around 4 KM away and cost of multi circuit latticed tower based transmission line. EPCC using ASi module is Rs 9.85Cr/MWp.
The spot price of has changed by – 6.9% for CdTe between Sept 2008 and Sept 2011. During same period the spot price of ASi module has changed – 9.6%. Assuming placement of procurement order in Q2-2012 and same module pricing trend, the price of CdTe module in Q2-2012 will be 0.856 USD/Watt, i.e. EPCC cost of Rs 10.28 Cr/MWp. Similarly cost of ASi Module will be 0.70 USD/Watt, i.e. EPCC cost of Rs 9.5 Cr/WRp.

The estate measures around 1827.42 Acre and in possession of a Bombay based business family since 1949. The property is an arid revenue land and has a unit to extract SISAL Fibers & estate management office. It is around 96 Km from “BIAL Airport Trumpet Flyover on NH7”, i.e. 120 Km north of Bangalore; 20 Km West of Hindupur and 80 Km from district headquarters Ananthapur. The above location map also gives a clearer picture of its command area. The proposed Solar City being developed by APIIC @ Kadiri is around 50 Km, 70.350 North East of the site, National Highway 7 (NH7) diagonally divides the property almost equally into two flanks- East and West. The property is enjoying around 7.5 Km frontage. The Western Flank of the property starts from the northern bank of Palasamudram, a perennial water body. The property also has a water body within, suitable for tank irrigation. The site has well graded land, rolling terrain and some rocky outcrops. The slopes varies from 5% (2.80 ) to 20 % (110 ) and above. The western flank (around 900 Acres) has some rocky outcrops and the highest point of western flank is the North West end, sloping gradually towards east and south east. The Eastern Flank (balance 900 Acres) is well graded, gently sloping towards the south east.

The site geology (metamorphic rock like granite and other weathered rock strata ) is ideal for establishing molten salt based heat storage system, increasing the availability of power after sun set.

Diffuse - The monthly average amount of solar radiation for a given month incident on a horizontal surface at the surface of the earth under all-sky conditions with the direct radiation from the sun's beam blocked by a shadow band or tracking disk for the year that has the least, or minimum, monthly averaged value in the 22-year period.

Direct Normal - The monthly average amount of direct normal radiation incident on a surface oriented normal to the solar radiation for the year that has the most, or maximum, monthly averaged value in the 22-year period.
OPT - The monthly average amount of total solar radiation incident on a surface tilted at the optimum angle relative to the horizontal and pointed toward the equator.
OPT ANG - The angle relative to the horizontal for which the monthly averaged total solar radiation is a maximum.

In the above table, comparison of radiation data of Vikram Solar Park @ Penakonda vis-à-vis existing solar parks in the country like (a) Gujarat Solar Park @ Charanka and (b) Solar Fields of Pokhran in Rajasthan is made. Its observed that the Penakonda site has potential for establishment and functioning of PV Power Plants.
4. Evacuation infrastructure- A 132/33 KV is being developed at Penukonda to evacuate power generated from upcoming NEDCAP supported projects at Tallacheruvu, Alankanarayanapeta and Nallakonda near Penukonda .
The 50.4 MW Nallakonda windfarm under construction is owned by CLP Power Hong Kong and ENERCONINDIA is the EPCC.This sub-station will be 14 Km north of the site on NH7.
The 400 KV national transmission line of GRIDCO, part of SRLDC linking Hoody (Bangalore East) and Gooty (130 Km from site via Penakonda on NH7), passes within 10 Km from the site. Therefore there is a possibility of Open access trading directly through the national grid and evacuation at in site 400/ 66 KV-GSS, developed through PPP mode.

5. Target customers- Investors and developers of PV power plant of around 40 MWp to 60 MWp in phases at a single location. They are looking for economy of scale and ease in management from city like Bangalore vis-à-vis solar parks in Gujarat & Rajasthan. These projects are going to have long term PPA with national level power traders like NVVN and other IPP under REPO.
Surplus power remaining in the solar park pool will be traded, i.e. open access trading through nearby national grid. It will be similar to tramping ship on spot charter market.
When the market is booming, the winner deploys his existing fleet on long-term charter, pays bonus to shipyards to divert additional tonnage i.e. adds tonnage within short time, if needed through time charters from investors/ pool fleet owners for redeployment at spot rates. During down turn, ships owned continue to be on long-term charter with oil companies or operating agencies like Wallem & Barber Ship management e.t.c. Tramping tonnage on time charter is returned back to investors/ pool owners and unviable/redundant tonnage is scrapped to generate additional fund for booking new capacity with shipyards on deferred payment, preparing for next boom. The target customers are PV Power plant owning companies run by technology driven hand-on team, minimum ownership at a given location of around 20 MWp to 40 MWp, managing assets of minimum 50 to 60 MWp through direct ownership, suppliers credit in EPC and O & M. i.e. enterprise value prior to listing of around Rs 450 to 600 Cr. This segment of PV Power Plant owner would have following traits-
Going to retain capacity with long term PPA and sell assets 8 to 10 years old. The average age of asset owned, won’t be more than 7 years old, and would be disposed before the 9th year of operation.
Gains experience of working on multiple module technology and agro-climatic zone, diversifies into EPCC, project investment through deferred payment & suppliers credit route and play the role of project development manager. The supplier’s credit given for EPC projects with long term PPA should preferably be converted into equity to aid organic renewal of assets.
To diversify the risks in operation, maintenance and power generation; minimize the cost of aggregate asset insurance, the PV Power Plant location has be throughout the country i.e. in Gujrat, Rajasthan, Penansular India, East & Central India.
The assets will also be neutral in terms of module technology, i.e. diversified mix of Si-poly/Mono, CdTe, A-Si, CIGS e.t.c. The assets will be having a mix of deployment or revenue streams like - long term PPA, short term open access trading.
Vikram Solar Park site has comparable plant output for all the three major PV module technology vis-à-vis upcoming solar parks in the states of Gujarat & Rajasthan. i.e. possibility to have a risk diversified sub-product portfolio in a single location in terms.
Lower operational cost due to ready availability of industrial work force at nearby hubs like Bangalore, Hindupur and Ananthapur. The O & M cost will be low due to lower dust and inventory level at site.

6. Proposed Product and infrastructure components- 6.1. The park developer will sell serviced land, suitable for development of 20 MWp PV
Power Plant blocks. Refer ANNEXURE 6 – SLD of 100 MWp pooling station and downstream utility.
6.2. There will be Plots of 800 m x 600 m to develop 20 MWp Solar PV Power Plant block that will accommodate
6.2.1. Solar Array aggregating 5 x 4 MWp & inter array access 6.2.2. 5 x 4 MWp inverter room , BOS including 33KV/415 V transformer to evacuate into 33 KV
20 MWp HT Control Room and link to 33 KV RMU. 6.2.3. Paths Perpendicular to array (ROW 5.5 m; Carriageway 3.5m) 6.2.4. Water tank to store treated de-mineralised water and pressurised cleaning system. 6.2.5. Dust abating landscape/ hedge along the perimeter fencing using RO waste.
6.3. Each block will be accessible through 18 M ROW Flexible pavement of IRC standard and there will be Security and surveillance- Perimeter Road (ROW 7m; Carriageway 5.5m).
6.4. These 5 x 2 x 2 MWp blocks will be linked to a 33 KV underground ring main units. The HT building of 20 MWp PV Power Plant Block with indoor 33 KV switch gear to connect 5 x 2 x 2 MWp solar fields, owned by project developer but built by the solar park management .
6.4.1. From the 20 MWp HT building, power will be wheeled to a 33 KV 100 MW pooling station. The wheeling infrastructure and 100 MW pooling station will be owned by Solar Park management.
6.4.2. Power from 100 MW pooling stations will be exported at 220 KV to nearest 400/220 KV GSS established along the GRIDCO regional grid between HOODY & GOOTY.
Refer attached pooling station SLD for reference.
6.4.3. The 20 MWp Blocks would be established on bulk plots of 600 m frontage and 800 m depth, measuring around 118.61 Acre. The access to these bulk plots will have 18 m ROW and concrete cable trenches along the carriageway kerb to accommodate the 33 KV RMU cables, interconnection points e.t.c.
6.4.4. Some of the 20 MWp plots will be earmarked for development of serviced plots of 4 MWp for small project owners.
6.5. Plots aggregating 30 Acre is earmarked along NH7 for following services- 6.5.1. Estate management and amenity like business centre, leased office spaces, secondary
medical with emergency unit, 6.5.2. Petrol pump, motel with wayside amenities and a 3 star hotel. 6.5.3. Warehouses – It will have bonded as well has non bonded mechtronic warehouses to
store project cargo. These warehouses, accessible through road (NH7 linking Bangalore & Hyderabad) and air ( BIAL 96 Km South; Puttapathy -40 Km east for project cargo and charters); would become regional logistics hub catering to the needs of solar & other manufacturing sectors after implementation of unified GST throughout the country.
6.6. Water body and water works. The potable water requirement of the Solar Park will be around 14 lakh Lts/Day. A part of this requirement can be met through surface water sources like existing water body of 6.2 acre and rain water harvesting structures within the estate. Options of infiltration wells along existing surface water sources like perennial tank at Papireddipalli (northern perimeter of project) and Palasamudram (southern perimeter of the project) and up gradation (desilting and intake point development in PPP) will also reduce dependence on ground water.

Therefore the water works will be an integral part of site grading and landscaping development strategy, prepared after geo- hydrological analysis of the site. Area earmarked for water body and rain water harvesting system is 25 Acre.
6.7. Solar park level landscaped area – The Solar park landscape established on 79.3 acre of land is meant for dust abatement, bringing in positive change in site micro-climate and generating additional non power revenue to be shared between power plant and estate management. Using the waste from water softening plant in dust abatement landscape consisting of water
raceways to grow suitable species of micro algae and or species like Simmondsia chinensis (JOJOBA) as hedges along project perimeter.
Use of softened water from module washing containing diluted phosphate free detergents to cultivate medicinal crops, herbs and vegetable below the arrays.
50 Acre out of total 79.3 acre of dust abatement landscape will be developed as 15 M wide green belt along 13.5 Km long security and surveylance road (7 M ROW & 5.5 M carriageway). The balance 29.3 acre will be scattered throughout the Solar park. The benefits from Solar Park level dust abatement landscaping are as follows- Reduce the carbon foot-print and adds to the green quotient of the project Reduce the O & M cost (Module cleaning & cost of water is 44 % of total O & M cost in the
first year of operation). Generate additional revenue from sale of JOJOBA seeds, vegetables and generate
additional unskilled employment in the neighborhood. Bring about positive effects on site micro climate like reduction in average site ambient

The Graph and detailed monthly energy out put is computed for all the three sites and three types of modules using PVSYST 5.51 Simulation tool. It’s a standard tool for system design and energy computation . From the graph and detailed plant out put of 2 MWp PV power plant that Power output from
CdTe Thin film modules are the highest.
CdTe modules performs better than CIGS Thin Film modules.
Si-Poly cells based modules have proven long duration performance record, but plant output was the least due to higher temp coefficient of power. Secondly CdTe & CIGS thin film modules works in diffused radiation..
Its observed that PV Plant output is the maximum in Penakunda due to – Lowest average
ambient temperature and minimum variation between highest and lowest temperature i.e losses due to temperature is minimum.
Secondly Penankonda is the least dusty, low albino coefficient.
