ON HOUSE BILL NO. 7179
On motion of Representative Roa-Puno, there
being no objection, the Body subsequently consid-
ered on Second Reading House Bill No. 7179, as
embodied in Committee Report No. 607 and re-
ported out by the Committee on Justice.
Upon direction of the Chair, the Secretary Gen-
eral read the title of the Bill, to wit:
“AN ACT GRANTING PHILIPPINE CITI-
ZENSHIP TO MAYLEEN TING.”
As copies of the Bill had been distributed to the
Members, on motion of Representative Roa-Puno,
there being no objection, the Body dispensed with
the reading of the text of the measure without prej-
udice to its insertion into the Record of the House.
Thereupon, on motion of Representative Roa-
Puno, the Chair recognized Rep. Gloria Macapagal-
Arroyo to deliver her sponsorship remarks.
SPONSORSHIP REMARKS
OF REPRESENTATIVE
MACAPAGAL-ARROYO
Representative Macapagal-Arroyo pointed out
that Ms. Mayleen Ting grew up and studied in the
Philippines and is presently managing a very im-
portant corporation in the First District of Pam-
panga. She said that immigration laws should be
amended as many foreigners had to leave the coun-
try because they were not granted Philippine citi-
zenship. As such and in behalf of Rep. Carmelo
“Jon” B. Lazatin II of the First District of Pampanga
and Rep. Reynaldo V. Umali, Chairperson of the
Committee on Justice, she enjoined the Body to ap-
proved House Bill No. 7179. MANIFESTATION OF
REPRESENTATIVE LAGMAN
On motion of Representative Roa-Puno, the
Chair recognized Rep. Edcel C. Lagman who
moved to suspend consideration of House Bill No.
7179 as well as House Bills No. 7180 and 7206, all
of which grant Philippine citizenship to certain for-
eigners through the power of Congress and without
going through the administrative naturalization pro-
cess under Republic Act (R.A.) No. 9139. He said
he was not against the measures per se but wanted
to study first the legislative records on the subject
so as to ask policy questions.
Rep. Juan Pablo “Rimpy” P. Bondoc stated that
he supported his colleague’s quest for a legislative
format on the grant of Philippine citizenship, but
pointed out that the measures had already gone
through the legislative process. With Representa-
tive Lagman eventually agreeing to consider House
Bill No. 7179, Representative Bondoc acceded to
the former’s request to hold the consideration of
House Bills No. 7180 and 7206 in abeyance. INTERPELLATION OF
REPRESENTATIVE LAGMAN
Thereupon, Representative Lagman inquired
on Ms. Mayleen Ting’s special attributes to qualify
her for a congressional grant of Philippine citizen-
ship without undergoing the aforecited process of
naturalization.
Representative Macapagal-Arroyo replied that
Ms. Ting had taken over the paper factory which her
parents put up in Pampanga in the 1970s and ena-
bled the newspaper industry to flourish. She re-
marked that the country has lost several foreigners
who exhibited good potential for citizenship and
contributed to the national economy, because of re-
strictive immigration and citizenship laws.

The session was suspended at 4:35 p.m., upon
motion of Representative Bondoc.
RESUMPTION OF SESSION
The session resumed at 4:37 p.m., with the
Chair recognizing Rep. Jose L. Atienza Jr. upon
Representative Bondoc’s motion.
REMARKS OF
REPRESENTATIVE ATIENZA
Saying he and Representative Lagman talked
during the recess, Representative Atienza agreed
that Congress should be prudent in granting Philip-
pine citizenship to foreign nationals; and that the
latter acceded to his request for the House to act on
the instant Bill considering the absence of deroga-
tory information about Ms. Mayleen Ting.
REMARKS OF
REPRESENTATIVE BONDOC
With the permission of the Chair, Representa-
tive Bondoc stated that House Bill No. 7179 was
still being considered on Second Reading.
REMARKS OF
REPRESENTATIVE LAGMAN
On Representative Bondoc’s motion, the Chair
recognized Representative Lagman anew who af-
firmed that he was foregoing his interpellation on
House Bill No. 7179 but reiterated his intent to ask
policy questions on House Bills 7180 and 7206.
Representative Lagman then pointed out that he
did not recommend the approval of bills on congres-
sional grants of citizenship when he was the Chair-
person of the Committee on Justice. He remarked
that Ms. Ting’s achievements will not really qualify
her for Philippine citizenship under a congressional
grant as well as under R.A. No. 9139, because these
could also be claimed by other foreigners. He sug-
gested that R.A. No. 9139 be amended to make it
less stringent but stressed that the grant of citizen-
ship should not be an easy process because citizen-
ship is a sacrosanct attribute.
TERMINATION OF PERIOD
OF SPONSORSHIP AND DEBATE
There being no other Member who wished to
interpellate the Sponsor, on motion of Representa-
tive Bondoc, there being no objection, the Body ter-
minated the period of sponsorship and debate and
thereafter proceeded to the period of amendments. PERIOD OF AMENDMENTS
There being no Committee and individual
amendments, on motion of Representative Bondoc,
there being no objection, the Body terminated the
period of amendments. APPROVAL ON SECOND READING

On motion of Representative Roa-Puno, the
Chair recognized Rep. Winston "Winnie" Castelo,
Chairperson of the Committee on Metro Manila De-
velopment, to sponsor House Bill No. 6973.

SPONSORSHIP REMARKS OF
REPRESENTATIVE CASTELO
Representative Castelo stated that the proposed
measure was a very important piece of legislation
that could solve garbage, traffic, flood, and other
problems in the metropolis. He assured his col-
leagues that no provision in the Bill would usurp the
existing powers and functions of local government
units (LGUs); and that its stakeholders, who were
consulted several times by the Committee’s tech-
nical working group, had no objection to it.
On motion of Representative Roa-Puno, the
Chair thereafter recognized Rep. Tobias "Toby" M.
Tiangco for his interpellation.
INTERPELLATION OF
REPRESENTATIVE TIANGCO
In response to the question of Representative
Tiangco, Representative Castelo reiterated that or-
dinances approved by the Metro Manila Council
(MMC) will be subject to the approval of the LGUs
concerned and the Bill will not violate the Local
Government Code (LGC) because the LGUs will
retain the sole authority to approve and enact their
own laws. However, Representative Tiangco held
that the title of the Bill stated otherwise.
Representative Castelo was then joined by Rep.
Bayani F. Fernando, whom the Chair recognized
upon Representative Bondoc’s motion, in allaying
their colleague’s apprehensions. He added that
Representative Tiangco should not be technical and
strict about the title of the measure because its pro-
visions clearly state that MMC-approved ordi-
nances required the concurrence of the local
sanggunians.
REMARKS OF THE CHAIR
At this point, the Chair disagreed with Repre-
sentative Castelo and underscored that the title con-
trols and explains the contents of a bill. He asked
him to rephrase his statement which was against le-
gal logic or to amend the title of House Bill No.
6973.
Representative Castelo clarified that he merely
wanted to ask Representative Tiangco to also read
the provisions of the Bill in order to appreciate its
title; and asked for a recess in order to consult his
Committee on the pertinent amendment.
REMARKS OF
REPRESENTATIVE TIANGCO
Representative Tiangco agreed with the Chair
that the title has to reflect the intent of the entire
measure. He pointed out that the power to enact or-
dinances is not only contained in the title of House
Bill No. 6973 but also in its sections.

Representative Roa-Puno acknowledged the

Upon resumption of session, the Chair stated
that the Sponsors of the Bill were amenable to an
amendment that will be presented at the proper
time, on limiting the MMC’s powers to enact ordi-

REPRESENTATIVE TIANGCO (Continuation)
Recognized anew to continue asking questions,
Representative Tiangco first cited certain sections
in the Bill that authorize the Metropolitan Manila
Development Authority (MMDA) to enact ordi-
nances. He then discussed with Representative Fer-
nando the implementation of ordinances in LGUs
that did not approve the same.
Subsequently, Representative Tiangco asked
about provisions of the law that state that the
MMDA or MMC has the authority to enact ordi-

In accordance with the Rules Governing Inquir-
ies in Aid of Legislation, on motion of Representa-
tive Gonzales (A.D.), there being no objection, the
Body approved to refer the following House Reso-

1. House Resolution No. 1358, on the preda-
tory money-making schemes victimizing
overseas Filipino workers (OFWs) – to the
Committee on Overseas Workers Affairs;
2. House Resolution No. 1360, on the utiliza-
tion of savings in the National Commission
on Muslim Filipinos (NCMF) for the years
2011 to 2016 – to the Committee on Mus-
lim Affairs;
3. House Resolution No. 1361, on the budget
provided to the NCMF and its seven bu-

dispute between farmers and Emerito M.
Ramos and his sons over the 372-hectare
property in Langkaan I, Dasmariñas City,

dispute between 300 agrarian reform bene-
ficiaries (ARBs) and heirs of Gen. Emilio
Aguinaldo over the 188-hectare property in
Barangays Tartaria and Lumil in Silang,

8. House Resolution No. 1373, on the filing of
trumped-up charges against 25 farmers of
Maoanan, Rizal, Cagayan as part of land
grabbing and as a means to displace them
from their farms – to the Committee on
Agrarian Reform;
9. House Resolution No. 1385, on the finan-
cial condition and viability of the Camiguin
Electric Cooperative, Inc.; the performance
of the National Electrification Administra-
tion of its mandate to supervise electric co-
operatives; and the performance of the En-
ergy Regulatory Commission – to the Com-
mittee on Energy;
10. House Resolution No. 1682, on the short-
age of government-subsidized rice recently
alleged by the National Food Authority
(NFA) – to the Committee on Agriculture
and Food;
11. House Resolution No. 1683, on alleged ul-
tra vires acts by Philippine National Oil
Company President Reuben Lista – to the
Committee on Good Government and Pub-
lic Accountability;
12. House Resolution No. 1684, on the wide-
spread stoning incidents in many parts of
the country which put into question the ca-
pability of the Philippine National Police
and local authorities to guarantee the safety
and security of the travelling public – to the

13. House Resolution No. 1685, on the efforts
and activities of the Nayong Filipino Foun-
dation, Inc. relative to the management of
the properties under its administration – to
the Committee on Tourism;
14. House Resolution No. 1686, on the possible
existence of a shortage in rice subsidized by
the government through the NFA – to the
Committee on Agriculture and Food;
15. House Resolution No. 1689, on the peren-
nial issue of supply, procurement, and im-
portation of rice; the distortion of the mar-
ket situation by some so-called “unscrupu-
lous parties”; and the existence of rice car-
