• Introduced taxation and land distribution

• Split country into provinces and districts

• Run by people who later reported to the emperor

• Established by Emperor Kotoku after Prince Shotoku’s death

Nara• Built in 710, it was the capital

city

• A holy and spiritual place

• Scared, includes many temples, shrines and gardens

• Buddhist temples

• The creation of Nara was the first step for Japan as an important Asian civilization
