A l d e r m a n Ho lmes j u m p e d to his feet, wi th a h o t re to r t . H e denied t h a t he was a t t o rney for t he c o m p a n y b u t acknowledged t h a t t h e official publ icat ion of t he ar t ic les of incor ­pora t ion bore - the n a m e of "C. B. Holmes , a t to rney . " Never the less h e had s imply assisted t h e c o m p a n y in lo­ca t ing in Minneapol is and conducted the incorpora t ion proceedings . Now he h a d no fu r the r in te res t in the con.-cern.

Bu t even if he h a d lost h is in teres t in creosoted blocks, t he o the r a lde r ­m e n had no t a n d several told w h a t a magnif icent pav ing ma te r i a l i t m a d e . A lde rman Power s was n o t convinced, however , and ma in t a ined t h a t cedar block on concre te were no t only cheaper bu t far m o r e desi rable . H e s t a t ed t h a t whi le t he life of cedar blocks proper ly used was fifteen years , t h e in teres t on the difference in cost be tween t h e two k inds " of pav ing would pay fo r . a new surface of cedar blocks every seven years .

' Al tho th is will not be possible th is year , and only a tas te will be afforded of his forceful a n d winning personal i ty , he m a y be s tudied t h r u h i s : books. Among these , a re "The New H u m a n -

j i sm" and "A Book of Rec i ta t ions ." Mr. Griggs will lec ture In Minne­

apolis unde r the auspices of t h e Teachers ' club a t the F i r s t Bapt i s t church , March 21. Mr. Griggs was born a t Gwa tonna a n d is a n e p h e w of Mrs. Ha r low Gale.

His a r g u m e n t s fell on deaf ears , for t h e f r iends of t h e creosoted block have a contro l l ing major i ty in the council .

Out of $108,000 to be spen t on w o r k r e -o rde red f rom last season, $74,000 will go to creosoted wood, as aga ins t $34,000 for sands tone , br ick and m a c ­a d a m , and no t a cent for cedar block. T h e r e Is still $194,000 to be spen t on paving this season, a n d an a t t e m p t is to be m a d e to c a p t u r e near ly the whole sum for creosoted blocks.

E v e r y a l d e r m a n present , except Powers , voted for the "report of the pav ing commi t tee . This r epo r t did no t include the new work, wh ich will be considered a t a special mee t ing next F r i d a y .

Message f rom t h e Mayor . A fea ture of t he mee t ing was an

a n n u a l r epo r t f rom Mayor J. C. Haynes , who summar ized the w o r k of the city d e p a r t m e n t s for 1903, com­pl imented the police a n d m a d e m a n y r ecommenda t ions . H e u rged the di­version of Basse t t s c reek into the lake sys tem of Minneapolis , the passage of a n au tomobi le o rd inance to supple­m e n t the s ta te law, the passage of a r igid and comprehens ive t h e a t e r or­dinance, the passage of a n o rd inance prohib i t ing the sale of dange rous ex­plosives for F o u r t h of Ju ly ce lebra t ­ing, a n d the es tab l i shment of a free employmen t bu reau .

The council passed the ord inance au thor iz ing the hea l th d e p a r t m e n t to " t a g " wells condemned as dangerous . The " t a g s " a re to be of b ras s a n d a re to be fastened to the p u m p e in con­spicuous places.

To E n l a r g e Reservo i r s . The city engineer was ins t ruc ted to

p r e p a r e es t imates of t he cost of con­s t ruc t ing two addi t ional bas ins a t t h e reservoir , dupl ica t ing the p resen t capaci ty of 98,000,000.

The council adopted t h e r e p o r t ; of t he commi t t ee on sewers, p rovid ing for t h e a p p o r t i o n m e n t of money a m o n g the va r ious wards .

A i d e r m a n Schoonmaker gave notice of a n ord inance , fixing t h e level of L a k e H a r r i e t a t 138 feet.

l i b e r t y Bel l P l a n . I t w a s decided to join t h e c o m m e r ­

cial bodies in a reques t to the city of P h i l a d e l p h i a to p e r m i t t h e Liber ty Bell to be shown in Minneapolis .

Permiss ion was given to J o h n B u r n s to a t t a c h d r ink ing t r o u g h s for dogs on t h e horse founta ins . Mr. B u r n s will provide fo r ty - th ree a t h is own ex­pense .

A l d e r m a n "Westphal gave not ice of a n o rd inance to r epea l t h e curfew or­dinance , wh ich was unnecessa ry be­cause it w a s no t enforced.

T h e P o w e r s resolut ion provid ing for t h e r e fundmen t of sewer assessment r eba tes in such a m a n n e r t h a t they can be appl ied on the* p a y m e n t of cu r ­r en t taxes was passed.

" I have a n old friend down a t Marion, Ind. , who wro te me to see w h a t t h e r e was In the m a t t e r as he felt incl ined to love a p re t ty heiress who was in­clined to pu t up a wad of money as an evidence of good" fai th. H e wro te t h a t if she h a d $5,000 he could like her , if she h a d $10,000 he could real ly love her a n d .if she h a d m o r e t h a n t h a t he could idolize her .

" I found the office of 'Dr. Wilson ' on the th i rd floor of t he addres s given, b u t the doctor was no t in. A middle aged m a n opened the door a n d coming out fnto the hal l p lan ted his shoulders square ly across the door.

"The heiress, I finally found out, was no t in Minneapolis . 'Out he re a ways, ' was the in format ion on t h a t point, I felt t h a t m y suit was no t gaining- ground, and I became anxious to hold soul communion wi th th i s lovely girl . Inside the r o o m a type ­wr i t e r was t ick ing away, a n d I fo rmed a suspicion t h a t t he heiress was t h e r e answer ing offers of m a r r i a g e . The b ro the r of t he doctor did not move a n inch in t h e hall , a n d I came away feeling like I did once when my p res ­ent wife's f a the r told me if I d idn ' t leave a few ou tward -bound t r acks on the premises , he would set t he dog on m e . "

A t 10 a. m. a b o u t 800 persons g a t h ­ered in t h e assembly- room a t t he E a s t h igh school. P r inc ipa l W. F . Webs te r called the mee t ing to order . Pa t r io t i c rec i ta t ions were given, a n d Miss E s ­t h e r C h a p m a n , winner of t he first prize in t h e s ta te contest , r ead he r essay on "The W o m e n of t h e Revolu­t ion." J u d g e J . O. P ie rce t h e n p r e ­sented t h e pic ture , "The Peace Bal l ," to t h e h igh school. Mr. Webs t e r m a d e the speech of accep tance . Addresses were m a d e by J u d g e El l To r r ance and o thers .

At 11:30 t h e scene shifted to t h e South h igh school . . T h e la rge aud i ­t o r ium was filled wi th pupi ls a n d fr iends of t h e school. South h igh was t h e w inne r of t he second prize, t h r u the essay of Wil l is T. Newton on "The Sur rende r of Cornwal l i s . "

The. p resen ta t ion was m a d e by J u d g e J . O. Pierce , a n d t h e t r o p h y was in t u r n presen ted to t h e school by Mr. Newton . W. K. Hicks of t h e board of educa t ion accepted for t h e school, compl imen t ing t h e a u t h o r upon his abili ty. Addresses were m a d e by Super in tenden t C. M. J o r d a n , J u d g e El l To r r ance a n d o thers . The p r o ­g r a m was enlivened by pa t r io t ic a i r s f rom t h e school o rches t ra .
