Title III LEP & Immigrant
• The estimated per EL and immigrant student rate for fiscal year 2008-09 is $95
• LEAs must apply in order to receive funds• LEAs generating $10,000 or more apply via the
ConApp I, page 2• LEAs generating less than $10,000 apply via
consortia which must be submitted via a paper application
• Beginning in 2007-08, LEP consortia must remain intact for 4 consecutive years
• All applications due June 30, 2008

• Language that required background checks of CBET enrollees was omitted.

Regulations now state school districts may use CBET funds for:
expenses related to the CBET program, such as… background checks on CBET tutors as authorized by Education Code sections 35021 - 35021.4 and 45349.

CBET Data Collection Requirements
• Improvement in English literacy of adult CBET tutors
• Attendance of pupils participating in the tutoring program
• Achievement progress measured by CST for students
• Achievement progress measured by CELDT for students

• A participating school district shall report the data maintained to the State Board of Education upon
request.

CBET Evaluation
• Omitted language that specified CDE shall evaluate the CBET Program.
• The State Board of Education already has the authority to review the guidelines by which a school district distributes its CBET funding.
