Part of Amarkonda‐Murgadangal non coking coal block has been allocated on 17.01.2008 by Ministry of Coal, Govt. of India to cater the requirement of 1000 MW Captive power plant.
This is a regionally explored coal block and needs further exploration work to be done by us to prepare Geological Report and Mining Plan. Due to local law and order problems, JSPL is unable to start exploration work. The company has already applied for long term coal linkage to Ministry of Coal on 6.6.2011 for the 1320 MW CPP for the intervening period till the coal mine is developed.

Land acquisition Issues
Land acquisition related issues are the most diffcult being faced by the Company towards implementation of its steel project. As per TEFR, total land requirement was of 3258 acres.
Based on our original application dated 1.7.2008 to Secretary, Revenue and Land Reforms, Govt. of Jharkhand, for acquisition of land, the same was forwarded by Dy. Commissioner, East Singhbhum (Jamshedpur) to Secretary (Revenue & Land Reforms) in May, 2010. However, due to constraints being faced for procurement of land and our keenness to implement the project, the Company decided to initially proceed with implementation of 1.0/1.2 MTPA Steel Plant and 100 MW Power Plant in phase‐I over 578 acres of land. The work for Phase –II will start concurrently as soon as the land is procured.
Till date over 380 acrs of private land has already been purchased.

Application for acquisition of further 196.49 acres of Private land for Phase‐I was made on 14.6.2012 with Principal Secretary, Revenue & Land Reforms, Jharkhand. Agreement for same has also been signed on 31.12.2012. However the processing of further notification under 4(1) etc is still under process.
Application for Government land 59.98 acres was made to the Principal Secretary, Revenue and Land Reforms, Jharkhand on 4.7.2011. Currently the same is lying in the office of Dy. Commissioner, East Singhbhum for further processing.
As required for acquisition of private land and Govt. land, the statutory Gram Sabhas have already been successfully conducted.

1. After the issue of circular dated 07.09.10 of Commissioner‐cum‐Secretary, Govt. Of Odisha, Dept. of Steel and Mines, the royalty on both iron ore lump as well as on fines from Bolani & Barsua mines of SAIL are being charged at the rate of lump on the assumption that these mines are producing calibrated lump Ore (CLO‐ input for DRI route of iron making).

Further, from Sep’2012 onwards, under Orissa Minerals Rules, 2007, for being exempted from stacking and sampling of iron ore, royalty on both iron ore lump and fines from Bolani & Barsua mines of SAIL is being charged at the royalty applicable to highest grade of iron ore lump. On these accounts an additional burden of about Rs.248 crore has impacted the bottom lines of SAIL till May’13.
1. To review the system of charging of royalty for fines at the rate of lump at Bolani and Barsua mines during August’2009 till August’2012 on the pretext of CLO being produced.
2. To review the system of charging of royalty for fines at the highest rate of royalty applicable for lumps under the provisions of exemption from stacking and sampling for Bolani and Barsua mines since September’2012 onwards.

Truck Unions and Transporters are literally blackmailing the consumers in the state of Odisha. Per ton transportation rate in Barbil is highest in the world. A guideline for freight charges in this regard was issued by the Odisha Government but it’s not being followed.
The guideline should be enforced by the state govt. strictly.

- regularize RINL’s request for enhancement of Contracted Maximum Demand, from 135 MVA to 235 MVA, to ensure commissioning of expansion units.

APEPDCL has levied 118.78 crores towards penal charges on account of R & C measures for the period Sept’12 to May’13 and cumulative surcharge of 5.75 crores for delay in non-payment of the penal charges. 2. RINL had filed an application in Oct.’07 for enhancement of contract demand to 400MVA in phased manner for meeting 6.3 MTPA expansion requirements from existing 135 MVA at 3.0 MTPA stage. APTRANSCO agreed to take up the power requirement in 4 phases at a cost of 86.33 crores. RINL paid 63.02 crores for phase 1, 2 & 3. The phase 1 works have been completed by APTRANSCO and clearances have been given by APTRANSCO and APEPDCL to enhance the Contract Maximum Demand by 100 MVA from 135 MVA to 235 MVA).

During the power crisis during Jan & Feb’ 2007, RINL maximised its captive generation by changing the fuel mix to export power to grid based on the written request from CMD / APEPDCL.

Expressway alignment
Visakhapatnam–Kakinada Petroleum, Chemicals and Petro-Chemicals Investment Region Special Development Authority (VK-PCPIR SDA) proposed Expressway alignment (75 M corridor) connecting Kakinada Port to Gangavaram Port, along Visakhapatnam coast or across RINL land premises.
