REPORT ON THE 65th meeting of ISO/TC 61 - Plastics
Berlin, Germany, India 18 to 23 September 2016
1. INTRODUCTION
The 65th Meeting of ISO/TC 61 on “Plastics” was successfully held in the German
national organization for standardization (DIN), Berlin, Germany from 18 to 23 September
2016.. The meeting was attended by more than 200 delegates from about 25 countries.
The Malaysian delegation comprised of only 3 representatives:
i) Dr. Ahmad Fuad Md. Yusuf,SIRIM QAS Sdn. Bhd. (Head of Delegation),
ii) En. Ahmad Khairuddin B Sha’aban, MPMA
iii) Dr Loo Koi Sang, MPMA
This is the 17th participation of Malaysia in the TC 61 event. Due to greater distance
and expenditure, less participants were able to participate in this year meeting
compared to last year.
2. AGENDA
This year there was an opening meeting Plenary I of the ISO / TC 61with the TC
Chairman welcoming the delegates and addressing the meeting on the scheduled
SC/WG meetings. The Malaysian delegates have managed to participate in all sub-
committees (SC) of TC61 where Malaysia is the P member, viz.:
SC2 (Mechanical Properties),
SC5 (Physical-chemical properties),
SC9 (Thermoplastics materials),
SC10 (Cellular Plastics)
SC11 (Products)
SC12 (Thermosetting materials)
SC13 (Composites and Reinforcement fibres).
SC1 (Terminology) - O Member
The Malaysian delegates have participated in several working group meetings, sub-
committee plenary sessions and the main TC61 plenary meeting. Dr. Fuad as the Head
of Delegation has also attended the Leaders’ meeting and, as the Convenor for
SC2/WG2 (Mechanical Properties/ Hardness and Surfaces) had successfully convened
the WG2 meeting on 18 Sept. There were 22 delegates from 10 nations participated in
the meeting. En. Ahmad Khairuddin also had successfully convened the SC9/WG6
meeting as the Convenor on 20 Sep. 2016. Details of meetings attended in indicated
in Annex A while photograph of all delegates is shown in Annex B. Both minutes of
the meetings are appended in Annex C.
A new Ad Hoc Group, ISO TC61 AHG1 on environment/sustainability issues, has been
approved during Plenary II as a new SC with the proposed scope to include LCA,
recycling, plastics circular economy, waste management, bioplastics, biodegradability.
As for 3D printing or Additive Manufacturing, the Plenary session has proposed
enhanced liaison with TC 261 (3D printing technologies), initially at TC61 level since
plastics are the key raw materials in 3D printing technologies.
On the last day of the conference, all the SC’s reported their findings, proposal and the
activities to the ISO/TC 61 committee members and audiences. There was also a Q&A
session where some SC members made query on the new proposals and resolutions.
3. BENEFITS
Active participation of the Malaysian experts in the ISO annual international meetings
has considerably improved the image of Malaysia as a technically competent nation
that can provide significant contribution to the development of international standards.
We have also actively participated in many technical works/projects taking up
responsibility as convenors. Direct involvement in the ISO standard development
activities provides the added advantage to have advanced invaluable information on
the direction and technical details of the ISO standards. The annual meeting is also a
great venue to meet and interact and build strong relationship with many technical
experts and renowned engineers/scientists from both advanced and developing nations.
Due to many concurrent SC/WG meetings going on the same time, we had to choose
the most relevant meetings that are most relevant to Malaysia.
4. RECOMMENDATION
a) Malaysia to be a full Participating Member of SC 1 on Terminology with
immediate effect. (DSM to notify ISO Centre Secretariat for
upgrading Malaysia Status in the SC 1 from O to P).
b) Malaysia to be a P Member of TC 61 WG 3 on Tolerances for
moulded products.
c) Identification of more MPMA-SDA Member to participate in the TC 61
Meeting in 2017 for:
the SC 4 on Burning behaviour
the SC 10 on Cellular Plastics and
the newly proposed SC / WGs, namely Plastics and The Environment,
Bioplastics Microplastics and Nanoplastics.
To be more effective, all delegates should be actively involved in the Malaysian
standard working group meetings so that the technical issues can be adequately
deliberated and discussed for better understanding on the relevant issues before being
escalated to the TC 61 sessions.
The Malaysian government’s official and financial support to the participation in the
ISO/TC 61 was greatly appreciated.
This year is the third year for participation of MPMA (Malaysian Plastics
Manufacturers Association) as a SWO, in overseas TC61 meeting as MPMA has been
given the responsibility to manage ISC J. More participation from
universities/institutions of higher learning should be encouraged to tap the expertise of
the academicians in polymer related subjects.
The delegates wish to thank Department of Standards Malaysia and MPMA-SDA for
their financial support to the TC 61 Meeting.
5. FUTURE MEETINGS
For the next year meeting, the Chairman of TC61 announced that the host for the 2017
will be in Korea, most probably in Seoul, scheduled from 18 to 23 Sep. 2017. In the
final plenary meeting, the representative delegate from Korea, Dr Choi presented the
country profiles and the formal invitation. For 2018, Japan has indicated her
willingness to host the meeting.

ISO/TC61/SC2/WG2 Minutes of ISO/TC 61SC 2/WG 2 - Hardness and Surface Properties
Berlin, Germany 19 September 2016; 13:30-1500
1. Opening of the meeting: The Convenor, Dr Fuad of Malaysia, opened the meeting
by welcoming the delegates to the Working Group, WG 2 on Hardness and Surface
Properties.
2. Adoption of the draft agenda: the draft agenda was discussed and the agenda was
adopted.
3. Approval of the Minutes of the 2015 meeting in Delhi, India: the minute was
approved without any amendment.
4. Status of current works:
a) Balloting Comments on ISO/CD 19278 (Instrumented indentation hardness for
Plastics) was presented by the project leader, Mr Miyazaki of Japan and was
actively discussed by the delegates. There was a strong objection from
Germany. This was further elucidated by Mr Fahrenholz who argued that
currently very limited information and expertise is available in this subject.
Further investigation with the universities and manufacturers may be necessary
before we can come up with a good standard. After a long deliberation, it was
unanimously agreed that the document should be converted into a Technical
Report instead.
b) Balloting Comments on ISO/NP 20329 (Determination of resistance to
abrasión) was presented by the project leader, Mr Kunio Katano of Japan. After
an active discussions it was unanimously agreed that the document be moved
to the CD stage.
5. Items for systematic review: The review of ISO 19252:2008 (Determination of
scratch properties) has been approved.
6. Items for future works: There were no items for future works.
7. Approval of resolutions
To convert the ISO/CD 19278 (Instrumented indentation hardness for
Plastics) into a Technical Report instead of moving to DIS.
To move the ISO/NP 20329 (Determination of resistance to abrasion) to
the CD stage.
8. Requirements for next meeting
One session (1.5hr) would be needed next year for about 25 persons.

There was no other business.
11. Closure of meeting
After concluding a fruitful and active session, the Convenor closed the meeting at
15:05 with word of thanks to all delegates for their attendance, active participation
and contribution. The Attendance list is in Annex 1.

Environmental Stress Crack

ISO/CD16770-1( Standard Method) The Project Leader for Part 1, Dr Olga Mertlova, provided an update. The CD is at Stage 30:20 with balloting scheduled to end by early November 2016.
ISO/CD16770-2 (Accelerated Method) - Need a Project Leader Key discussions include maintaining liason and leveraging activities of WG6 with TC138 on Pipes. In particular TC138 WG20 - Slow Crack Growth(Dr Steve Beech is the Convener). Netherlands have kindly volunteered to be the Project Leader(PL) for Part 2. It will be lead by Mr Albo van Hateren and his colleagues.
