year that he was consid-ering issuing the pardons.“Some of these soldiers
are people that havefought hard and long,” hesaid in May. “You know,we teach them how to begreat fighters, and then
when they fight some-times they get really treat-ed very unfairly.” At thetime, Trump acknowl-edged opposition to pos-sible pardons by someveterans groups and saidhe could allow the trials togo forward and decideabout pardons after thetrials.One of the pardons
went to Maj. MathewGolsteyn, a former GreenBeret accused of killing asuspected bomb-makerwhile deployed to Af-ghanistan. Golsteyn hasargued that the Afghanwas a legal target becauseof his behavior at the timeof the shooting.
The second pardonwent to 1st Lt. Clint Lo-rance, who had been con-victed of murder for or-dering his soldiers to fireupon three unarmed Af-ghan men in July 2012,killing two. Lorance hasserved more than six yearsof a 19-year sentence.Trump also ordered a
promotion for SpecialWarfare Operator 1stClass Edward Gallagher,the Navy SEAL convictedof posing with a deadIslamic State captive inIraq in 2017. Gallagherwas in line for a promo-tion before he was prose-cuted, but he lost that andwas reduced in rank afterthe conviction.Late last month Adm.
Mike Gilday, the U.S.chief of naval operations,denied a request for clem-ency for Gallagher andupheld a military jury’ssentence that reduced hisrank by one step. One ofGallagher’s lawyers, Tim-othy Parlatore, said thatruling would cost Gallagh-er up to $200,000 inretirement funds becauseof his loss of rank from achief petty officer to a 1stclass petty officer.Gallagher ultimately
was acquitted of the mostserious charges againsthim, and the White Housepress secretary said thereinstatement of the pro-motion was “justified,”given Gallagher’s service.Defense officials, in-
cluding Defense SecretaryMark Esper, met withTrump and provided himinformation on the cases.Asked last week if he
supported the exonerationof Gallagher, Golsteynand Lorance, Esper toldreporters that he had a“robust discussion” withthe president about theissue and offered his ad-vice and recommenda-tions.
