• Consider economic impact of other interoperability solution options
• Consider long-term and recurring costs of proposed solution• Consider degree to which proposed solution will interoperate with

Strategic Technology Reserve (STR)Strategic Technology Reserve (STR)
Requirement as a result of PL 110-53 (HR1) Purpose is to pre-position or secure interoperable
communications in advance for immediate deployment in an emergency or major disaster
STR must be capable of re-establishing communications when existing critical infrastructure is damaged or destroyed in an emergency or major disaster
Should include: appropriate equipment that moved to disaster site, equipment for key personnel, contracts for rapid delivery of commercial sources/services, training

STR ExamplesSTR Examples Set aside equipment examples include:
– LMR Subscriber units, repeaters– Cell Phones or Satellite-enabled equipment or
Cell-On-Wheels– Self contained mobile communications sites, backup
batteries, generators, fuel and IT gear
Pre-Identified procurement vehicles for:– Cross-jurisdictional communications support– Pre-negotiated commercial service contract– Pre-scripted mission assignments and disaster emergency
communications plans
Already in use equipment may be consider that would fulfill an alternative role during an emergency
