The inaugural Defence Procurement Research &Technology (DPRT) event in 2012 provided a fresh andcontemporary new platform for defence procurementin the UK.
Event organisers BiP Solutions are determined tobuild upon the enormous success and positivefeedback gained from DPRT 2012, and are strivingto ensure that both buyer and supplier relationshipsare once again at the heart of all proceedings inDPRT 2013.
Although we have only just recently welcomed inthe New Year, behind the scenes plans are alreadyunder way to make the 2013 conference anotherresounding success, with more prominent keynotespeakers, a greater MOD presence and moreopportunities for effective collaboration betweendelegates already being put firmly in place.
Supplying the UK’s Armed Forces, as well asbroader national security interests, is a hugelyimportant but very complex market. Despite fiscalchallenges, the UK MOD is set to remain Britishindustry’s single largest customer with an annualprocurement spend of around £16 billion.
The White Paper ‘National Security ThroughTechnology: Technology, Equipment, and Support forUK Defence and Security’ published in February2012 affirmed the MOD’s commitment to achievingvalue through competition, technology andinnovation and contains a comprehensive range ofactions to more effectively engage Small andMedium-sized Enterprises (SMEs).
Major restructuring in the way DE&S conductsits business is also currently under way, and therenewed scrutiny on the defence budgethighlights the importance of buyer/supplierengagement and the key role that procurementplays in shaping the capabilities of the defencesector.
These are all factors which are of paramountimportance to the event organisers, and will becentral to programming DPRT 2013.
The defence sector is not just critical for theprotection of the UK’s interests; it is also vital forindustry, in terms of supporting both the UK’srequirements and those of our customersoverseas. Defence is an arena in which the UKexcels as both a homeland provider and exporter.
DPRT 2012 clearly struck a chord with thedefence community, and managed to pulltogether many of the strands that make thissector not just one of huge importance, but alsoone where innovation and imagination areessential assets. It was a platform for interaction,discussion and opportunity, and brought togetherthe disparate parts of the defence industry; frombuyers to suppliers, both large and small.

Research & Technology (DPRT) 2012was one of last year’s must-attendevents. The inaugural DPRT event washeld at the University of the West ofEngland Bristol Exhibition andConference Centre on 21 November,and signalled the arrival of an excitingnew UK defence platform whichprovided an unprecedentedopportunity for all involved in thismultibillion-pound sector.
Procurement, research, innovation,exportability, growth andtechnological advancement – thesewere the key themes which shapedthe DPRT 2012 showcase, whichwelcomed a healthy range of keynotespeakers and exhibitors from MODand industry alike.
The event enjoyed the support ofMOD organisations such as DefenceEquipment and Support (DE&S), UKDefence Standardization (DStan), theDefence Infrastructure Organisation(DIO) and the Defence Science andTechnology Laboratory (Dstl) as well asUK Trade & Investment’s Defence &
Security Organisation (UKTI DSO) andevent sponsors BT and QinetiQ.
The exhibition floor allowed buyersand end users to experience the latesttechnological innovations and explorehow they might apply suchtechnologies themselves in the liveenvironment. It allowed both existingand aspiring defence suppliers topromote their capabilities, examinenew defence and security exportmarkets and cultivate existing andpotential new business relationshipswith buyers spanning defence andother technology-driven markets. Italso let exhibitors explore emerginginternational markets, identifypotential partners and fundingopportunities, and engage withacademia to understand the latesttechnology concepts.

Keynote Arena, which was led byrenowned industry experts and policymakers from across defenceprocurement who offered a variety ofperspectives in addressing the issuescurrently shaping the defence sectorand wider UK strategies for exportsand economic growth.

and Support for UK Defence andSecurity’. The MOD’s Ten-YearEquipment Plan and Defence MaterielStrategy also featured heavily on theagenda, and sparked further debate.
The Keynote Arena featuredpresentations from DE&S, DIO, Dstland the Centre for Defence Enterprise(CDE), and included input from otherorganisations representing the widerdefence and SME community.
Mike Greatwich, Director CommercialChief of Staff, DE&S, was the firstspeaker to address the large KeynoteArena audience. Responsible fordelivering excellence in governance,commercial policy and processes,e-procurement, strategic supplierrelations, workforce development, andrecruitment and strategic workforceplanning, Mr Greatwich took thespotlight to address the hundreds ofSME suppliers attending the conference,outlining the many routes available tosmall businesses to help them accessprime contractors, such as the DefenceSuppliers Forum SME Sub Group.
Mr Greatwich also outlined ongoingMOD ‘action plans’ to help improveengagement with smaller companies,such as releasing additional resourcesfor the Defence Suppliers Service (DSS)and CDE, as well as raising awarenessthroughout MOD Commercial.
Angela Lidiard, Deputy Head,Materiel Strategy Engagement Teamwithin DE&S, was next to take to thestage, and spoke about the ongoingwork to reform DE&S under the
Materiel Strategy Programme and thevalue of the options currently beingconsidered.
Industry perspectiveThe Keynote Arena also provided an
occasion for the SME community tomake their voices heard in their bid tomaximise their ongoing engagementwith the MOD and industry primes.
Mike Maiden, Chairman of NDI,spoke about the ‘many and varied’challenges facing SMEs today.
He said: “Some challenges are nodifferent, except perhaps in scale, tothose facing much bigger companiesand are driven by the prevailingeconomic and business climate. SMEsneed to equip themselves to succeed inan increasingly competitive supply chainmarket and exploit opportunities inadjacent and overseas markets.Delivering military capability is a teamgame and one in which industry has anessential role to play whether in themateriel acquisition and support processor in delivering the Total Support Forceconcept. SMEs are an indispensable partof that team.”
Elsewhere, David McLauglan,Assistant Head Commercial, DefenceInfrastructure Organisation, providedbackground on the DIO and anoverview of the Next Generation EstateContracts (NGEC) programme and itspurpose.
He said: “NGEC is a fundamentalpart of the DIO change managementprocess, and has aims to identify the
most cost-effective mix of contractmodels (‘procurement vehicles’) forestate solutions to meet the futureneeds of defence, and to undertaketheir procurement and transition ofservice delivery from the currentcontracts – as they expire – to thenew contracts.”
Another important keynote addresscame from head of the Centre forDefence Enterprise Jono Byrne, whospoke in detail about CDE’s broaderremit to cover both the defence andsecurity domains and whatopportunities this new direction willopen up for potential applicants, asoutlined in the Defence White Paper.
Closing the Keynote Arena, DE&Sonce again took to the spotlight, thistime with Richard Luetchford, DeputyHead of the Defence IntellectualProperty Rights Team. Mr Luetchforddiscussed why IPR is important to theMOD, the main types of IPR in currentuse and MOD policy on these matters.Knowledge Transfer Zones
Recognising that innovation is bornof knowledge, DPRT 2012 presented aseries of workshops to facilitateknowledge transfer and support anethos of continuous learning. Thesewere supported and hosted further byDstl, UKTI DSO and DPRT sponsorsQinetiQ, BT and the MotorsportIndustry Association (MIA).With threededicated training zones, the seminarschedule was extensive and cateredfor a range of training needs fromacross the public sector buyercommunity and private sector supplybase.

At the Business Growth & ExportZone, hosted by UKTI DSO, delegateswere able to hear further fromspeakers on the potential for defenceexports. Speakers went into the finerdetails of how companies can exporttheir technologies and productseffectively, while highlighting theexcellent reputation for innovationheld by the UK defence industryoverseas.
UKTI DSO explained how it wasworking with industry to build andmaintain relationships with overseascustomers, and how it was providingessential government-to-governmentinteraction. UKTI DSO offered sevenpresentations covering its militaryexpertise, regional UKTI support,financial support, selling to primes(courtesy of General Dynamics UK)and a summary of DSO support forSMEs. They enjoyed extremely highinterest as they distributed literatureon the SBU website, EST and MarketAnalysis as well as informationprovided by the UK Export FinanceTeam.
The Research & Development Zonewas hosted by Dstl, and focused onMOD engagement, R&D and ensuringthe best ideas from industry aresuccessfully channelled and submittedto buyers (see page 7 for furtherinformation).
Over in the Innovation &Opportunity Zone, delegates heardfurther on how to implementinnovative procurement, as well ashow to achieve secure lines ofcommunication when liaising with theMOD.
Opening the zone was Chris Aylett,Chief Executive of the MotorsportIndustry Association (MIA), who, inhis presentation ‘The Value of Time’,spoke about ‘time as a commodity of increasing value’, and howmotorsport can work within defence.
He said: “Our sector is relativelynew to this game, and currently seemsto succeed mostly in UrgentOperational Requirement (UOR)activity. However, recently we havebecome more closely involved withDstl and discovered that ourinnovations, many of which can bedelivered very quickly, together withour ability to produce prototypeswithin a short timeframe, marks us outas a potential new supply base –particularly when time is so valuable.”
Buyer Engagement VillageDPRT’s Buyer Engagement Village
was an additional avenue provided bythe organisers to allow for direct face-to-face interaction between MODbuyers and private sector suppliers.The area was occupied by ProjectTeams from throughout the MOD,who were keen to meet and discussopportunities with the wider defencesupplier industry. On hand forconsultation and discussion in theBuyer Engagement Village were theTrials, Evaluation Services & TargetsProject Team (TEST PT); DE&S ArtillerySystems Team; Joint Sensor &Engagement Networks Team (JSENS);Joint Electronic Surveillance (JES)Delivery Team; Imagery & GeospatialSystems (IMAGE); DeployableInfrastructure Project Team; and
Defence e-Procurement Services Team– to name just a few.
Feedback from suppliers has beenextremely positive and DPRT organisersare already working to ensure that theMOD is even better represented at thisyear’s event.
Grahame Steed, MOD DCBManaging Editor and DPRT Chairman,commented on the success of the2012 event.
He said: “DPRT has clearly struck achord with the defence community;pulling together many of the strandsthat make this sector not just one ofhuge importance, but also one whereinnovation and imagination are essentialassets. The pressure on the defence budgethighlights the importance ofbuyer/supplier engagement and thekey role that procurement plays inshaping the capabilities of the defencesector.With the UK defence andsecurity landscape changing rapidly,challenging procurement policy andencouraging better engagement withinthe supplier community is paramount,as is providing a platform to supportinnovation – a task which DPRT 2012duly delivered on.

UKTI DSO’s Small Business Unit(SBU) hosted the Business Growth &Exports KTZ and manned an adjacentexhibition stand.
“From a DSO point of view the daywas a notable success. Our KTZ wasvery well attended throughout the day.We offered seven presentationsincluding a summary of DSO supportfor SMEs, our military expertise,regional UKTI support, financial supportand selling to primes (courtesy ofGeneral Dynamics UK). The torrentialrain prevented one or two guestspeakers from attending, which broughtthe best out of DSO’s improvisationalskills, but the poor weather did notdampen the enthusiasm of thedelegates.

Armour and Protection Science andTechnology Centre (A&P STC)
Dstl Senior Fellow Bryn Jamespresented on the technical requirementsof armour, the scope of work undertakenby the A&P STC and the role of the STCin the UK armour programme.
Dstl’s A&P STC informs the UKindustrial and academic community.Thisis done via a series of technical briefs,focused meetings and events to informsuppliers about opportunities anddevelopments in armour and protection.Approximately £500,000 a year isavailable for directly funded novel andinnovative work.

Centre for Defence Enterprise (CDE) Jono Byrne, Head of the Centre for
Defence Enterprise and WingCommander Jim Pennycook presentedon how suppliers can get involved inresearch funding opportunities.
CDE, part of the Dstl ProgrammeOffice, proves the value of novel, high-risk, high-potential-benefit research toenable development of cost-effectivecapability advantage for UK ArmedForces and national security.
The presentation covered importantchanges to how CDE operates, includinghow it will provide more support tosmall and medium-sized enterprises andlink them up with defence primes via itsMarketplace initiative. It also outlinedupcoming calls for proposals.The latestthemed call is on non-destructiveevaluation of weapons, which launchedon 8 January 2013.

Futures and Innovation Richard Biers, Dstl Programme Leader
presented on how emerging science andtechnology concepts have significantimplications for current and future UKdefence and security capability.
Futures and Innovation is anintegrated strategic Dstl researchprogramme dedicated to challengingand ensuring the MOD and itsstakeholders are best positioned toexploit or mitigate new ideas.

WeaponsPeter Collins, Dstl Programme
Leader presented on weaponsresearch and technology and how theMOD requires access to a spectrum ofaffordable military effects which areappropriate, adaptable, proportionate,ethical and compliant withinternational laws, while minimisingcollateral damage.
The weapons programme aims toprovide cost-effective and flexiblesolutions to meet the current andfuture needs of tri-Service frontlinecommands.

Defence and Security IndustrialEngagement Policy (DSIEP)
MOD's Defence and Security IndustrialEngagement Policy (DSIEP) was launchedfollowing publication of the 'NationalSecurity Through Technology' WhitePaper.
DSIEP encourages offshore defence andsecurity suppliers to invest in the UK'sdefence and security sectors specifically to:
• see the UK as a location toengage in R&D investment andtechnology transfer;
• extend supply chainopportunities for UK companiesincluding SMEs.Agreements with offshore
suppliers set out arrangements forengaging with UK industry and aimto enhance defence and securitycapability and promote UK exports.
