ELKO — For 16 years,Kim Bolin of Elko has givena memorial donation to theElko County Library inmemory of her late hus-band, Rev. Ralph Bolin.

“One of the first thingsRalph did when we movedto Elko was to get a librarycard,” Bolin said. “So thelibrary was an easy choice.”

The donations go to theYouth Services Departmentof the Elko County Library.The latest donation wasreceived in late 2013 and the13 new children’s books arenow in.

Some of the books thelibrary recently purchasedare: “Forever,” “I’m a Frog,”“Pete the Cat and His MagicSunglasses,” “Journey” and“Hello, My Name is Ruby.”

Over the years, Bolin’sdonations have paid for 300children’s books in thelibrary.

“Since Ralph was alwaysreading to his grandchil-dren or telling stories, itwas obvious for me to

Water Authority and Nevada’s state engineerare appealing a district judge’s ruling thatrejected state approval needed for Las Vegasto draw water from rural valleys straddlingthe Nevada-Utah border.

The case that has been going on for decadesnow heads back to the Nevada Supreme Courtfor a second time after notices of appeal werefiled Jan. 23, the Las Vegas Review-Journalreported.

ELKO — Commissioner Grant Gerbercriticized the local Bureau of LandManagement office over a recentannouncement regarding drought mitiga-tion, arguing the outcome will harm sagegrouse.

The BLM revised the drought mitigationenvironmental assessment, and opened itup for a 15-day public comment period. Inthe announcement, the BLM stated staffwere instructed to monitor the conditionof the range due to the area’s ongoingdrought.

ELKO — Lt. Gov. candi-date Mark Hutchison visitedwith Elko business leadersand media Friday ahead of acandidate forum with SueLowden at the Elko CountyRepublican Party’s LincolnDay Dinner.

Rumors that Gov. BrianSandoval will challenge Sen.Harry Reid, D-Nev., in 2016have stirred a greaterinterest on the 2014 Lt. Gov.race as the winner inNovember could be on a fasttrack to the governor’s seat.

Hutchison, who met withthe Free Press before theevent, said his early supportfor a mine tax increase was atactic to kill a 2 percent mar-gins tax on businessesgrossing more than $1 mil-lion, which he characterizedas the “most disastrous taxproposal in (his) lifetime.”

Party leaders suggestedthe mine tax as an alterna-tive to the margins tax, andHutchison was asked if he

could support it.“I said I would consider it

as a way to diffuse thisnuclear bomb that wasabout to go off,” he said.

The proposal didn’t makeit out of committee andsince then, he said, he’stoured mines, met with

executives, learned moreabout the industry and com-mitted to supportingmining.

During the legislative ses-sion, Republican lawmakerswere criticized by north-eastern Nevada party mem-bers for their support of

Senate Joint Resolution 15,which will allow voters toeliminate the net proceedsmine tax from the state con-stitution.

Hutchison supportedSJR-15, he said, because itgives Nevada citizens anopportunity to shape theirconstitution.

As the election approaches,he added, public officialsneed to make a concertedeffort to educate voters onmining issues.

Issues related to sagegrouse, land management andeven unemployment could bealleviated, Hutchison said, ifthe state had control overpublic lands.

“The battle over the nextdecade is going to be overwhether or not states retaintheir sovereignty,” he said.

As a member of theAmerican Lands Council,Hutchison said he is a strongsupporter of that nonprofit’sefforts to build a coalition of
