WHY BANDUNG CITY APPLY ECOTOWNCONCEPT?

1. Bandung City was selected in 2006 as the one of pilot project for Eco-townprogram in order to respond the environment issues around the Asia Pacificregion together with Dahlian City (China) and Penang (Malaysia), with thesupoort of Kawasaki City and UNEP in 4th Asia Pacific Eco-Business Forum21-23 January 2008 in Kawasaki, japan.

2. Ecotown is one alternatif of solution of Environment problems which now stillunsolved with End of Pipe System or existing system.

3. Bandung City has already carried out many efforts to cope with existingenvironment problems through various prorams such as Blue Sky Program,Clean River Program, City Greenery Program, West Java EnvironmentManagement program and 3 R program at several location, which were doneboth by City Gonernment and communities

4. City Policy and regulation has already directed to the implementation ofsustainibility development which is still need improvement in synergity and lawenforcement.

5. To respond Environment issues both globally and nationally such as GlobalWarming, Kyoto Protocol, Agenda 21), which is need several policy andregulation toward firmed implementation of sustainable development.

BACKGROUND

Bandung City has become densely populated city, with thepopulation of 2.37 million inhabitants (the area: 16,729 ha &density: 140 person/ha)

The City is currently progressing towards a metropolitancity, and its long term vision is to become a dignified city;

The rapid progress that has been taking place in the City ofBandung has resulted in diverse environmental issues;

The complexity and interrelation of the problems requires asophisticated and integrated problem solving, which is theconcept of Bandung Eco-Town as a solution for the city;

The current government of Bandung has made clear pointwith regard to its commitment to better improve theenvironmental quality, that can be seen in:

The long-term (25 years period) and mid-term (5 years)development plans established by the City of Bandung.

In the Bandung’s development plan, environmental-relatedprogrammes are manifested in one of the seven priorityagenda, i.e., Green and Harmonious Bandung.

Whereas, there are other three priority agenda relevant withenvironmental-related issues, namely,‘Bright Bandung’,‘Healthy Bandung’, and ‘Prosperous Bandung’.

Back ground

What is ECOTOWN ?

Ecotown concept came to be in 1997

based on the concept of zero emissions.

a key project of Japan’s Ministry of Economy,Trade andIndustry, and it originated through a system of subsidiesthat was first established by the Ministry of Economy,Tradeand Industry and the Ministry of Environment.

The Japanese government established the eco-towns tocounter the then-pervasive problem of waste managementand to stimulate domestic growth in a sustainable mannerthat would not prove harmful to the environment.

Basic aims of zero waste

The reduction of waste produced, includinggreenhouse gases, to nearly zero;

The promotion of energy-saving measures; andclose collaboration between different industriesand administrative districts.

The facets of zero emissions that areincorporated into the eco-town conceptinclude environmental management, resourcerecycling and urban planning, all of which can becarried out thanks to synergies between theaforementioned collaborative parties.

Focus of Existing Ecotown

Environmentally friendly technologies and methods such asintegrated waste management, the 3R methods (Reduce,Reuse and Recycle), industrial ecology, green consumerismand energy conservation; location in and/or close linkageswith a large and growing eco-business market that is welldeveloped domestically and extends internationally;

A strong focus on research and development that extendsto both public and private sectors, and which is focused oncrafting cutting-edge solutions for environmental problems;and the abiding interest of both local and nationalgovernmental bodies to craft policy in support of theseinitiatives

As a case city, Bandung city has to developand implement the Eco-town concept whichmust refer to long and middle termdevelopment plan documents;

It is identified that the solid wastemanagement become the main issue ofBandung Eco-Town implementation;

ECO TOWN PROGRAM DEVELOPMENT

Why the City of Bandung start Ecotownwith the waste management?

1. The issue relates to solid waste is still central;

2. The solid waste generation tends to increase;

3. There are limited alternatives location for finaldisposal;

4. The present conventional solid waste technologies andmanagement;

5. The 3-R behavior is not well known among society orindustries;

6. There are only limited policy, program and institutionfor supporting 3-R development;

The Ecotown development

7. The target of solid waste management for 2013 are:

◦ 20 % will be treated by 3-R technologies;

◦ 30 % goes to landfill, and

◦ 40 % will be treated by other technologies;

8. The 3-R Eco-Town of Bandung City includes themanagement of both domestic and industrial solidwastes;

9. The strategy for the Eco-Town concept is in the frameof creative economics development, and dealing withmarketing and investment issues of 3-R basedindustries;

Bandung Eco-town Workshop

GEC and IETC co-organized the "Bandung Eco-TownWorkshop" with Bandung City Government on 21September 2010.

Theme: Sharing Information and Experiences inDeveloping "Recycle Oriented Society" forCommunities and Industries;

The objectives of the workshop were:

◦ To share information and experiences of the cities,communities, and private sectors;

◦ To share information on appropriate technology solutionsthat communities and private sectors have to; and

◦ To highlight the environmental policy that is necessary forproper management of environmental technologies;

The workshop was attended by 100participants,which are:

◦ The Indonesian central government, provincialgovernment, local government and authority,

◦ Private sectors, environmental technologysuppliers, local communities and NGOs.

◦ Representatives from Penang, Malaysia, whichis another target city of the Eco-town project,also attended the workshop

Bandung Eco-Creative Fest-Fair

In commemoration of the 200th anniversary ofBandung City, "Eco-Creative Fest-Fair" wasorganized on 21-22 September 2010 at BandungCity Hall by BAPPEDA of Bandung CityGovernment and the Institute of Ecology (IOE) ofPadjadjaran University,

The objective:

To demonstrate local initiative and innovation(community, school and private) related to 3Refforts at the City level, and exposes eco-friendlyproducts especially from private companies.

To provide technical guidance to the community how todo solid waste treatment based on 3 R principles and tointroduce the economic benefit fom waste.

To encourage the involvement of NGO and communityorganization to be more involved in City solidmanagement.

Bandung Grean and Clean

Local Initiative One of collaboration format among City Government

with Private (Unilever) and Environment NGO

Main activity is to empower the community doing wastewanagement at the community level.

This program was started in 2009, and until 2011, thenumber of community group (RW) involved is 350 RW.

The best group has presented their initiative in the lastEco Creative Festival, held by the City Government on2010.

Next Agenda To promote the networking process among small 3-R

enterprises, by expanding the Bandung Green and Cleanforum;

To promote cooperation with other institution including NonGovernment institution, private sectors, financial institutions,academics institutions and foreign institutions as well todevelop 3-R based creative economics in the city;

To continue the commitment of Bandung city as a pilotproject by developing the Eco-town concept among theauthority of Bandung Metropolitan Area;

How to introduce simple and proper recycling technology tothe community group.

To facilitate the use of Recycling Technology and systemneeded by industries in Bandung City

To dedicated an area of Cikapundung river as a city strategicare for implementation of Bandung Eco-town program
